The Gastón Institute’s 2024 Latinos in Massachusetts series includes this statewide report on the Dominican population in Massachusetts. This report analyzes Public Use Microdata Sample (PUMS) data from the 2022 American Community Survey (ACS) conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Dominicans to Other Latinos and Non-Latinos in the state.

Academic programs in colleges and universities in the United States have increasingly embraced principles of equity and inclusion to support student success and diversity within professions. Innovations in diversity, equity, and inclusion (DEI) in university programs require baseline data on students, faculty and administrators, curricula, and programmatic support. A review of data shows that underrepresented groups in the US workforce have limited visibility in operations research and analytics. A review of DEI-related research reveals some relevant insights including a gap in studies specific to operations research and analytics.

Thylakoid-based photosynthetic biofuel cells (TBFCs) harness the inherent light-driven electron transfer pathways of photosynthesis to enable sustainable solar-to-electrical energy conversion. While TBFCs offer a unique route toward biohybrid energy systems, their practical deployment is hindered by sluggish electron transfer kinetics, unstable redox mediators, and inefficient interfacing between biological and electrode components. Objectives: To investigate whether the 2021 U.S. presidential inauguration contributed to a widening of partisan divides in COVID-19 vaccine attitudes and uptake. Methods: We leverage the presidential inauguration as a natural experiment and analyze data from the Household Pulse Survey and CDC vaccination records. Using a difference-in-differences framework with continuous treatment, we examine how the transition differentially affected state-level vaccine refusal rates and county-level vaccination rates, based on varying levels of partisanship as measured by the Trump-Biden vote gap. Results: Following Biden's inauguration, vaccine refusal declined more in pro-Biden states. Distrust in government and vaccines accounted for approximately 80% of …

This paper presents a comprehensive evaluation plan for the Bourbon County Physical Activity Improvement Program, as prompted in the University of Kentucky's 2025 MPH-Health Management and Policy Capstone Case Study. The case study outlines a program developed in response to high obesity and inactivity rates in Bourbon County, Kentucky. In her important book, Unwired: Gaining Control Over Addictive Technologies, Gaia Bernstein illustrates the value of a comparative approach, drawing lessons from fights around the regulation of tobacco and ultra-processed food for the regulation of social media. Building on Bernstein’s work, this symposium contribution aims to draw additional insight from experience with drug and gambling regulation for the regulation of social media, video games, AI, and other potentially-addictive technologies.

Lack of access to evidence-based care for drug addiction is an urgent problem amid a decades-long overdose crisis that kills tens of thousands of Americans a year. Opioid addiction is the primary driver of overdoses today, and medicines exist to treat such addiction that can dramatically improve quality of life while reducing the risk of deadly overdose by more than half. Yet fewer than one in four of the nine million Americans who need such evidence-based medical care for their addiction receive it. บัตรประจำตัวประชาชนถือเป็นเอกสารทางราชการที่มีความสำคัญและจำเป็นอย่างยิ่งต่อการใช้ชีวิตของประชาชน โดยเฉพาะเพื่อใช้ในการติดต่อสื่อสารกับหน่วยงานของรัฐ หรือเอกชน ในการเข้ารับสวัสดิการและการบริการต่างๆ อีกทั้งยังใช้เพื่อยืนยันตัวตน และแสดงสถานะบุคคลตามกฎหมายของไทย ทั้งนี้ ในปัจจุบันประชาชนส่วนใหญ่ไม่ได้ให้ความสำคัญกับการต่ออายุบัตรประชาชนภายในระยะเวลาที่กฎหมายกำหนด ซึ่งอาจก่อให้เกิดปัญหาในการเข้าถึงสวัสดิการของรัฐ รวมถึงการบริการที่ควรจะได้รับอย่างถูกต้อง ครบถ้วนสมบูรณ์ ด้วยเหตุนี้ การวิจัยเรื่อง แนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนตามพระราชบัญญัติบัตรประจำตัวประชาชน กรณีศึกษา สำนักทะเบียนอำเภอบางปลาม้า จังหวัดสุพรรณบุรี จึงมีวัตถุประสงค์ (1) เพื่อวิเคราะห์ถึงสาเหตุที่ส่งผลต่อการไม่มาต่ออายุบัตรประจำตัวประชาชนภายในระยะเวลาที่กฎหมายกำหนด และ (2) เพื่อศึกษาถึงแนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนตามพระราชบัญญัติบัตรประจำตัวประชาชน โดยงานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ ใช้วิธีการเก็บข้อมูลโดยวิธีการสัมภาษณ์เชิงลึก มีกลุ่มประชากรเป็นประชาชนในฐานะผู้รับบริการต่ออายุบัตรประจำตัวประชาชน จำนวน 12 คน และกลุ่มผู้บริหาร ปลัดอำเภอ และเจ้าหน้าที่ ในฐานะผู้ให้บริการ จำนวน 4 คน ผลการวิจัยพบว่า สาเหตุของการไม่มาต่ออายุบัตรประจำตัวประชาชนภายในระยะเวลาที่กฎหมายกำหนด เกิดจากปัญหาและอุปสรรคด้านข้อมูล ด้านความรู้ความเข้าใจ และด้านความสะดวก ในขณะที่แนวทางในการเพิ่มประสิทธิผลการต่ออายุบัตรประจำตัวประชาชนนั้น พบว่า การปรับสัดส่วนบุคลากรให้เหมาะสม การเพิ่มจำนวนอุปกรณ์และปรับปรุงอุปกรณ์ให้มีความเสถียร และการให้บริการต่ออายุบัตรประจำตัวประชาชนออนไลน์ มีส่วนช่วยในการเพิ่มประสิทธิผลดังกล่าว ในส่วนข้อเสนอะแนะ (1) ยกระดับการให้บริการของสำนักทะเบียนอำเภอบางปลาม้า จังหวัดสุพรรณบุรี ให้มีประสิทธิภาพมากยิ่งขึ้นผ่านการปรับปรุงสภาพแวดล้อมและขั้นตอนการปฏิบัติงาน (2) พัฒนาระบบการแจ้งเตือนและการนัดหมายล่วงหน้า (3) ส่งเสริมการประชาสัมพันธ์และสร้างความตระหนักรู้

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบริบท ทุน จุดแข็ง–จุดอ่อน และบทบาทของผู้มีส่วนได้ส่วนเสียในพื้นที่เทศบาลเมืองดอนสัก จังหวัดสุราษฎร์ธานี ภายใต้โจทย์การขับเคลื่อนจากเมืองทางผ่านไปสู่เมืองจุดหมายเชิงเศรษฐกิจด้านการท่องเที่ยว โดยประยุกต์ใช้แนวคิดการท่องเที่ยวเชิงสร้างสรรค์ควบคู่กับแนวคิดการสร้างแบรนด์เมืองเป็นกรอบวิเคราะห์หลัก การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกผู้มีส่วนได้ส่วนเสีย 4 กลุ่ม ได้แก่ ภาครัฐท้องถิ่น ผู้ประกอบการ ผู้นำชุมชนและเครือข่ายวัฒนธรรม ตลอดจนนักท่องเที่ยวและกลุ่มผู้สนใจจะเดินทางมาดอนสัก ประกอบกับการวิเคราะห์เอกสารและการสังเกตการณ์ภาคสนาม ผลการวิจัยพบว่า เมืองดอนสักยังคงถูกใช้และรับรู้ในฐานะเมืองทางผ่านที่เชื่อมโยงกับท่าเรือเป็นหลัก แม้จะมีทุนทางทะเลและวัฒนธรรมที่เข้มแข็ง ได้แก่ วิถีประมง ปูม้าดอนสัก ประเพณีท้องถิ่น และศรัทธาต่อหลวงพ่อจ้อย แต่ทุนดังกล่าวยังไม่ถูกพัฒนาให้เป็นอัตลักษณ์เมืองและภาพลักษณ์ร่วมอย่างเป็นระบบ งานวิจัยจึงเสนอแนวทางเชิงนโยบาย ได้แก่ การพัฒนาเส้นทางท่องเที่ยวเชิงอัตลักษณ์แบบวันเดียว การจัดทำปฏิทินการท่องเที่ยวตลอดทั้งปี การกำหนดแนวคิดแกนกลางของเมือง และการเสริมสร้างกลไกความร่วมมือด้านการท่องเที่ยวระดับพื้นที่

งานวิจัยฉบับนี้เป็นการศึกษาความพร้อมในการออกมาตรการและขับเคลื่อนการลดการปล่อย ก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับดูแล (Regulator) ซึ่งกรมการขนส่งทางราง ในฐานะหน่วยงานกำกับ ดูแล และส่งเสริมการพัฒนาระบบราง จึงมีบทบาทสำคัญในการผลักดันให้ระบบราง เป็นกลไกหลักในการลดการปล่อยก๊าซเรือนกระจกและแก้ไขปัญหามลพิษทางอากาศ โดยการกำหนดนโยบาย มาตรการ และมาตรฐานที่สอดคล้องกับเทคโนโลยีสมัยใหม่ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมในองค์กร เพื่อเป็นผู้กำหนดการลดการปล่อยก๊าซคาร์บอนไดออกไซด์ของกรมการขนส่งทางราง และเพื่อเสนอแนวทาง ในการยกระดับความพร้อมของกรมการขนส่งทางรางในการขับเคลื่อนมาตรการสู่การปฏิบัติอย่างมีประสิทธิภาพ การศึกษาดังกล่าวได้นำแนวคิดความพร้อมภายในองค์กร ของ Bryan J. Weiner (2009) โดยอธิบายถึงองค์ประกอบความพร้อมไว้ 5 ด้าน ได้แก่ วัฒนธรรมองค์ นโยบายและขั้นตอน การบริหารงานที่ผ่านมาในอดีต ทรัพยากรองค์ และโครงสร้างองค์กร ประกอบกับแนวคิดการบริหารราชการแบบมีส่วนร่วม (Collaborative Governance) ของพัชรี สิโรรส (2550) ซึ่งผลการศึกษาพบว่า กรมการขนส่งทางรางมีความพร้อมที่สามารถผลักดันและขับเคลื่อนการลดการปล่อยก๊าซคาร์บอนไดออกไซด์ในภาคการขนส่งทางราง รวมทั้ง เปิดโอกาส ให้ทุกภาคส่วน ทั้งภายในและภายนอกเข้ามามีส่วนร่วมในการแลกเปลี่ยนความคิดเห็น และร่วมกำหนดทิศทางมาตรการด้านสิ่งแวดล้อม ผ่านกลไกต่าง ๆ เช่น การจัดสัมมนารับฟังความคิดเห็น การตั้งคณะทำงานร่วมกับหน่วยงานภายนอก การประสานความร่วมมือกับภาคเอกชน การดำเนินงานในลักษณะดังกล่าวช่วยสร้างความโปร่งใส เพิ่มการยอมรับเชิงนโยบาย อย่างไรก็ตาม ยังพบข้อจำกัดบางประการ ได้แก่ ต้นทุนด้านงบประมาณ ข้อจำกัดทางกฎหมาย สมรรถนะเฉพาะทางของบุคลากร รวมถึงการขาดคู่มือหรือแนวทางการดำเนินงาน ด้านสิ่งแวดล้อมที่เป็นรูปธรรมและใช้ได้จริงในระดับปฏิบัติ

การวิจัยนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาแนวโน้มความเข้าใจพระราชบัญญัติมาตรฐาทางจริยธรรม พ.ศ. 2562 ที่ประกอบด้วยความรู้เชิงจริยธรรมจากมิติความรู้ที่เป็นข้อเท็จจริงและการตีความกฎหมาย และเหตุผลเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหาร ส่วนจังหวัด 2) เพื่อศึกษาแนวโน้มการยอมรับพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 ที่ประกอบด้วยทัศนคติเชิงจริยธรรม และปัจจัยการกำหนดตนเอง (Self-Determination Theory: SDT) ของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัด 3) เพื่อศึกษาแนวโน้มพฤติกรรมเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดต่อพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 4) เพื่อศึกษาแนวโน้มพัฒนาการจริยธรรมของ Kohlberg จากเหตุผลเชิงจริยธรรมของเจ้าหน้าที่ของรัฐในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดตามพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 5) เพื่อศึกษาปัจจัยด้านความรู้เชิงจริยธรรมจากมิติความรู้ ที่เป็นข้อเท็จจริงและการตีความกฎหมาย ด้านเหตุผลเชิงจริยธรรม และด้านปัจจัยการกำหนดตนเอง (Self-Determination Theory: SDT) ที่มีผลต่อทัศนคติเชิงจริยธรรม และ 6) เพื่อศึกษาปัจจัยด้านความรู้เชิงจริยธรรม ด้านทัศนคติเชิงจริยธรรม และด้านเหตุผลเชิงจริยธรรมที่มีผลต่อพฤติกรรมเชิงจริยธรรมของเจ้าหน้าที่ของรัฐ ในองค์กรปกครองส่วนท้องถิ่นรูปแบบองค์การบริหารส่วนจังหวัดต่อพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 โดยใช้ระเบียบวิธีการวิจัยแบบผสมผสาน ได้แก่ การวิจัยเชิงปริมาณจากการสำรวจจากแบบสอบถามเจ้าหน้าที่ของรัฐในสังกัดองค์การบริหารส่วนจังหวัดกลุ่มตัวอย่าง จำนวน 18 แห่งทั่วประทศ โดยมีผู้ตอบแบบสอบถาม จำนวน 543 คน และการวิจัยเชิงคุณภาพ จากการทบทวนวรรณกรรมและเอกสารที่เกี่ยวข้อง และการสัมภาษณ์เจาะลึก จากผู้ให้ข้อมูลสำคัญ จำนวน 17 คน ผลการวิจัย มีดังนี้ 1) แนวโน้มเจ้าหน้าที่ของรัฐผู้ตอบแบบสอบมีความเข้าใจพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 จากความรู้เชิงจริยธรรมที่มาจากมิติความรู้ที่เป็นข้อเท็จจริงเจ้าหน้าที่ของรัฐสามารถตอบข้อคำถามถูกมากกว่าร้อยละ 70 ทุกข้อ และเจ้าหน้าที่ของรัฐส่วนใหญ่ร้อยละ 96.13 มีผลคะแนนผ่านเกณฑ์การทดสอบความรู้ความสามารถทั่วไป (ไม่น้อยกว่าร้อยละ 60) ด้านการตีความกฎหมายส่วนใหญ่คิดว่าพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 มีความชัดเจน สามารถอ่านแล้วเข้าใจได้ ร้อยละ 57.09 ไม่มีความซ้ำซ้อนของเนื้อหา ร้อยละ 76.06 และสามารถอธิบายความหมายได้ทั้งหมด ส่วนด้านเหตุผลเชิงจริยธรรมภาพรวมต่อการปฏิบัติตามพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 ร้อยละ 80.48 คือ เป็นสิ่งที่เจ้าหน้าที่ของรัฐพึงปฏิบัติ 2) แนวโน้มการยอมรับพระราชบัญญัติมาตรฐานทางจริยธรรม พ.ศ. 2562 จากทัศนคติเชิงจริยธรรมของเจ้าหน้าที่ของรัฐทัศนคติที่ค่อนข้างเห็นด้วย …

This paper argues for a human security approach to women’s participation in nuclear security that stems from the larger Women, Peace and Security framework. Food insecurity (FI) affects households worldwide and is also seen on college and university campuses with adverse effects on student success. We examine FI and academic self-efficacy levels of military students and student veterans enrolled in higher education in the United States which has not been extensively studied regarding FI. Military students and student veterans may have access to G.I. Bill funds and may not be perceived as requiring additional assistance. Research on academic capitalism has critiqued the commodification of knowledge, but it has not critiqued assetization. The difference between commodification and assetization is more than a technical distinction. Extracting value from assets requires a different regime of coordination than what is required for extracting value from commodities. Student loans have increasingly become a burden on individuals. This qualitative analysis explores how structural inequities and financial literacy gaps influence U.S. student loan borrowers’ decisions to finance postsecondary education. The study highlights racial and economic disparities examining participants’ reflections on debt aversion and systemic barriers to equitable access. We asked why participants took out Federal student loans, asked about their decision processes when taking on debt, whether participants took any action to reduce accumulated debt, and if they’d made any discoveries about their decisions to take on student loan debt. Intervention programs for intimate partner violence abusers are designed to address and mitigate violent behaviors and promote healthier relationships to reduce recidivism. This literature review examines various intervention programs and their strategies, including cognitive-behavioral therapy (CBT), group therapy, and educational programs, along with their theoretical foundations and effectiveness. Cognitive-behavioral therapy focuses on altering thought patterns that contribute to abusive actions, demonstrating efficacy in reducing violent behaviors and promoting emotional regulation. The lack of progress in addressing climate change has led to increased interest in solar radiation modification (SRM)—a collection of large-scale interventions that cool the planet by managing the amount of solar radiation that reaches the earth. SRM complicates climate change governance because, in addition to advancing collective action to reduce greenhouse gas emissions, governance needs to restrain unilateral SRM action while balancing diverging actor interests, ethical risks and scientific uncertainty. Grid-cell data are increasingly used in research due to the growing availability and accessibility of remote sensing products. However, grid-cell data often fails to represent the actual decision-making unit, leading to biased estimates in socio-economic analysis. To this end, this paper presents a comprehensive parcel-level dataset for Salt Lake County, Utah, spanning from 2008 to 2018. This dataset combines detailed spatial and temporal data on land ownership, land use, and preferential farmland tax assessments under the Greenbelt program. The securitization of African migrants in Europe and North America refers to the framing of immigrants as an existential security threat rather than a socioeconomic or humanitarian concerns. This discourse driven by political rhetoric, media narratives, and policy measures, often depict African migrants as risks to national security, cultural identity, and economic stability. The digital divide remains a persistent barrier to civic participation and social inclusion in urban America, particularly in historically underserved communities. This mixed-methods study investigates how digital lack of access affects civic engagement, social capital, and community cohesion in U.S. cities, with a focus on Chicago’s South Side, Harlem New York, St. Louis, and Orlando. This study examined the lived experiences of women in municipal management to understand how mentoring influences their career development, leadership pathways, and perceptions of gendered dynamics in the workplace. Using an interpretative phenomenological analysis (IPA) approach, the research examined how participants made meaning of mentoring relationships, the support they received, and the organizational factors that influenced their access to developmental opportunities. Semi-structured interviews were conducted with women serving in executive roles across local government. This study is investigating how technological competition between the United States and China is reshaping international norms of scientific cooperation, with a particular focus on the semiconductor and computing sectors. Drawing on constructivist international relations theory, this research evaluates changes in norms of openness, academic exchange, multilateral governance, and ethical convergence. Using sector specific case studies, it compares the current U.S. - China dynamics to Cold War era science diplomacy.
