The term ‘grand strategy’ may appear be an extravagant and abstract expression, yet it is simply a shorthand manner of describing a country’s efforts in diverse areas towards its key goals. According to Yale historian Paul Kennedy, the crux of grand strategy lies in the “capacity of the nation’s leaders to bring together all of the elements, both military and nonmilitary, for the preservation and enhancement of the nation’s long-term (that is, in wartime and peacetime) best interests” (Kennedy 1991:5). Thus, grand strategy deploys all of a country’s assets. For India, one such asset is the English language. Although English …

This research was conducted in order to expand upon current understandings of the policies affecting refugees in Uganda and the United States (U.S.). Appreciating both policies and implementation strategies for each country is critical in providing the ability to fully grasp the reality of the refugee crisis faced by countries all over the world.

This study employed field-based research, including observations, focus groups, and interviews with refugees and those who implement refugee policies. Non-governmental organizations (NGOs) and implementing partners of the United Nations High Commissioner for Refugees (UNHCR) in Uganda were interviewed, along with officers and commandants in the Office …

During the 1970s-1980s waste, specifically toxic waste from manufacturing, became a globally traded commodity. By the late 1980s, waste trade became a global political and environmental topic because many believed that developed countries were ‘dumping’ hazardous material on less developed nations despite knowing that less developed countries often lack adequate infrastructure to dispose of waste in an environmentally responsible manner, prompting international regulatory responses.

This study focuses on the fastest growing category of traded toxic waste – electronic waste. In 2014, approximately 41.8 million tons of electronic waste was generated globally. During this same period 1.6 million tons were traded …

Genocide Studies and Prevention: An International Journal

Genocide scholars have always argued over the best definition of genocide. However, recent genocide studies have begun to emphasize both the ‘contestable’ nature of genocide and, paradoxically, call for clear or rigid definitions of the term. This article evaluates this tension by examining the act of defining genocide as a type of epistemological practice. Placing the act of definition in the context of a complex socio-linguistic system, the article shows how genocide discourse is subject to a variety of demands and pressures. These pressures, internal to genocide discourse, inadvertently promote restrictive and paradoxical formulations of the concept. To illustrate this …

In examining the match between desired ends and available ways and means, an often-overlooked subject is how the specific tools of grand strategy are forged. One of these tools is the Littoral Combat Ship (LCS), a Major Defense Acquisition Program (MDAP) that started in 2000. This paper uses a qualitative approach to explain the divide between local and migrant populations in the Moroccan context. This divide is primarily influenced by “feelings of otherness” and is triggered first and foremost by differences in physical appearance—easily identifiable differences upon first impression. Though inspired by a nearly instantaneous arrangement, this divide is fueled further by an inconsistency of language usage between groups. The purpose of this research is to identify the key differences between German and American refugee policies as they relate to the ability of each country’s native population to successfully integrate refugees into their society. This body of work looks specifically at the German and American Refugee Resettlement Programs submitted to the United Nations. As shown in this research, new legal policy that can fight systematic distrust and discrimination becomes achievable by identifying the practices that contribute to in- and out-group dynamics between host country and refugees. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. The Roma are Europe’s most discriminated and vulnerable minority, yet little is really known about them. This paper will shed light on the situation of Romani women through interviews done through NGOs and publications released through the European Union. As the gaps between the Roma and the general population are still so big, the author cannot offer any concrete solutions, but it is hoped that this will bring to light the shortcomings of the institutions of the European Union and its member states in helping the Roma.

Total fertility rates throughout the European Union have fallen and are now below the replacement rate of 2.1 births per woman. Maintaining a sustainable population size is crucial for the future of the EU, and this concerns both politicians and scholars. This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. Since 2015, an unexpected number of migrants have rushed to the European Union in hopes of improving their lives. Contrary to their expectations, asylum-seekers realized that the EU is neither prepared nor willing to host them. This paper follows the progression of the EU’s asylum policies, beginning with the 1951 Geneva Convention and the principle of non-refoulement. After establishing the criteria necessary for a migrant to be legally recognized as a refugee, the paper will look at how the EU evaluates individual applications for asylum. Once ended, a significant number of civil wars recur. One influential empirical international relations theory on which scholars have drawn in an effort to provide an explanation for this phenomenon is the bargaining model of war. Devised initially for the study of interstate war, the theory posits that bargaining problems may prevent belligerents from reaching a deal that enables them to avoid a costly war. Bargaining problems also have been identified as contributing to the recurrence of armed intrastate conflict.
