Pengaruh Persaingan Politik Terhadap Anggaran Kesehatan: Studi Kasus Pada Kabupaten Dan Kota Di Indonesia, Sri Runtiningsih, Akhmad Akbar Susamto

Jurnal Ekonomi dan Pembangunan Indonesia

This study aims to analyze the effect of political competition on health budgets in Indonesia. The analysis was conducted using a fixed-effects panel data regression approach for Indonesia’s regencies and municipalities between 2009 and 2019. To obtain robust results, this study uses three different measures of political competition, namely the Multiparty Margin Index, the Herfindahl-Hirschman Index (HHI), and the Effective Number of Parties (ENP) Index. The estimation results show that only legislative political competition has a significant and consistent negative effect on the health budget, it is similar to the Leviathan Model theory.

This paper examines the fiscal motives behind municipal governments' decisions to allocate commercial and residential land when two categories of land use are subject to different fiscal revenue alternatives: business-related tax and/or land rent. We use urban parcel-level land transfers during China’s peak period of urbanization, match commercial parcels with residential parcels, and find significant price discounts on commercial parcels relative to adjacent residential parcels. The observed discounts arise from the future tax flows from commercial use, i.e., expected taxes from developed commercial land reduce its transfer price. งานวิจัยนี้ศึกษาประสิทธิภาพของมาตรการในการควบคุมมลพิษจากรถยนต์ และอิทธิพลของมาตรการในการควบคุมมลพิษจากรถยนต์ ที่ส่งผลกระทบต่อตลาดและอุตสาหกรรมการผลิตรถยนต์ที่นั่งส่วนบุคคลในประเทศไทย โดยศึกษาจากข้อมูลมลพิษในรถยนต์ โดยใช้ข้อมูลมลพิษและอุตสาหกรรมรถยนต์ในปี พ.ศ. 2554 ถึง 2565 โดยจะทำการแบ่งชุดข้อมูลออกเป็นสองช่วงคือช่วงระหว่าง พ.ศ. 2554 ถึง 2558 และ ช่วงระหว่าง พ.ศ. 2559 ถึง พ.ศ. 2565 ซึ่งเป็นช่วงก่อนและหลังผลกระทบภายหลังการเปลี่ยนแปลงจากการดำเนินนโยบายส่งเสริมการใช้งานรถยนต์ประหยัดพลังงานและเป็นมิตรต่อสิ่งแวดล้อมของประเทศไทย พบว่า ปริมาณการปล่อยก๊าซซัลเฟอร์ไดออกไซด์ (SO₂) ก๊าซไนโตรเจนไดออกไซด์ (NO₂) ก๊าซคาร์บอนมอนอกไซด์ (CO) หลังจากการบังคับใช้นโยบายมีแนวโน้มลดลงอย่างมีนัยสำคัญ สวนทางกลับก๊าซคาร์บอนไดออกไซด์ (CO₂) กลับเพิ่มขึ้นในช่วงเวลาเดียวกัน ถึงแม้ในช่วงปี 2563 ประเทศไทยจะเผชิญกับปัญหาการระบาดของโรคโควิด 19 แสดงให้เห็นว่ามาตรการทางกฎหมายที่มุ่งควบคุมมลพิษจากรถยนต์ของประเทศไทยนั้นไม่ส่งประสิทธิภาพเท่าที่ควร หากแต่แสดงให้เห็นถึงการเปลี่ยนแปลงของพฤติกรรมการเลือกซื้อรถยนต์ที่มีการเปลี่ยนแปลงจากเครื่องยนต์เบนซินเป็นเครื่องยนต์ดีเซล เครื่องยนต์ไฮบริด และยานยนต์ไฟฟ้า (EV) มากขึ้น

การศึกษาวิจัย เรื่อง ผลกระทบ ข้อจำกัด และข้อเสนอแนะเชิงนโยบายของโครงการบัตรสวัสดิการแห่งรัฐ :กรณีศึกษาพื้นที่ อำเภอภูกามยาว จังหวัดพะเยา มีวัตถุประสงค์ 1. เพื่อศึกษาข้อจำกัดและผลกระทบของโครงการบัตรสวัสดิการแห่งรัฐที่มีต่อผู้ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา 2. เพื่อวิเคราะห์ปัจจัยของผู้ถือบัตรสวัสดิการแห่งรัฐที่ส่งผลต่อข้อจำกัดของโครงการบัตรสวัสดิการแห่งรัฐ ในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา และ 3. เพื่อจัดทำข้อเสนอแนะเชิงนโยบายในการปรับปรุงและพัฒนาโครงการบัตรสวัสดิการแห่งรัฐต่อไป ซึ่งการศึกษาในครั้งนี้มีระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative Research) กลุ่มตัวอย่าง ได้แก่ ผู้ที่ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา จำนวน 380 คน ใช้แบบสอบถามเป็นเครื่องมือการศึกษาวิจัย และระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) ใช้วิธีการเก็บข้อมูลโดยการสัมภาษณ์ ผู้นำในพื้นที่ และผู้ที่ได้รับบัตรสวัสดิการแห่งรัฐ ทั้งนี้ในการวิเคราะห์ข้อมูลจากแบบสอบถามใช้สถิติเชิงพรรณนาค่าความถี่ ร้อยละ และการวิเคราะห์ Probit and Logistic Regression เพื่อหาความสัมพันธ์ระหว่างข้อมูลส่วนบุคคลกับผลกระทบเชิงข้อจำกัด ผลการศึกษาวิจัย พบว่า การเข้าร่วมโครงการบัตรสวัสดิการแห่งรัฐ ส่งผลกระทบเชิงประโยชน์อยู่ในระดับมาก ในเรื่องของการช่วยลดค่าใช้จ่ายในการซื้อสินค้าในครัวเรือน แต่ในเรื่องของสวัสดิการค่าเดินทาง และการส่งผลให้รายได้เพิ่มขึ้น มีความสามารถชำระหนี้ และการส่งผลในการเข้าถึงสวัสดิการของรัฐเพิ่มเติม การศึกษาและการพัฒนาอาชีพ ครอบครัว อยู่ในระดับน้อย ส่วนด้านปัจเจกบุคคลภาพรวม อยู่ในระดับปานกลาง และในส่วนของผลกระทบเชิงข้อจำกัด พบว่า สวัสดิการค่าอุปโภคและบริโภคไม่เพียงพอ และสวัสดิการเกี่ยวกับค่าเดินทางไม่ได้ใช้ในพื้นที่ และในส่วนข้อจำกัดด้านรายได้ คือ ยังไม่สามารถนำไปสู่การชำระหนี้ได้ ด้านการเข้าถึงสวัสดิการของรัฐ คือ ไม่ส่งผลให้ได้รับความช่วยเหลือเพิ่มเติม เนื่องจากการใช้สิทธิบางอย่างต้องมีการลงทะเบียน การศึกษาและการพัฒนาอาชีพ คือ ยังไม่สามารถทำให้เข้าถึงแหล่งรายได้ใหม่ได้ จึงนำไปสู่การไม่สามารถเข้าถึงแหล่งเงินทุนภายในระบบได้ โดยภาพรวมการเข้าร่วมโครงการประชาชนจะใช้ค่าใช้จ่าย เกี่ยวกับการอุปโภคและบริโภค ซึ่งใช้จ่ายต่ำกว่าเส้นความยากจน ที่กำหนดเกณฑ์ไว้ที่ 2,710 บาท จึงกล่าวได้ว่า การเข้าร่วมโครงการยังคงทำให้เผชิญกับปัญหาความยากจนอยู่ โดยเมื่อทดสอบหาปัจจัยที่มีผลต่อข้อจำกัด พบว่า ในบริบทพื้นที่มีความแตกต่างเกี่ยวกับ เพศ อาชีพ อายุ บทบาทการเป็นผู้นำครอบครัว จำนวนสมาชิกในครอบครัว ปัญหาหนี้สิน ฯลฯ ซึ่งส่งผลทำให้เกิดข้อจำกัดที่แตกต่างกัน นอกจากนี้ในบริบทพื้นที่ภาพรวมส่วนใหญ่ประกอบอาชีพเกษตรกรรม และอาศัยเป็นครอบครัว มีจำนวนสมาชิกในครัวเรือนตั้งแต่ 3 คนขึ้นไป ความจำเป็นในการใช้สวัสดิการของรัฐ คือ ค่าอุปโภคและบริโภค …

วิทยานิพนธ์ฉบับนี้ศึกษาบทบาทขององค์กรปกครองส่วนท้องถิ่นในการบริหารจัดการขยะมูลฝอยในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก ในจังหวัดชลบุรี มีวัตถุประสงค์หลักในการศึกษาปัญหาและอุปสรรคในการจัดการขยะมูลฝอยขององค์กรปกครองส่วนท้องถิ่นภายในจังหวัด รวมทั้งจัดทำข้อเสนอแนะปรับปรุงแนวทางในการบริหารจัดการขยะมูลฝอยขององค์กรปกครองส่วนท้องถิ่นเพื่อตอบสนองความต้องการของผู้คนในพื้นที่ ซึ่งงานศึกษาใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการทบทวนเอกสาร การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลที่มีความรู้ความเข้าใจด้านการจัดการขยะมูลฝอยในพื้นที่จังหวัดชลบุรี งานศึกษานี้พบว่า หน่วยงานภาครัฐส่วนกลางมีอำนาจเบ็ดเสร็จในการจัดทำแผนสิ่งแวดล้อม รวมทั้งการกำหนดนโยบายและกรอบทิศทางการบริหารจัดการสิ่งแวดล้อมในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก ขณะที่องค์กรปกครองส่วนท้องถิ่นมีบทบาทหลักเป็นผู้นำนโยบายไปปฏิบัติจริง อย่างไรก็ตาม องค์กรปกครองส่วนท้องถิ่นแต่ละแห่งซึ่งมีบริบทที่แตกต่างกัน ไม่สามารถปฏิบัติตามนโยบายที่หน่วยงานภาครัฐส่วนกลางได้อย่างสมบูรณ์ นอกจากนั้น องค์กรปกครองส่วนท้องถิ่นระดับล่างแทบไม่มีส่วนร่วมในกระบวนการจัดทำแผนสิ่งแวดล้อมในพื้นที่ ในขณะที่องค์กรปกครองส่วนท้องถิ่นระดับบนมีบทบาทเพียงการเข้าร่วมประชุมเพื่อรับทราบข้อมูลเพียงเท่านั้น ในขณะที่ ในระดับปฏิบัติหน่วยงานภาครัฐส่วนกลางไม่มีบทบาทโดยตรง แต่เป็นบทบาทขององค์กรปกครองส่วนท้องถิ่นระดับล่างและนิคมอุตสาหกรรมในจังหวัดชลบุรี ซึ่งไม่มีการบูรณาการระหว่างกันแต่อย่างใด โดยองค์กรปกครองส่วนท้องถิ่นระดับล่างต้องรับภาระจากขยะมูลฝอยที่เพิ่มขึ้นจากการขยายตัวของนิคมอุตสาหกรรมและชุมชนเมืองจากประชากรแฝง ซึ่งเพิ่มขึ้นอย่างรวดเร็วในพื้นที่ งานศึกษานี้เสนอให้มีการปรับปรุงขอบเขตอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่น ให้สามารถรวมกลุ่มหรือร่วมมือกับองค์กรปกครองส่วนท้องถิ่นอื่นในลักษณะสหการได้ รวมทั้งเพิ่มความเป็นอิสระให้แก่องค์กรปกครองส่วนท้องถิ่นในพื้นที่สำหรับการบริหารจัดการบุคลากรและเทคโนโลยีสารสนเทศ รวมทั้งการสนับสนุนให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดชลบุรีนำแหล่งรายได้ที่สามารถจัดเก็บได้เอง มาพัฒนาและบริหารจัดการขยะมูลฝอยและดูแลประชาชนในพื้นที่ของตนได้มากยิ่งขึ้น นอกจากนี้ กระทรวงมหาดไทยควรมีบทบาทเพิ่มมากยิ่งขึ้นในการเชื่อมโยงระหว่างหน่วยงานภาครัฐส่วนกลางกับองค์กรปกครองส่วนท้องถิ่น

The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Identity crimes pose serious risks and challenges for youth in foster care. As young people move through various out-of-home placements and schools, their personal data are often widely disseminated, difficult to secure, and thus vulnerable to theft and misuse. Right-turn collisions at intersections are one of the most dominant crash types in suburban areas, especially at unsignalized intersections. There is, however, a lack of comprehensive research on the speed patterns of vehicles during right-turn manoeuvres and their impact on crashes. To provide an in-depth investigation of the factors determining the safety of right-turn manoeuvres, driving behaviour data were collected through an instrumented vehicle study. Teachers of students with visual impairments (TSVIs) have long expressed frustrations about the difficulty of getting a dyslexia diagnosis for students with visual impairments, but there is limited data to validate their concerns. Moreover, although most U.S. states have passed dyslexia laws that require universal screening and/or intervention for students with dyslexia, the laws may not be applied equally across all populations of students. A mixed-methods approach can validate TSVIs’ perspectives by revealing whether dyslexia legislation is associated with TSVIs’ perceptions of how their students’ needs are being met. This IVMF research review identifies challenges in veterans' transition to civilian life, despite available support. It highlights mental health issues like suicidality and low life satisfaction, possibly linked to cultural identity conflicts. Veterans' attempts to address this may lead to feelings of isolation, impacting mental health. The authors recommend studying immigrant acculturation experiences to understand veterans' identity struggles, proposing "reculturation" as a term. They advocate for clinical psychology to prioritize understanding this process to improve program engagement and suicide prevention. This review also looks at implications for policy, practice, and future research.

An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

The electoral victory of President Ferdinand Marcos Jr. has been attributed to a range of factors such as misinformation, patronage, and populism. We argue that Marcos’ electoral victory should not be treated as an isolated instantaneous event, but rather a result of a shift in the country's political narrative due to the legacy of his predecessor. The shift to illiberal populism is tied to the public's continued support for Duterte's flagship policies as well as in the proliferation of populist rhetoric on social media.
