Following national settlements to combat the opioid epidemic, Kentucky and its local governments received a collective $842 million to invest in prevention and treatment. To employ these dollars most effectively, Lexington-Fayette Urban County Government (LFUCG) aims to become “recovery ready” as a part of Kentucky’s Recovery Ready Communities (RRC) certification program. This mixed methods comparative case study determined the following high-priority variables that align with RRC certification requirements: recovery housing infrastructure, certification disclosure, and medications for opioid use disorder (MOUD) services. Kentucky’s legislation legalizing sports wagering in the Commonwealth and delineating its taxation, HB551 of the 2023 Regular Session of the General Assembly, has been implemented and posted numbers in its early months that suggested it will exceed revenue projections for the Commonwealth. Researchers have raised concerns, particularly in studying West Virginia, which implemented similar legislation in 2019, that sports betting may be cannibalizing existing gambling revenue for states that implement it. However, other taxes such as local sales taxes (LST) and local incomes taxes (LIT) also provide significant revenue streams for local governments. For example, in Kentucky, “[e]xcluding Fayette and Jefferson, counties collected a total of $353.5 million in occupational license fees on payroll and net profits in FY 2022, making up 42.7 percent of all tax revenue” (Smith 2024).

This paper presents how critical workforce shortages in the emerging STEM fields of technology (EmTech), i.e., advanced manufacturing, artificial intelligence, biotechnology, quantum information science, semiconductors, microelectronics, alternative energy, etc., are impacting the workforce in the United States. The demands for EmTech graduates have become so great that many employers have changed their hiring criteria; over 60% of today’s high-need EmTech employers no longer require new hires to have an earned bachelor’s degree. High-stakes questions about how to administer industrial policy have followed, for good reason: industrial policy necessarily involves a great deal of administrative discretion. We use Monte Carlo techniques to simulate an organized prediction competition between a group of scientific experts acting under the influence of a "self-governing" prediction reward algorithm. Our aim is to illustrate the advantages of a specific type of reward distribution rule that is designed to address some of the limitations of traditional forecast scoring rules. The primary extension of this algorithm as compared with standard forecast scoring is that it incorporates measures of both group consensus and question relevance directly into the reward distribution algorithm. Feeding management can be a good strategy for avoiding wildlife–vehicle collisions (WVCs), which are a worldwide concern. In this study, we aimed to identify grass species that capybaras (Hydrochoerus hydrochaeris) reject as feeding material. These species could be planted to make roadsides less attractive to capybaras and, consequently, decrease WVCs involving this species. We planted 3 grass species (Brachiaria decumbens cv. Basilisk, B. hybrid Mavuno, and Zoysia japonica) in 4 blocks, applying a randomized-complete blocks design. INTRODUCTION: Research-oriented autopsy cohorts provide critical insights into dementia pathobiology. However, different studies sometimes report disparate findings, partially because each study has its own recruitment biases. We hypothesized that a straightforward metric, related to the percentage of research volunteers cognitively normal at recruitment, would predict other inter-cohort differences.

METHODS: The National Alzheimer’s Coordinating Center (NACC) provided data on N = 7178 autopsied participants from 28 individual research centers. Research cohorts were grouped based on the proportion of participants with normal cognition at initial clinical visit.

RESULTS: Cohorts with more participants who were cognitively normal at recruitment contained more individuals who …

This paper aims to show how citizens can further participate in the elections, aside from just voting. Given the accusations of fraud, this study demonstrates how existing election fraud detection methods can be used in the 2022 Philippine National Elections (PNE) context. Specifically, histograms known as 2D vote turnout distributions were first utilized to model the frequency of the winner's percentage of votes based on the voter turnout in each electoral unit, with key parameters introduced to detect fraud. Background

The Philippines has one of the must punitive drug regimes in the world, as evidenced not just by Rodrigo Duterte’s drug war but previous anti-drug campaigns. This article examines the place of ‘the youth’ in the longstanding moral panic around drugs and drug policy in the Philippines.

Methods

This article uses critical discourse analysis to analyze figurations of young people across three distinct periods in the Philippines’ contemporary history: Ferdinand Marcos Sr.’s early dictatorship (1972–1975), Gloria Macapagal-Arroyo’s presidency (2001–2010), and Rodrigo Duterte’s administration (2016–2022).

After five years of protracted guerilla warfare, Uganda’s current President Yoweri Museveni capturedpower in January 1986, displacing the preceding regime that had been dominated by Northern politicians and Eastern Ugandans (army and police). Feeling humiliated, deprived, and out of government, several rebel insurgencies erupted, among which was the Uganda People’s Army in the Teso region. The experiences of the affected population at the hands of the army, rebels, and the Karamojong cattle raiders from the North East have remained largely unexplored, unheard, and undocumented outside of the region, and neither have how the victims made meaning of their conditions.
