The Trans-Pacific Partnership (TPP) is on track to become the largest free trade agreement in history. The multilateral negotiations comprising twelve nations across the Pacific Rim seeks to create a robust, comprehensive trade accord for the 21st century. The regional trade deal was born in the midst of an international climate of rapidly expanding free trade agreements. The TPP is not merely the latest free trade agreement. Since gaining its independence from Soviet control in 1989, Poland’s political landscape can be described as a dynamic and ever changing force towards democratic maturation. The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Escalation In International Conflict Management: A Foreign Policy Perspective, Molly M. Melin

Efforts to resolve interstate disputes are often characterized by repeated engagement and evolving strategies. What explains a state’s decision to continue conflict resolution efforts but escalate their management strategy? Drawing from foreign policy literature, I argue third parties escalate policies both in response to past failures, shifting conflict dynamics, and their relationship with the disputants. Analysis of management efforts from 1946 to 2001 reveals that the changing nature of the conflict, policy failures and relationships between the third party and disputants are integral to understanding the management decision process, but the effects of these factors depend on the management history.

Since the creation of Pakistan in 1947, Islam has played a major role in defining identity of people of Pakistan. General Zia-ul-Haq has played a major role in defining Pakistan’s national and political identity. His famous process of ruling is known as Islamization. He took several steps in doing so: first in July 1977 when he took control of the states, he established a close alliance with Jamaat-e-Islami. This put Pakistan’s national identity heavily along Islamic lines. Also under Zia-ul-Haq, all textbooks were rewritten with an Islamic ideological agenda. In December 2006, the UN announced the first resolution against Iran's nuclear activities. After many sanctions and negotiations, there still exists no definite agreement between parties over Iran's nuclear program. The objective of this study is to determine whether Iran's nuclear program has become Iran's identity. It is assumed that if the nuclear issue has not become Iran's identity, negotiation would be a useful threat. A literature review is presented drawing from a variety of experts and practitioners who discuss their knowledge and experience with participatory monitoring and evaluation (PM&E). The findings suggest that the broader participation of stakeholders further enhances the quality and credibility of monitoring and evaluation (M&E). Collaboration and engagement between implementors and beneficiaries enhances the sustainability of program outcomes after the program’s involvement ends. Recommendations are made about how participation could be incorporated into the implementation of an M&E system for Women Thrive Worldwide. Additional resources to facilitate the development of a PM&E system are offered.

This paper examines the main legal elements of corporate criminal responsibility for involvement in serious human rights violations, focusing specifically on the mens rea, or mental element requirement of a crime. It analyzes in detail what it means for a business to be complicit, the degree of knowledge corporations and their officials must have to be implicated in accomplice liability, and a case study demonstrating the consequences of such liability on corporations.

Since 1968, liberation theology has emerged as a prominent feature of religion and politics, particularly in South America. Originally stemming from the writings of Peruvian priest Gustavo Gutiérrez, this at-once theological and overtly political ideology decries the institutionalized violence of the world’s capitalist society on the poor and oppressed, and argues that God is particularly concerned with the plight of the suffering masses. This thesis analyzes the US response to the 1994 Rwandan genocide. It argues that in 1994, the US was retooling its stance on humanitarian intervention because of the disastrous US-led Operation Gothic Serpent in Somalia in 1993. Therefore, the American response to the genocide in Rwanda became a casualty of Washington’s reassessment of its humanitarian intervention policy in the 1990s. The reason behind the US adoption of a more muscular humanitarian intervention policy was due in part to the end of the Cold War in 1991. Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

International Journal of Nuclear Security

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.
