Examining Human Capital Capacity’S Influence On Human Development And Poverty Reduction In Sub-Saharan Africa, Theodore J. Davis Jr.
International Journal of African Development
The aim of this paper is to examine and expand our focus on human capital capacity building as a foundation for poverty reduction in Sub-Saharan Africa. The data showed significant differences in the human capital capacity building characteristics as measured by demographic, education and gender equality characteristics. In analyzing select human capital capacity building markers, the findings suggest that the educational indicators were among the strongest in explaining the variation in human development in Sub-Saharan Africa. The findings showed that gender inequality was a serious inhibitor of human development in Sub-Saharan Africa. Overall, the Sub-Saharan nations with the lowest level …

This thesis investigates under which conditions do authoritarian Member States exist in International Organizations that require democratic governance in their treaty law. The European Union is used as a case study along with two of its Member States that are in the process of transitioning to democracy from previous authoritarian regimes—Hungary and Romania. This thesis employs stealth authoritarian theory to analyze how a democratizing Member State may violate these laws and revert to authoritarian governance. It also critiques international enforcement mechanisms to consider their effectiveness to enforce their laws and norms as well as prevent an authoritarian reversal. Finally, cultural …

Since the conclusion of World War II, the number of expansive interstate wars has decreased while devastating intrastate wars and conflicts have increased exponentially. The Cold War ushered in an era of international stability in the bipolar balance of power, but proxy wars, wars of succession and independence, genocide and civil war made the era anything but peaceful. These conflicts proved to be breading grounds for third party military interventions, which increased simultaneously. Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

Popular opinion among American citizens would attest that the United States should promote the restriction of nuclear weapons being developed. While other nations already have or are developing nuclear weapons, Iran continues to dominate the conversation. Foreign Policy Rhetoric In The 1992 Presidential Campaign: Bill Clinton’S Exceptionalist Jeremiad, Jason A. Edwards

This essay examines presidential candidate Bill Clinton’s rhetoric regarding America’s role in the world during the 1992 presidential campaign. Despite the fact that foreign policy was George H.W. Bush’s strength during the campaign, candidate Clinton was able to develop a coherent vision for America’s role in the world that he carried into his presidency. I argue he did so by fusing together the American exceptionalist missions of exemplar and intervention. In doing so, Clinton altered a tension embedded in debates over U.S. foreign policy rhetoric. To further differentiate his candidacy from President Bush, Clinton encased this discourse within a secular …

The Justice for Walter Rodney Committee has been following with interest the statements of the current government of Guyana through its spokespersons, Ministers Basil Williams (Attorney General) and Raphael Trotman (Governance Minister). From the statements attributed to these officials, their comments demonstrate that they are on a campaign to disparage, denigrate, and thus create the impression that the Walter Rodney Commission of Inquiry did not accomplish anything of substance. It is not clear why this would be in the interest of the government of Guyana.

During the second term of the Obama Administration, the United States and the European Union negotiated a deal with the Islamic Republic of Iran regarding their nuclear program. These negotiations encompassed the relaxing of sanctions on the Iranian economy in exchange for concessions on the part of their nuclear program. This thesis investigates how the deal will affect the economy of Iran and the international oil market, two entities which are deeply intertwined. In June 2014 an Expert Panel on Technology and Innovation in UN Peacekeeping was commissioned to examine how technology and innovation could strengthen peacekeeping missions. The panel's report argues for wider deployment of advanced technologies, including greater use of ground and airborne sensors and other technical sources of data, advanced data analytics and information fusion to assist in data integration. This article explores the emerging intelligence-led, informationist conception of UN peacekeeping against the backdrop of increasingly complex peacekeeping mandates and precarious security conditions.
