This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

Exploiting Vulnerability: Human Trafficking As A Tool Of Genocide, Madison Bryant

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The role played by the post-WWII expulsion of ethnic Germans from Czechoslovakia in catalyzing the 1948 Czechoslovak coup d'état has been underexplored in favor of the traditional narrative of an East-West clash between Czechoslovak democratic and communist parties backed by the United States and Soviet Union, respectively. Scholarship on the expulsion and the coup has on occasion brought up connections between the two events, albeit briefly and only as a small part of larger examinations of one of the two. Priorstudies of this phenomenon focus on isolated case-studies, mostly based on limited data. Inthis thesis I examine how terrorist incidents and fatalities affect international tourist arrivalsin 93 developing countries from 1995 to 2020. This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. Coral reefs are one of Earth’s most vital and threatened ecosystems. They protect coastlines, generate billions of dollars of tourism revenue, support valuable fisheries, and contribute to the development of vital medicines. Yet half of the world's coral reefs have been lost in the last 50 years, and 90% of remaining reefs are projected to die off by the middle of this century, mainly due to warming seas from climate change.

Increasing global interest in nuclear energy and peaceful uses of nuclear technology has led to facilities in emerging countries with nuclear materials and radioactive sources that could be stolen, sabotaged, or otherwise accessed by criminals. In this paper, we created a framework to assess the motivations and capabilities of criminal networks and measure the threats they may pose to different stages of the nuclear fuel cycle in emerging nuclear states. This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. This dissertation examines the conditions under which sanctions-sending states can successfully mobilize broad international support for coercive measures on a target state for violating international security norms. Using the case of international sanctions on Iran from 2006 to 2016, I develop a theory of how sanctions senders mobilize support for, and cooperation with, coercive measures on target states. The theory has two parts. First, states seeking international sanctions against a target with broad participation and support need unity and cooperation on the part of major powers in the international system. Historical analogies are often employed as tools of public persuasion on security and foreign policies. While existing research points to the potential power of historical analogies on domestic audiences, it has not examined the effect of historical analogies on foreign publics. Using speeches by Ukrainian President Volodymyr Zelensky after Russia’s February 2022 invasion, we investigate whether evoking salient events from the audience country’s past effectively increases popular support for aiding Ukraine. The following study explicates the conflict in Cyprus between the Greek Cypriots and the Turkish Cypriots. The conflict began around 70 years ago and came to its height in the 1970s when a Greek coup occurred, and subsequently, Turkey invaded the northern part of the island. This drove the two parties apart physically and mentally. The Annan Plan, a UN peace plan in 2004, attempted to bring peace to the island by reunifying the two parties into a bi-communal federation. This study examines alternative ways of conceptualizing sovereignty through European Union involvement in the issue areas of conflict management, capacity-building, and human rights promotion in four independence-seeking regions: Western Sahara, Somaliland, Abkhazia, and Transdniestria. Document analysis and in-depth key informant interviews were used to develop a theory of European Union involvement in independence-seeking regions.

The theory of European Union involvement proposed in this study rejects state-centric notions of sovereignty as the only mode of understanding sovereignty and holds that independence-seeking regions (ISRs) enact various sovereignties through their existence. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. “La Vida Es Un Carnaval” is a community engagement project and thesis that explores how identity and nostalgic resilience show up through dance/movement therapy with Cuban immigrants living in the United States, specifically Massachusetts. This project brought together six Cuban-born participants, ages 26 to 67, each with their own unique migration stories; from the Rafter Balsero Crisis of 1994, to the “Wet-Foot/Dry-Foot” policy, and family reunification. Through a mix of in-person and online sessions, participants explored their experiences using intermodal activities including dance/movement therapy techniques, conversation, journaling, artwork, and music. Initiated in 2013 by President Xi Jinping, China’s Belt and Road Initiative (BRI) is a broad foreign policy strategy designed to foster regional and global development through infrastructure investments. The initiative aims to integrate China’s growing economy with the rest of the world via land and maritime networks. A key element of the BRI is the 3,000 km China-Pakistan Economic Corridor (CPEC), which includes highways, railways, oil and gas pipelines, and a fiber optic network connecting Kashgar in China’s southern Xinjiang to Gwadar in Pakistan’s Balochistan. This thesis examines the structural limitations of the 1944 U.S.–Mexico Water Treaty in the context of intensifying climate stress and growing population demand. Using GIS-based raster analysis of precipitation from 1981 to 2024, it maps hydrological trends in treaty-bound basins—particularly the Rio Grande and Lower Colorado—which exhibit persistently low and variable precipitation. These conditions, coupled with institutional rigidity, threaten the sustainability of binational water management. In addition to quantitative analysis, the study includes a qualitative assessment of transboundary governance dynamics, highlighting how institutional fragmentation and policy contention impede adaptive responses.
