Notions of a culture of impunity surrounding the violence perpetrated by the Brazilian police have lingered ever since the largely unsuccessful prosecutions of those suspected to be involved in the notorious Candelária massacre of 1993. Eight young people, six of whom were under eighteen, were killed by an adult group comprised of several members of the police. Despite the security forces coming under increasing scrutiny ever since, the 2005 Concluding Observations of the Human Rights Committee on Brazil's Periodic Report made disheartening reading. The goal of this work is to review the current state of Global Navigation Satellite System (GNSS) development and its potential impact on the social, economic, and political dynamics of the various states fielding the systems. The most recognizable GNSS is the US GPS. It is the only operational system functioning at the time of this writing and has become part of the global commons. GPS, by virtue of its uniqueness, is considered the 'gold standard' of satellite based positioning, navigation, and timing systems. This thesis reconstructs the concept of International Non-Governmental Organization (INGO) accountability to beneficiaries through the development of a strategic model for INGO accountability to beneficiaries. It works through the history and arguments surrounding the rise of the debate around whether INGOs should be held accountable to their beneficiary populations. This study investigates presidential progress in addressing racial injustices and disparities within the context of the war on drugs. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. This thesis examines the effectiveness of the International Criminal Court (ICC) in holding individuals accountable for grave breaches of crimes against peace, war crimes, crimes against humanity, and genocide. I argue that if we measure effectiveness in terms of the ability to set agenda and to publicize, the ICC accomplishes much. My thesis to shows that, as a key part of the international agenda on human rights compliance, the ICC derives its effectiveness from the various naming and shaming campaigns by national governments and non-governmental actors (NGOs).

Explicitly prohibiting US military counternarcotics assistance to foreign military units facing credible allegations of abuses, Leahy Law creation and implementation illuminates the epistemological challenges of knowledge production about violence in the policy process. First passed in 1997, the law emerged from strategic alliances between elite NGO advocates, grassroots activists and critically located Congressional aides in response to the perceived inability of Congress to act on human rights information. I explore the resulting transformation of aid delivery: rather than suspend aid when no “clean” units could be found, US officials convinced their Colombian allies to create new units consisting of vetted …

Since the beginning of the Revolutionary government in Cuba, a comprehensive foreign policy involving medical personal and equipment has been implemented worldwide. Known as medical internationalism, thousands of doctors have been sent to developed and less developed nations in the spirit of solidarity and humanitarian aid. Even more, thousands of students have been given free medical education in Cuba at its world renowned university, the Latin American School of Medicine (ELAM). The study explores the views of Palestinian refugee camp residents in Jordan on the long-term provision of health and education services in the camps and their status as residents of the Hashemite Kingdom, contrasting these views with the policies and future plans of the Jordanian government. Special attention is given to the Right of Return discussed in UNGA Resolution 194 and the possibility that many refugees would willingly choose to remain in Jordan if given the option of returning. Using the Philadelphia-based organization Media Mobilizing Project as a case study, this article argues for a more sophisticated understanding of social movement networks. We argue that the fragmentation of the neoliberal city has increased the saliency of networked-based organizing. Contrary to much of the existing scholarly literature, however, we argue that such networks combine horizontal and vertical forms of organization, as well as online and offline media. Networks are not purely horizontal, nor are new media necessarily the best or most natural apparatus for developing networked social movements. Instead, we argue, radio and video may be better suited to connecting …

In this paper I develop an argument to the effect that humanitarian moral interventions, far from being inconsistent with the normative framework of just war, fit in very well with the justifying conditions of this framework. The argument develops by considering three objections against humanitarian military interventions, emanating from just war criteria. The criteria in question are just authority, just cause, and non-combatant immunity. It will be argued that while just authority logically depends on just cause and has no independent argumentative force of its own, the criterion of just cause should be understood to include a defence of human …

Books on Heidegger and books on Levinas are plentiful in English, French and German. Books dealing with a comparison of both authors, especially in terms of the politics of dwelling, are not at all common and certainly should demand our attention. This work appears to be a reworked version of a dissertation with all the standard problems that go with such an undertaking. That said, this is a useful introduction to the question of dwelling in the writings of two extremely important philosophers.

Darker Than Blue: On The Moral Economies Of Black Atlantic Culture - Paul Gilroy, Shiera S. El-Malik

In this work, Paul Gilroy charges academics including scholars of the African and Black Diaspora with inadequately addressing ethical questions of racial hierarchy. He posits that academics apply a uniquely American framework of racial hierarchy to their analyses of places other than the U.S. The result, according to Gilroy, is that American conceptions of blackness (and whiteness) then substitute for social structures regardless of people’s lived experiences. Further, this globalised spectacle of blackness operates in the service of the U.S. imperial war machine.
