Unregulated state cyberattacks are an urgent threat to international peace and security because of the costs they impose and the devastating effects they can create. However, international norms governing state cyberattacks (international cybersecurity norms) have not yet emerged. The lack of meaningful consequences for state cyberattacks, and the high rewards derived from them, incentivize states to engage in this new form of hostile conduct (cyberconflict). Despite an increase in interstate conflict, including manipulation of information and civil populations by state actors in gray zone campaigns, the study of resistance has concentrated on intrastate conflict. A detailed literature review of resistance was conducted, revealing researchable gaps in understanding of the topic, including: the resistance movements from a security studies and interstate conflict perspective, the resistance as a form of interstate conflict from the perspective of Russian and Chinese security leaders, and the integrated deterrence options in gray zone campaigns as a strategy of international conflict prevention.

The thesis examines the relationship between neopatrimonial regimes, those with institutionalized patronage networks, high levels of regime corruption, and single authoritarian leaders, and civil conflict. The primary emphasis of this research, borrowing from the understanding of horizontal inequalities among groups, is to present three theoretical mechanisms by which grievances may diffuse in a manner to mobilize resistance in non-ethnic civil conflict. Why do some religiously conservative countries advance in reproductive rights while others do not? Previous research emphasizes that religiosity, political institutionalism, and social movement strategies influence political actors, including members of the legislature, to shape preferred abortion policy outcomes. How efficient is the targeting of foreign aid to populations in need? A long literature has focused on the impacts of foreign aid, but much rarer are studies that examine how such aid is allocated within countries. We examine the extent to which donors efficiently respond to exogenous budget shocks by shifting resources toward needier districts within a given country, as predicted by theory. We use recently geocoded data on the World Bank’s aid in 23 countries that crossed the lower-middle income threshold between 1995 and 2010 and thus experienced sharp aid reductions. The study analyzes how external threats in the face of multilateral sanctions can contribute to the sanctioned (target) state’s strategic adjustment in Russia and beyond. In 2014, the United States and the European Union, along with other Western allies, imposed severe economic sanctions in response to Russia’s military intrusion into Ukraine. In the Russian case, the sanctions failed to achieve their objectives and change the target state’s behavior. Why did the United States perceive the World Health Organization as ineffective during the COVID-19 pandemic? To answer this question, this research delves into current principal-agent model literature to reproduce mechanisms present by the WHO and the United States. Current research fails to explain the WHO's effectiveness. วิทยานิพนธ์นี้วิเคราะห์การรับรู้ของหน่วยงานและตัวแสดงที่เกี่ยวข้องในไทยเกี่ยวกับปทัสถานทางไซเบอร์ของจีนที่เผยแพร่ผ่านยุทธศาสตร์เส้นทางสายไหมดิจิทัล ความเข้าใจของตัวกระทำการเหล่านี้อาจแตกต่างกันไป ซึ่งส่งผลต่อมุมมองของประเทศไทยเกี่ยวกับความมั่นคงไซเบอร์ ปัจจุบันงานศึกษาจำนวนมากให้ความสำคัญกับประเด็นที่เกี่ยวข้องด้านข้อมูล เทคโนโลยีสารสนเทศ และการสื่อสารโทรคมนาคมในความสัมพันธ์ระหว่างประเทศโดยเฉพาะอย่างยิ่งการศึกษาความมั่นคงไซเบอร์ อย่างไรก็ตาม แม้จะมีการวิจัยอย่างครอบคลุมเกี่ยวกับกลยุทธ์เส้นทางสายไหมดิจิทัลและมิติด้านความมั่นคงไซเบอร์ แต่การศึกษาการมีส่วนร่วมของไทย โดยเฉพาะอย่างยิ่งที่เกี่ยวข้องกับปทัสถานไซเบอร์ของจีนยังคงมีจำกัด ดังนั้น งานวิจัยนี้จึงกำหนดขอบเขตภายในกรอบการศึกษาผู้ประกอบการเชิงปทัสถาน โดยเน้นที่ยุทธศาสตร์เส้นทางสายไหมดิจิทัลซึ่งเป็นยุทธศาสตร์ที่สำคัญในการแพร่กระจายปทัสถานทางไซเบอร์ของจีน เพื่อตรวจสอบบทบาทของตัวแสดงทั้งจากภาครัฐและเอกชนของไทยในฐานะผู้ประกอบการเชิงปทัสถานที่มีส่วนร่วมในการเผยแพร่และอิทธิพลของปทัสถานไซเบอร์ของจีน การศึกษาชี้ให้เห็นว่ายุทธศาสตร์เส้นทางสายไหมดิจิทัลมีอิทธิพลต่อมุมมองด้านความปลอดภัยทางไซเบอร์ของหน่วยงานภาครัฐและเอกชนในประเทศไทย ซึ่งนำไปสู่การยอมรับเทคโนโลยีและปทัสถานด้านความมั่นคงไซเบอร์ของจีนหลายประการเพื่อวัตถุประสงค์ทางธุรกิจและการพัฒนา โดยเฉพาะอย่างยิ่ง "อำนาจอธิปไตยทางไซเบอร์" กลายเป็นประเด็นสำคัญของการถกเถียงเกี่ยวกับปทัสถานทางไซเบอร์ของจีนในเวทีโลก
