Most literature, though, has focused on the political and economic considerations, the negative outcomes of using public money for private projects. However, geographic considerations play a major part in deciding where to site a stadium. These considerations are wide-ranging and can change with the times. This thesis determines ten modern site suitability criteria, and with them, creates a site suitability index using GIS to determine and quantify more and less suitable areas for stadium development. This dissertation uses administrative and survey data from Arkansas to examine how school discipline environments shape multiple stages of the teacher pipeline, including student disciplinary experiences, entry into the teaching workforce, and early career preparedness and retention. The first chapter analyzes statewide student-level data from 2017/18 through 2022/23 to document trends and racial disparities in school discipline before, during, and after the COVID-19 pandemic. After accounting for infraction type and student characteristics, Black students remained more likely to receive exclusionary disciplinary consequences, though these disparities were substantially reduced when district fixed effects were included. Abstract This quantitative study investigated the retention of county-level employees within the Arkansas Cooperative Extension Service (CES) using Job Embeddedness Theory (JET) as the theoretical framework. The research aimed to describe levels of job embeddedness, job satisfaction, and intent to stay, and to examine the relationships among these variables. A census of 328 CES employees was conducted, yielding a 53% response rate. Data were collected through a validated online survey and analyzed using descriptive statistics, correlation analysis, and multiple regression. This dissertation explores the relationships among educational freedom, democratic outcomes, and family choice in the United States. Through three complementary studies, it examines how school choice interacts with civic education, student achievement, and parental behavior. Together, these studies provide a comprehensive view of how educational freedom is reshaping American schooling. The first study investigates whether private schooling supports or undermines democratic values. Using survey data from students in both private and public schools, it finds that private school students demonstrate stronger knowledge of American government and greater support for democratic norms. Five elected School Board members, a School Superintendent, and local leaders in rural Hoxie, Arkansas, were people of strong beliefs who in 1955 desegregated their school district. In this article, I argue that a combination of moral leadership and pocketbook concerns drove these men to oppose outside forces intervening in Hoxie, Arkansas, and that by doing so these men created a precedence of using the federal courts to uphold integration.

This study estimates the degree to which drivers recall traffic safety campaigns based on sociodemographic characteristics including driving frequency, vehicle type, education, income, age, household composition, race, and gender. Traffic safety campaigns are efforts to educate, persuade, and inspire individuals to adjust their attitudes and behaviors for improved road safety, utilizing planned communications over a set time period. Objective A representative public education workforce has substantive benefits for underserved groups. While research finds considerable differences in ethnic/racial representation among public bureaucrats, little research examines representation within the public education workforce. Methods We use US Equal Employment Opportunity Commission EEO-5 data to measure the levels of representation in public school district jobs among Blacks, Hispanics, and Whites (non-Hispanic). Results Based on the analysis of 4253 US districts for 2002 through 2014, we find Hispanic and Black underrepresentation among administrators, principals, assistant principals, and classroom teachers. The first article presents a comprehensive scoping review of critical whiteness studies (CWS) in education policy research. This study evaluates the impact of Solution Tree’s Professional Learning Communities (PLC) at Work model on the academic achievement and growth of students in Arkansas schools. It provides the first large-scale evaluation of the PLC at Work model’s effectiveness in improving student academic outcomes. This study evaluates the impact of the Professional Learning Communities (PLC) at Work model on student achievement and growth in Arkansas schools. Implemented through a partnership between the Arkansas Department of Education and Solution Tree, the program promotes collaborative professional development among educators. Using a matching process and an event study framework, we analyze longitudinal data on student performance in English Language Arts (ELA) and mathematics from multiple cohorts of schools.

The overall results reveal mixed outcomes. While no statistically significant improvements were observed in overall student achievement or growth, there were concerning trends for economically disadvantaged students. This subgroup …
