Onshore Ballast Water Treatment Stations : A Harbour Specific Vector Management Proposition, Lawrence A. Kuroshi
Onshore Ballast Water Treatment Stations : A Harbour Specific Vector Management Proposition, Lawrence A. Kuroshi
World Maritime University Dissertations
The discharge of Harmful Aquatic Organisms and Pathogens (HAOP) found in ships ballast water from one port environment to another can have severe ecological, environmental and economic consequences, especially when they transform into marine pests. This informs the necessity to investigate treatment options that could curtail the transfer of these organisms from a source harbour. An alternative to the conventional Ballast Water Treatment Systems is investigated and proposed in this study- it entails the onshore treatment of host port water before it is loaded as ballast water into ships. The study covered sampling of Port Harcourt Harbour water in Nigeria. …

The New Public Management And Its Application Into The Chilean Maritime Administration, Within The Chile Navy, Dinson Baack Vasquez
World Maritime University Dissertations
The importance of Maritime Administrations in the context of a globalized world has been increasing, as the international maritime community gets more involved in the shipping industry and in those issues concerning regulatory framework. In this scenario, it is necessary to analyze a tool able to provide an efficient and proactive system to meet the requirements of the private sector and also, to generate the conditions for an enhancement of the global economy. Thus, the New Public Management became the main model during the last 30 years, where governments made the necessary changes in order to achieve the purpose of …
Securing The Gulf : Towards An Integrated Maritime Security Strategy For The Gulf Of Guinea, Daupreye Franklin. Matthew
Securing The Gulf : Towards An Integrated Maritime Security Strategy For The Gulf Of Guinea, Daupreye Franklin. Matthew
World Maritime University Dissertations
The resurgence of piracy in the Gulf of Guinea in 2007 greatly affected the economy of some West African states especially Nigeria and Benin. The severity of attacks by pirates led to United Nations Security Council resolution 2018 (2011) expressing deep concern about the threat posed by piracy in the region and an intention for a cooperative regional action to combat this maritime security crime . Despite current efforts by some states in the region to curb piracy, this maritime security challenge still persists. Some factors identified as fuelling piracy include weak legislation, inadequate capacity of coastal navies, proliferation of …
The Carbon Frame: Lobbying For Renewable Energy In The European Union, Kyle S. Herman
The Carbon Frame: Lobbying For Renewable Energy In The European Union, Kyle S. Herman
Master's Theses
This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. At the same time, however, limiting carbon does not necessarily preclude fossil fuels, such as …

Through The Eyes Of Greek Cypriots And Turkish Cypriots: The Perception Of Cyprus, Mary N. Olin
Dissertations and Theses
It is important to consider the effects of past conflicts on the current perceptions of the people of Cyprus and of the future generations. This thesis contends that the ongoing division of Cyprus along with the many unresolved issues regarding past conflicts have had a profound effect on how the people of Cyprus perceive new information in regard to their future. The inquiry will explore the historical background of Cyprus and the affects of nationalism. The need for enemies, large group identity, divided societies and the need for dialogue will also be examined in relation to perception and new information. …

Research Brief: "Secondary Trauma And Military Veteran Caregivers", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
This brief is about the stress that occurs for caregivers of veterans due to secondary trauma. In policy and practice, caregivers can continuously monitor themselves for symptoms of secondary trauma, maintain a balance between professional life and personal life, and promote a supportive culture within the caregiver community; policies should acknowledge that secondary trauma stressors do exist for caregivers and should look for ways to reduce the negative effects of secondary trauma stressors. Suggestions for future research include using econometric models to detect relevant factors for risk of developing secondary trauma stressors.

Research Brief: "Military Service And Men’S Health Trajectories In Later Life", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
This brief is about the health and age-related changes of wartime male veterans during later years in life as compared to non-veterans and non-wartime veterans. In policy and practice, veterans reaching retirement age, with help from their families, should pay attention to their health in case any conditions arise, and health policies should look at early-life health in addition to later-life health. Suggestions for future research include performing studies over time on younger veterans as they age and clearing up biases within the sampling processes.

Reconstituting Land-Use Federalism To Address Transitory And Perpetual Disasters: The Bimodal Federalism Framework, Blake Hudson
Reconstituting Land-Use Federalism To Address Transitory And Perpetual Disasters: The Bimodal Federalism Framework, Blake Hudson
BYU Law Review
Scholars analyzing the intersection of federalism and disaster law and policy have primarily focused on the difficulties federalism poses for interjurisdictional coordination of disaster response. Though scholars have highlighted that rising disaster risks and costs are associated with “land-use planning that exacerbates, rather than mitigates, disaster risk,” a more holistic analysis of land-use-related disaster law and policy is needed. This Article provides a more comprehensive framework within which to analyze prospective mitigation or prevention of disaster risk and costs through a rebalancing—or reconstituting—of the respective roles of the federal and state governments in land-use planning. The federal government does not …
Investigating Hydrogen Enhanced Combustion In A Sustainability Context, Glenn Zammit
Investigating Hydrogen Enhanced Combustion In A Sustainability Context, Glenn Zammit
Masters Theses, 2010-2019
Since their invention, internal combustion engines have played a major role in the social and economic development of many countries by allowing people and goods to move from one place to another for longer distances and in shorter times. However, the negative environmental impacts of the widespread use of internal combustion engines in private and commercial vehicles have reached alarming values, with future prospects being much worse. In addition, fuel consumption and the dependency on oil imports of many countries have increased sharply in the past years as vehicle populations and use increased. The current trends are clearly unsustainable and …
Voluntary Environmental Programs: An Examination Of Program Performance And The Role Of Institutional Design, Jessica Ll Sims
Voluntary Environmental Programs: An Examination Of Program Performance And The Role Of Institutional Design, Jessica Ll Sims
LSU New Orleans Theses and Dissertations
Many studies exist on whether Voluntary Environmental Programs (VEPs) improve firms’ environmental performance. Furthermore, the literature on VEPs theorizes that specific features contribute to program performance. This study examines the ability of Voluntary Environmental Programs to reduce emissions and the role of institutional design on their performance. Specifically, this study aimed to identify if specific features influence performance more than others do. The indicator of performance focuses on the overall emission reductions of firms across years 2007-2009. To analyze performance and features, the study examines the emission data and design features of each program. The results reveal the ability of …

Ecosystem Management And Its Application At The Local Level: Apnep, Cama And Local Land Use Planning In North Carolina, Traci L. Birch
LSU New Orleans Theses and Dissertations
A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.
I found that a state mandate not only achieves plans from communities that would not otherwise plan, but also the plans …

The Operation Was Successful But The Patient Died: The Politics Of Crisis And Homelessness In Post-Katrina New Orleans, Evan Casper-Futterman
LSU New Orleans Theses and Dissertations
On July 4th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. The first context is the immediate crisis of the levee …
Factors To Consider Before Restricting Automobiles On Market Street In San Francisco Based On Case Studies Of Denver’S 16th Street Mall & Sacramento’S K Street Mall, Jennifer Hoff
Master's Projects and Capstones
For years, San Francisco has considered implementing a transit mall on Market Street from Van Ness Avenue to the Embarcadero in order to improve transit times, increase the safety of pedestrians and bicyclists, and promote economic development. Efforts to improve Market Street have been underway ever since suburbanization trends began in the 1950s. Now the opportunity truly exists to transform Market Street because of its scheduled repaving in 2015.
Various cities across the United States created transit malls. While these malls can succeed, they can also fail. San Francisco has studied many ways to create a world-class boulevard, but there …

Driving Qi With Research: Findings From Public Health Pbrns, Glen P. Mays
Health Management and Policy Presentations
Public health agencies are increasingly experimenting with quality improvement (QI) strategies designed to enhance the effectiveness and efficiency of their efforts. Does QI work in public health, and if so for whom and under what circumstances? What QI strategies work best for which types of public health process failures, and at what cost? Research underway through the Public Health Practice-Based Research Networks (PBRN) Program is examining these types of questions to build an evidence base for public health QI.

Prime Minister Yousuf Raza Gilani is reported to have told the Pakistan Peoples’ Party (PPP) provincial assembly members from Punjab that the ban on recruitment in the federal government would be removed. Job quotas will be given to each Member Provincial Assembly (MPA) in addition to the substantial grants from the exchequer for development work in their respective constituencies.
This seems to be the first salvo fired by the government in preparation for the elections to be held in the next 12-15 months – if all goes well. These election-specific preparations should remind us of 2007 when a strong economy …

Educating For Peace And Justice In America's Nuclear Age, Ian Harris, Charles F. Howlett
Educating For Peace And Justice In America's Nuclear Age, Ian Harris, Charles F. Howlett
Catalyst: A Social Justice Forum
The emergence of peace education as embodied in the context of peace studies, which emerged during the post-World War II ideological struggle between capitalism and Communism, the nuclear arms race pitting the United States against the former Soviet Union, the Vietnam War, and the civil rights movement in America, met with considerable criticism. There were many within and outside the academic community who argued that peace studies had very little to offer in terms of “real scholarship” and were primarily politically motivated. Some went so far as to insist that this new area of study lacked focus and discipline given …

Catalyst: A Social Justice Forum
It is with great pride that we present to you the inaugural issue of Catalyst: A Social Justice Forum. Here we have attempted to create an innovative, peer-reviewed space in which people from numerous disciplines, or even those claiming no discipline, can present research, multimedia, and art aimed at furthering the ideals of social justice, broadly defined. Social justice is not a concept owned by the academy, for attempts to create a more just world can come from many professions, or even from no profession at all. By applying the traditionally academic peer-review process to work done by activists, artists, …

As health care costs continue to escalate, Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, researchers, and policymakers are focusing on identifying new approaches to care delivery and reimbursement for individuals who are dually eligible for both Medicare and Medicaid. Although relatively few in number (9 million), dual eligible beneficiaries are more likely than others to experience poor health, including multiple chronic conditions, functional and cognitive impairments, and a need for continuous care. Sixty-six percent of dual eligibles have three or more chronic conditions; sixty-one percent are …

Research indicates that many youth-serving agencies do not adopt evidence-based innovations in the field of youth violence prevention. This qualitative study was designed to explore a sample of community-based decision makers’ perceptions of why innovative, evidence-based programs and practices for the prevention of violence by youth are, or are not, adopted at the local level. The rationale for this study was that knowledge of evidence-based innovations in youth violence prevention originates primarily from research scientists who are external to the organizations that are the intended recipients of the innovations. Prior research has not viewed the failure to adopt evidence-based innovations …

Parliament’S Role In Economic Governance, Ishrat Husain Dr.
Faculty Research - Newspaper and Magazine Articles
In a democratic system of government, some checks and balances are placed under the constitution of a country. In Pakistan, the executive branch has dominated the scene historically with the judiciary asserting itself in recent years. The parliament has so far remained subdued in many aspects of its work, particularly in the case of economic visioning, long-term planning, oversight of policymaking, the monitoring of implementation and accountability of the executive. Had the parliament been more active, it is possible that the judiciary would not have taken suo motu cognisance of many cases linked to economic governance. It is a pity, …
