Communities throughout the nation use the Community Emergency Response Team (CERT) program to supplement the disaster response after hazard events as well as help build a culture of preparedness. Currently, practitioners and academics have limited knowledge about how CERTs promote enhanced preparedness postures. To address that knowledge gap, 20 CERT program managers were interviewed in this study to improve the general understanding of how CERTs contribute to developing a preparedness culture. The results identify program activities, objectives, and measures. The Indian media has had an immense role in framing public perceptions of nuclear weapons within the Indian subcontinent. Examining the largely nationalistic tone of news coverage helps analyze how the media has shaped India’s idea of its status as a nuclear weapon state. Examining the sociocultural discourse around the bomb, this paper analyzes the major influence that the Indian media has in information distribution and how that influence translates to the formation of the atomic attitudes of the masses. This qualitative study investigated the experiences and perceptions of caregivers for individuals with Parkinson's disease (PD) in rural versus urban settings, with particular emphasis on their access to and utilization of community resources. Through semi-structured interviews with 30 caregivers, the research explored how geographical location impacts caregiving challenges, support systems, and resource accessibility. Using Andersen's Behavioral Model of Health Services Use as a theoretical framework, the study revealed both universal caregiving challenges and location-specific barriers. While all caregivers reported significant emotional burden and healthcare system navigation difficulties, rural caregivers faced distinct challenges related to resource accessibility and specialized care availability. …

Applying punctuated equilibrium theory, this research seeks to understand if performance information once placed on the media and macropolitical agendas can lead to long term budgetary shifts. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. The Officers’ Union of International Seamen (OUIS) commissioned the World Maritime University (WMU) to conduct the Work & Health Balance at Sea (WHEAB) project to examine some dimensions of seafarers’ working lives.

Building on exploratory interviews, a survey was designed and administered. The current report presents findings on work patterns (onboard and home periods), working hours, work-related stress, safety management system, shore leave, mental well-being, and career intention.

The survey gathered responses from 4,372 seafarers, mainly from India (n=1,098; 25.1%), the Philippines (n=690; 15.8%), the United States (U.S.) (n=501; 11.5%), and other worldwide regions (n=2,083; 47.6%). The overrepresentation of U.S. …

Shore leave for seafarers is generally accepted as a custom, if not a right, essential for well- being and pressure relief from the responsibilities of life on board. However, it is clear that the ability of seafarers to take shore leave has been seriously eroded and may even be facing extinction.

The combination of workload on board and limited time in port make it virtually impossible for seafarers to make time for shore leave. Commercial pressures have increased, and there is a serious risk that facilities available for seafarers will decline due to a lack of demand.

Vision Zero (VZ) is a transportation policy adopted by major cities like Philadelphia that aims to reduce or eliminate traffic violence, primarily through improvements in the transportation infrastructure. VZ prioritizes engineering (over enforcement), community engagement, and perhaps most importantly, equity. In the battle for superiority among users of land-based travel modes in America, automobile drivers have benefited from arterial highways that speed traffic flows around and through urban enclaves to reach center city business districts and from a car culture that encourages dominant behavior behind the wheel. Using mixed methods, I assess the factors that contribute to the underreporting of sex harassment in elementary and secondary educational environments. I first use regional Title IX data to assess the impacts of Title IX resource access on several indicator variables, finding a positive impact on allegations and discipline cases when a harassment/bullying policy was made available online. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. In drought-prone regions of Eastern Ethiopia, recurring droughts profoundly reshape everyday life in ways that deepen existing gendered inequalities. Drawing on fieldwork conducted in Fedis district, including semi-structured interviews with women, project implementers, and government officials, as well as group discussions with community members, this study explores how women experience, navigate, and resist the gendered impacts of drought. This study evaluates the Penn Medicine Family Medicine Clerkship program through a mixed-methods approach, exploring the challenges and factors influencing the satisfaction of medical professional preceptors when precepting students. A quantitative survey with 54 preceptor participants reveals the top challenges preceptors face: workload, conflicts with patient care, and limited clinical space. Despite this, there is strong support for the program, with 89% of preceptors enjoying the role and 85% expressing willingness to continue to precept for the next three years. Dallas, Texas, has attempted to implement bicycle infrastructure for 50 years. Unfortunately, the measures have been rejected by the populace. This resulted in Dallas being ranked the worst city to bike in the United States three times in the last 17 years. This dissertation aims to understand why.
