One of the many curious revelations in the increasingly bizarre saga of the presidential pardon of Marc Rich in the twilight hours of the Clinton administration is especially fascinating to the student of international human rights law. Former President Clinton, in justifying the pardon, explained that Mr. Rich was an unheralded human rights activist. Among his apparently numerous, but unacknowledged, good deeds, one stands out for its carefully crafted hypocrisy. Mossad, the Israeli covert action agency, arranged for Mr. Rich secretly to transfer $400,000 to the Egyptian government, which then established a fund to compensate the families of Israeli victims …

Over the past few years the EU has begun taking some steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). At the Thessaloniki Summit June 2003, the European Council adopted its first draft Strategy against the proliferation of Weapons of Mass Destruction (WMD). In order to assess the significance of the Strategy, this paper will first present and evaluate the Union’s record in the field, then review the newly released Strategy, and finally make suggestions as to how it can be improved.

Conflict Emergence And Escalation In Interactive International Dyads, David Todd Kinsella, Bruce M. Russett

We examine whether the conditions affecting initial expressions of hostility are similar to those affecting militarized disputes. Analyzing dyadic interactions during the years 1951–1992, we estimate a model to take into account selection effects and check it against another allowing conjunctive causation. Both provide close approximations to theoretical models of the conflict process and yield similar results. We confirm Kant’s belief that all states are subject to the realist conditions of interstate competition that makes disputes likely, but that liberal influences, if present, can constrain the escalation of such disputes to war. This paper describes and evaluates the competition policies in Japan, China, and Hong Kong. A simple framework based on the economic incentive of violations of law is used to evaluate the effectiveness of competition policy. After half a century of effort, Japan has finally established of a modern antitrust system, although its surcharge system could be further improved so as to enhance the deterrence effect of the law. A Foundation For Democratic Transition: The Evolution Of Korean Civil Society 1972-1987, Sukhee Lee

This dissertation seeks to explain the evolutionary process of Korean civil society throughout the 1970s and 1980s as a foundation for democratization. I argue that the changing character of civil society in the mid-1980s was a necessary condition for democratic transition in 1987. Thus, this study focuses on how an ineffective civil society became sufficiently effective to be a deciding factor in Korea’s democratic transition, and seeks to define what factors led to the change.
