We analyze a range of future scenarios for Russia related to the Ukraine War. Although regime change is a publicly-stated objective for several leaders of NATO countries, we find very little prospect for it. The Russian economy has largely evaded the effects of the sanctions. Despite enormous casualties and incompetence in the management of the war, both Putin and the war remain popular with the Russian public. Contrary to most analysis to date, the Wagner Group mutiny of June 2023 is not an indication of Putin’s weakness, but his strength. The coercive mechanisms of the Russian state remain intact. One person’s life forms the core around which Philippe Sands’ The Last Colony explores the events leading up to the advisory opinion on the Legal Consequences of Chagos Archipelago from Mauritius in 1965. That person is Liseby Bertrand Elysé, who was born in 1953 in Chagos, then forcibly removed to Mauritius in 1973. Her efforts to return home eventually brought her to a 2018 hearing at The Hague, where she spoke to the International Court of Justice bench by means of a subtitled video. The First Intermediate Period (FIP – ca. 2120-1970 BCE) is often described by Egyptologists as a period of “civil war.” In the Egyptological literature, however, little attention is paid to defining this notion (which was first introduced only in the Late Roman Republic, almost 2,000 years later) and to explaining how it could be applicable to ancient Egyptian history.

States take many post-ratification actions with most designed to weaken the application of the treaty against the state. However, nearly all treaties offer ways for states to strengthen it: deepening commitments. Deepening commitments are optional post-ratification actions that allow a state to strengthen and shape implementation of the treaty.
