The Impact Of Congress, Public Opinion, And The Media On United States Foreign Policy: The Case Of The 1994 Rwandan Genocide, Matthew Bergbower

This thesis analyzes U.S. foreign policy and presidential decision-making during an international crisis. I use a case study analysis of the 1994 Rwandan genocide to determine the impact of Congress, public opinion, and the media on President Bill Clinton's foreign policies during the crisis. To accurately analyze these relationships, I present data on Clinton's behavior and policies during the Rwandan crisis. I argue that in the initial stages of an international crisis Congress, the public, and the media will be more likely to approve of the president's polices while in the latter stages Congress, the public, and the media will …

After the collapse of the Soviet Union, the United States came to Eastern Europe spreading the gospel of democracy and the American Rule of Law. In addition to encouraging Western ideology, the United States was there to forge new economic relationships and, following the terrorist attacks of September 11, 2001, to accelerate the creation of military alliances through membership in the North Atlantic Treaty Organization (NATO) and the newly-formed "coalition of the willing." Written over fifteen years ago by Ivan Leigh Head, a highly distinguished Canadian international lawyer, foreign policy expert, and international development thinker, the words contained in the above quotation point firmly at this great man's analytic incisiveness and hint at the sheer depth of his fairness of mind. For although the net transfer of resources from the much poorer geopolitical "South" to a far richer "North" remains to this day one of the most important obstacles to international development, rarely have the dominant accounts of international development given this phenomenon the pride of place that it surely deserves.

Compellence: An Empirical Perspective, Michael G. Dziubinski

Compellence, the use of a contingent threat of force to get a target state to modify a behavior, is an understudied area of international relations. An empirical examination of this area reveals patterns of the frequency of attempted compellence and successful compellence that are not explained by current research or broader international relations theories. In the post-World War II period (1946–2001), the pattern is a rapid drop and continued suppression of success, but a continuation of compellence attempts at the historic level. Critics argue that NATO is no longer relevant, while proponents argue that is still has a viable function in the international community. This thesis asks the question, what the United States contributes to NATO missions and what does this mean to NATO's future. Using the Genuine Progress Indicator (GPI), the article seeks to evaluate the quality of life in modern Mexico. The GPI employs the same indicators used to arrive at per capita GDP, but adds positive and negative monetary and non-monetary actors that affect people's lives. Monetary factors include income distribution, increased health care cost due to air and water pollution, and loss of wetlands. Non-monetary factors involve parenting, time spent in highways, loss of leisure time, the cost of volunteer work, and other social costs. This paper discusses EU policies against the proliferation of weapons of mass destruction (WMD). The author states that at the beginning of the century, the EU began taking steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). In June 2003, the European Council adopted its first draft strategy against the proliferation of WMDs. In order to assess the significance of the strategy, the paper presents and evaluates the Union’s record in the field, reviews the strategy and makes suggestions as to how it can be improved.

Why would a declining power help arm a neighboring and once-hostile rising power? Current international relations literature cannot explain relationships in which one powerful country contributes directly to its long-term relative decline in order to make smaller, short-term gains. This study focuses on one example, the Treaty on Good Neighborly Friendship and Cooperation between the Russian Federation and the People's Republic of China, signed in Moscow on July 16, 2001.
