This dissertation examines the behavioral, clinical, and operational drivers of chronic missed appointments within Medicaid non-emergency medical transportation (NEMT) systems. Chronic member no-shows undermine care adherence and introduce operational inefficiencies across Medicaid delivery systems. This two-phased quantitative retrospective cohort study used statewide Rhode Island Medicaid data from 2020 to 2024 to evaluate whether environmental factors (e.g., weather, daylight) influence member missed trips and whether targeted managed care case management interventions reduce no-show rates among high-acuity Medicaid beneficiaries.

This study evaluates the initial effectiveness of California’s Assembly Bill 617 (AB 617), enacted to address air pollution impacts in communities designated as environmental justice priorities, a policy approach that has recently been touted as a successful start. These claims of initial success stand in contrast to much of the research on remediation of environmental justice, particularly with respect to air pollution. Despite well-documented disparities in air pollution exposure and its health impacts among racial-ethnic minorities, previous policy efforts to mitigate these effects have had, at best, marginal effects. Societal adaptation to rising sea levels requires robust projections of the Antarctic Ice Sheet's retreat, particularly due to ocean-driven basal melting of its fringing ice shelves. Recent advances in ocean models that simulate ice-shelf melting offer an opportunity to reduce uncertainties in ice–ocean interactions. Here, we compare several community-contributed, circum-Antarctic ocean simulations to highlight inter-model differences, evaluate agreement with satellite-derived melt rates, and examine underlying physical processes. Today's deterrence is dramatically different from that during the Cold War. This thesis examines how changes in global geopolitics altered deterrent frameworks and how those changes threaten strategic stability. Traditional nuclear deterrence is built on clear adversaries, established escalation protocols, and predictable outcomes that are increasingly obsolete when facing modern realities. Nonprofit organizations have long underinvested in leadership development, potentially hindering their ability to fulfill their missions effectively. This study examined the use of nonprofit organization sabbaticals that give executive directors time away while building the leadership capabilities of the interim leader. This research explored the on-the-job leadership development of six individuals who served as interim leaders in southern California nonprofit organizations during their executive directors' participation in a 3-month, foundation-funded sabbatical program.

Institutional agents play a crucial role in shaping youth development. While the institutional agent framework is well established in postsecondary research, less is known about its role during mid-adolescence. Using relational ethnography and responsive interviewing, this study compares an urban and a suburban high school in minority-majority neighborhoods in Cook County, Illinois, to explore how development is influenced through relationships between sport coaches and high school athletes. Athletes in both contexts face significant challenges tied to neighborhood conditions and socioeconomic status. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). There is significant research on high-growth firms (HGFs), though there is little research focusing on such businesses in Kentucky. By comparing Kentucky to two similar states that are economic competitors and in the context of the Kentucky Innovation Act of 2000, we find that Kentucky has a relatively fewer number of HGFs, even compared to itself at the time of the bill’s passage. This paper outlines literature highlighting the issues surrounding the shortage of housing and past discriminatory policies which negatively affected Lexington. Specific criteria were used to identify cities that resemble Lexington to see what housing programs those cities have implemented and to see what can be reasonably applied to Lexington. This study examines the impact of California’s 12-month Medicaid postpartum expansion on insurance coverage outcomes among recent mothers using pooled data from the American Community Survey (ACS) microdata from 2018-2019 and 2022-2023. A quasi-experimental difference-in-differences design compared postpartum mothers with non-postpartum mothers to assess whether the policy altered Medicaid enrollment, private coverage, or uninsurance in the first two years after implementation. Findings show that Medicaid coverage increased slightly and uninsurance declined modestly among postpartum mothers, while private coverage remained stable. Across all three outcomes, however, the DID estimates were small and statistically insignificant, which indicates early but limited measurable effects. …

This thesis examines how state-level environmental, social, and governance (ESG) regulations influence corporate ESG performance in the United States. Using a panel dataset that combines state ESG legislation, firm-level ESG scores from S&P Global, and financial data from Compustat (2019–2024), I employ fixed-effects regression models to analyze the relationship between state ESG regulations and corporate ESG performance. The analysis incorporates firm and year fixed effects to account for unobservable heterogeneity across companies and time, while controlling for firm-specific characteristics.
