Confidence and security building measures (CSBMs) have long been the neglected stepchild of serious arms control analysis. Some view CSBMs as "arms control junk food," frivolous, unworkable, or even detrimental. Others are so enamored of the concept that they expect proposals to be accepted as prima facie desirable. After all, the very term "confidence and security" connotes stability and peace. The problem with both positions is often the dearth of hard analysis in support of the ideas put forward and the abstract nature of the discussions of "security building." The Soviet Union led by President Mikhail Gorbachev has widely heralded the adoption of a new military doctrine which posits war prevention as its fundamental goal. Yet, as Akhromeyev acknowledges in the above quote, a reliable defence, or preparation for war, is also essential. What is not acknowledged, let alone resolved, is that the two desired goals - prevention and preparation - may come into sharp conflict, especially in a super-power crisis. Prevention of war may make it necessary to defer actions which ready forces for battle or reduce their vulnerability. If war appears likely, however, pressures will arise to …

This thesis discusses the American and West German reaction to the Soviet note of March 10, 1952. In this so-called Stalin Note the Soviet dictator proposed the reunification of Germany on terms of neutrality and acceptance of the Oder and Neisse rivers as the German-Polish border. By launching his proposal Stalin sought to prevent the integration of the Federal Republic of Germany (FRG) into the Western alliance system.

Regional Security Organizations And National Interests: Analyzing The Nato-Greek Relationship, Constantine P. Danopoulos

This article analyzes the reasons which account for Greece's continuing membership in the Atlantic Alliance, even though NATO has not lived up to expectations and has failed to protect the nation's security against threats from Turkey. Following a brief examination of Greek attitudes toward NATO and the nature of dissatisfaction, the article argues that strategic concerns are, at best, of secondary importance. Instead, Greece's continuing membership in the Alliance is a result of the nation's economic ties to the West and the dependency of its military on NATO and Washington for advanced training, arms, war materiel, and other professional considerations. …

The objective of this thesis is to prove that the Middle Eastern States, excluding Israel, experience political instability because the people lack state nationalism. State nationalism is defined as pride on the part of the people in their state to the extent that they transfer their primary loyalty from their village, ethnic, or religious group to the national government. The people will share a sense of oneness and a common identity with the government if they possess state nationalism.

The role television played in the integration of Europe through 1987 is examined in an analysis focusing on historical trends, integration theory, and the effect of satellite technology on the political environment in Europe. Television remained under the jurisdiction of national governments since its inception, satellite communications challenged the system of national control of television and changed television's role in Europe by introducing a revolutionary new delivery system. Integration theorists are cited to define the integration process and provide a foundation for a study of television's impact on European integration. An original and provocative analysis of the role of communications in the Thirty Years War and the English Revolution of 1640-1649. The years covered by the book saw the first printed new periodicals, the opening of the royal postal system to public correspondence, the monopolization of the posts by the state, and the exploitation of this communications infrastructure for surveillance and news purposes by the emerging territorial state. The book argues that all these developments were related aspects in the emergence of a currency of the word, a change in the temporal status of literate media. Printed commentary now flowed …

It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Recent scholarship on state autonomy in the Third World has been influenced by the dependency thesis that capital accumulation at the core of the world economy is associated with economic underdevelopment and political dependency at the periphery. Dependency reasoning is rooted in a devastating empirical critique of the once prevalent modernization paradigm, in which national state policy was the central independent variable. According to dependency theory, peripheral nations' subordinate structural positions in the international political economy results in sacrifice of authoritative policy making to foreign investors, bankers, experts, governments, and institutions or their local counterparts. One approach in contemporary international relations theory is the moralist position. Most moralists argue that obligations which an individual has toward the state and toward persons qua fellow citizens should not override the obligations which every individual has toward other persons qua members of humanity. Essential to a moralist approach is the idea that every individual shares some feature, such as rights, which is universal to all men and incontrovertible by any body. Many moralists base their theory upon the thought of Hugo Grotius, equating Grotius's thought with their own moralist approach.

This thesis examines the historical development of Turkey's foreign policy up to the period immediately following World War II, and its decision to join the North Atlantic Treaty Organization (NATO).

The study begins with a survey of Turkey's geopolitical importance. The narrative highlights political conditions from the Ottoman period to the years following World War II. Domestic political developments, as well as foreign relations of Turkey in the Republican period, are analyzed.

Throughout history states have pursued both cooperative and power-oriented strategies. Moralists and realists have long questioned the appropriateness of using force to gain state objectives. Recent analysts have stressed that states have a moral duty to manage international uncertainty in the best interests of their citizens. While this might involve utilizing both power-seeking and order-seeking strategies, it has been suggested that pursuing order-seeking strategies could help alleviate international uncertainty.

Although we live in a time in which strategies using nuclear weapons dominate the attention of most defense analysts, there are reasons why more attention should be paid to conventional defense strategy. This thesis explores NATO's strategy for defending Central Europe with conventional battlefield weapons. The discussion centers on the military and political complexities involved in the strategy of Forward Defense. Included also is a brief history of NATO, highlighting the political and military events that helped shape today's conventional defense arrangements. Particular emphasis is placed on illustrating the methods and factors involved in the implementation of Forward Defense.
