Today's international environment characterized in nuclear threat terms as having increasing concerns about the potential for terrorist or non-state use of nuclear devices and a decline in the likelihood of the original nuclear weapon states engaging each other in a nuclear war remains in search of a path away from the fear of nuclear attack some twenty years after the end of the Cold War. This research dissertation will seek to answer the question of how best to reestablish a nuclear arms control regime. Despite its intentions and founding principles, the United Nations is fundamentally a political organization and therefore subject to the machinations of states as they seek to maximize their self interest, protect their reputations, and advance their power. The UN Security Council itself is a product of World War II and reflects a settlement from the end of the war that many perceive as highly inappropriate to the balance of power and global realities of the world today.

Criticism is most useful when it imagines viable alternatives. This is why the most recent wave of outrage over the elections to the UN Human Rights Council seems counter-productive. Yes, egregious human rights violators have been elected to the Council. Yes, Iran was kept off the Council in exchange for a seat on the women’s rights commission . And, yes, the elections were uncontested, with regional blocs putting forth the same number of candidates as vacancies. These facts have led observers to describe the body as a farce, as all pretense, and to decry US participation in the Council.

In July 2001, at the 37th of the former Organization of African Unity, African heads of states launched the New Partnership for Africa's Development (NEPAD), a combination of the Omega Plan from Abdoulaye Wade and The Millennium African Renaissance Partnership initiated by Thabo Mbeki, respectively presidents of Senegal and South Africa. This was an achievement of tasks given by their peers in Algiers in 1999. Previously to that, the Clinton administration initiated the African Growth and Opportunity Act passed in law in 1998. Though the two programs aim at African development, they did not take in account each other.

In "The Clash of Civilizations;' Huntington hypothesized that the principal conflicts of global politics will occur between groups of different civilizations, and concluded that the "clash of civilizations" will dominate global politics in the future. In addition, Huntington declared Turkey as one of the "torn countries" and tried to make connections between its Muslim identity and its delayed ED membership. The growing trade and investments volume tell us that regardless of our differences, people around the world understand the benefits of economic cooperation and would prefer this route to starting a war of civilizations.

This article discusses how Turkey is often under-studied due to the fact that it does not fit neatly into the analytical "boxes" used to discuss international politics. Not only does Turkey straddle Europe and Asia, but it is one of few Middle Eastern countries that was not ruled by Western empires (and, in fact, controlled parts of Europe). It is a non-Arab secular democracy currently governed by a Muslim-oriented party. Because of these unique characteristics, scholars and policy makers have much to learn from Turkey and its approach to challenging issues of regional concern.

The Missed Dialogues Of The Euro-Turkish Relationships, Juliette Tolay

This paper attempts to assess the state of dialogue between Europe and Turkey. Using Thomas Risse's application of Habermas' theory of communicative action, it covers and analyzes four opportunity spaces for dialogue: the European Union-Turkish institutional relationship, the bilateral diplomatic relationships between European countries and Turkey, Turkish immigration to Europe, and European tourism in Turkey. Overall, most communicative interaction between Europe and Turkey is done under the logic of appropriateness (rule-guided behavior) as opposed to the logic of consequentialism (interest-guided behavior) or the logic of arguing (reasoning-guided behavior). As interactions remain superficial and one-sided, they merely are "missed dialogues."

This paper examines the historical background of Gbagi textile market in Ibadan and the response to international trade among women merchants at the market. It discusses the relationship between Lebanese traders in Nigeria and Yoruba women merchants at the market. In this connection, the paper explains how the presence of the Lebanese influenced textile trade. It also examines how women merchants adapted to the changes associated with international trade relations. The paper concludes by analyzing the changes that occurred in the market via the trading activities of women merchants.

Women tend to suffer a disproportionate amount of sexual and reproductive violence during periods of conflict, though they generally participate at a lower rate than men in transitional justice processes. Because participation is discussed in procedural justice literature as being crucial to securing feelings of justice and dignity within victims of violence, the lack of women’s participation in transitional process indicates that justice outcomes could suffer without equitable participation of women. Maritime piracy off the Horn of Africa, although not a new security threat, has grown at an alarming rate in the twenty-first century. This study compares modern Somali piracy with the Barbary Corsairs problem of the eighteenth and nineteenth centuries to understand what policy responses might be most effective. The comparison focused on pirate characteristics and motives; targeted ships; attack frequency; hostage treatment; counter measures to combat piracy; and outcomes.

Hegemonically masculine concepts are frequently employed by decision-makers during times of crisis and war. Language used by leaders is powerful in securing domestic support for US foreign policy decisions, and hegemonic masculinity shapes the ways in which leaders conceive of conflicts and in what ways those conflicts should be addressed. Notions of hegemonic masculinity exert a powerful, structural influence on US Presidential foreign policy decisionmaking.

In the Post WWII period, many countries were searching for freedom from colonial rule, and many were attracted to the idea of communism or socialism. Bypassing realists and idealists, President Obama has staked out a boldly pragmatic approach to human rights. Critics depict the policy shift as “the downfall of human rights” and a set of “empty promises.” The problem is not with Obama’s embrace of pragmatism, or his rejection of ideology, to advance human rights. The problem is in the emphasis: human rights pragmatism should not privilege external inducements over vital on-the-ground domestic realities.
