The newer concept of heritage diplomacy is outlined in this paper by first evaluating the various definitions of it presented by scholars in the existing literature. I then attempt to assess how it is postulated to benefit bi-lateral diplomatic relations. The postulated benefits identified are then explored, analyzed, and applied through the lens of a case study between the United States of America and Jordan. The objective of analyzing heritage diplomacy through this particular lens is to identify whether or not heritage diplomacy is capable of cultivating/preserving positive diplomatic relations between states. While European countries have improved health outcomes through universal healthcare systems (UHC), they also face pressures to contain the high cost of these systems. In order to control expenses, governments have reduced services covered under UHC and increased co-payments. Voluntary health insurance (VHI) can help cover gaps in publicly financed health coverage, but this is not affordable for all. Since people with higher socioeconomic status are more likely to have VHI and medical providers are incentivized to prioritize people with VHI, VHI tends to exacerbate inequalities in access to health care. The article aimed to identify the level of Arab public diplomacy's employment of its communication strategies via the Twitter platform in presenting its political and diplomatic topics and activities. Following a recent judgment by the International Court of Justice (ICJ), a divergence has opened between the Court and the Committee on the Elimination of Racial Discrimination (CERD Committee) over whether the Convention on the Elimination of All Forms of Racial Discrimination (CERD) covers nationality-based discrimination. The ICJ held that the CERD does not, but the CERD Committee had previously held the opposite. The solution to this difference is to recognize that the CERD excludes discrimination between citizens and aliens, and, in this, the ICJ was correct. In 2004, Anna Agathangelou and L.H.M. Ling wrote their important intervention, entitled ‘The House of IR: From Family Power Politics to the Poises of Worldism,’ that ordered various theories of International Relations within an analogy of a colonial household, calling instead for a Worldism that builds communities based on interests and support. One glaring omission from this analysis, however, is mention of indigeneity. When he died in June 2021, Kenneth Kaunda was widely hailed for his support for Southern African liberation movements. This paper considers the case of Namibia and the South West Africa People’s Organisation (SWAPO) and asks how Kaunda went about trying to bring about the liberation of Namibia in the 1970s and 1980s. He initially let SWAPO military operations take place from Zambia. SWAPO had its headquarters in Zambia in the 1970s, and many thousand Namibian refugees settled in Zambia. From the breakup of the Central African Federation in 1963 until the departure of British officers and trainers in the early 1970s, Kenneth Kaunda led the Zambian government in negotiating arms purchases from British arms manufacturers, with the assistance of the British government. These transactions were intimately connected to security guarantees against Rhodesian aggression that Kaunda negotiated with the former colonial power, and British attempts to foster Zambian foreign policy and technological dependency. 3 Essays On Protests, Repression, And Signaling, Dogus Aktan

This dissertation focuses on conceptual development across multiple questions of political contention, with a focus on informational processes. In the first paper, I examine the interaction of informational and disruptive effects of protests with a formal model. The model shows that repression can have a screening purpose. Governments use coercion to set the terms of contention so that they only have to accommodate sufficiently aggrieved and salient groups, while filtering out the rest. The model also demonstrates that decreased cost of mobilization makes repression indirectly cheaper for governments, leading to more repression. In the second paper, I examine why governments …

My thesis explores the association between Roma's perceptions of discrimination against them by native populations and electoral support of populist or extreme right-wing parties in Central and Eastern Europe. Roma communities have historically been discriminated and persecuted; however according to findings in the literature, during the Cold War there had been improvements in terms of protection of their rights and their economic advancement. This paper investigates when propagandists criticize their country's war effort, examining instances where propagandists openly criticize the regimes they are expected to support during an armed conflict. This is a unique and relatively unexplored angle on propaganda, differing from widespread research on the range of effects that propaganda has on a target population, the reasons behind using propaganda on a target population, and the methods propagandists use to raise support for a political authority. This dissertation examines the relationship between development aid and human development in recipient countries. The primary function of this research is to determine which types of aid are most effective in improving human development. To accomplish this goal, I use a fixed effects regression analysis to examine the following aid types in individual chapters of the dissertation: Total Aid, Donor-specific aid, Sectoral Aid, Conditional Aid, and aid flowing from Multilateral, Bilateral, and Private sources. Asset recovery is a fundamental principle of anti-corruption law, without which the financial damage from corruption cannot be repaired. Yet recovering assets is notoriously difficult and time-consuming, and the United Nations Convention Against Corruption provides little technical or institutional support to facilitate such returns. To remedy this, we propose the creation of a transnational asset recovery mechanism that could provide myriad services to states upon request, including gathering and publishing information, providing technical assistance and capacity building, helping to conclude agreements on asset return, and monitoring returned funds. สารนิพนธ์ฉบับนี้มุ่งศึกษาการดำเนินนโยบายของสหรัฐฯ ต่อเกาหลีเหนือ ในช่วงประชุมสุดยอดผู้นำสหรัฐฯ และเกาหลีเหนือ สมัยประธานาธิบดีโดนัลด์ ทรัมป์ ระหว่างปี 2018-2019 โดยใช้ทฤษฎีสัจนิยมคลาสสิกใหม่ (Neoclassical Realism) เป็นกรอบศึกษา การศึกษาพบว่า ปัจจัยที่ทำให้ประธานาธิบดีโดนัล ทรัมป์ ดำเนินนโยบายเชิงผ่อนคลายต่อเกาหลีเหนือ มาจากการปรับเปลี่ยนท่าทีที่อ่อนลงของ คิม จอง อึน ผู้นำสูงสุดของเกาหลีเหนือ ซึ่งทำให้เกิดการประชุมสุดยอดผู้นำเกาหลีเหนือ-เกาหลีใต้ ในปี 2018 และเอื้อประโยชน์ให้ประธานาธิบดีโดนัล ทรัมป์ ใช้เป็นโอกาสในการเข้าหาเกาหลีเหนือผ่านเกาหลีใต้ที่เป็นพันธมิตร นำไปสู่การประชุมสุดยอดผู้นำสหรัฐฯ และเกาหลีเหนือ ครั้งที่ 1 ในปี 2018 ที่สิงคโปร์ และครั้งที่ 2 ในปี 2019 ที่กรุงฮานอย เวียดนาม อย่างไรก็ดี แม้การประชุมสุดยอดผู้นำทั้ง 2 ครั้ง ไม่ได้ทำให้เกิดการเปลี่ยนแปลงอย่างเป็นรูปธรรม แต่ก็มีพัฒนาการที่สามารถนำไปสู่การขจัดอาวุธนิวเคลียร์ของเกาหลีเหนือได้ นอกจากนี้ ยังช่วยเสริมสร้างชื่อเสียงทางการทูตของทรัมป์ในการเป็นผู้นำสหรัฐฯ คนแรกที่สามารถทำให้เกิดการประชุมระหว่างผู้นำสหรัฐฯและเกาหลีเหนือ และเป็นผลประโยชน์ต่อภาพลักษณ์ทางการเมืองของทรัมป์สำหรับใช้แสวงประโยชน์ในโอกาสอื่น ๆ ต่อไป

สารนิพนธ์ฉบับนี้ได้ศึกษาเกี่ยวกับทุนจีนสีเทาว่าส่งผลกระทบอย่างไรต่อการเพิ่มขึ้นของปัญหาอาชญากรรมข้ามชาติในไทยช่วงปี พ.ศ.2558 ถึง พ.ศ.2565 เนื่องจากปัจจุบันปัญหาธุรกิจสีเทาของ นักลงทุนชาวจีนได้กำลังแผ่ขยายไปยังพื้นที่ต่างๆ ทั่วโลก และก่อให้เกิดปัญหาอาชญากรรมต่างๆ ตามมาอีกมากมายซึ่งประเทศไทยก็กำลังเผชิญกับปัญหาทุนจีนสีเทานี้ด้วยเช่นกัน สังเกตได้จากข่าวสารที่สื่อหลายสำนักพยายามตีแผ่เรื่องราวของทุนจีนที่กำลังฝังรากลึกในไทย รวมถึงข่าวการถูกจับกุมของแก๊ง ชาวจีนที่เข้ามาลงทุนธุรกิจผิดกฎหมายในไทย เป็นต้น การดำเนินธุรกิจสีเทาของจีนกับปัญหาอาชญากรรมข้ามชาติจึงเป็นประเด็นที่มีความน่าสนใจ โดยสารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาการเกิดธุรกิจสีเทาของจีนในไทย และผลกระทบของทุนจีนสีเทาต่อปัญหาอาชญากรรมข้ามชาติในไทยช่วงปี พ.ศ.2558 ถึง พ.ศ.2565 จากการศึกษาพบว่าทุนจีนสีเทาอาศัยนโยบายขยายตัวของรัฐบาลจีน เช่น Going Out Policy และ One Belt One Road ประกอบกับโลกาภิวัฒน์ที่นำพาโลกสู่การเชื่อมโยงและมีสภาพคล่องเพิ่มมากขึ้น แต่ก็แฝงมาด้วยกระแสลบ (negative flow) อย่างทุนจีนสีเทานี้ที่นำมาซึ่งธุรกิจที่ผิดกฎหมายและแสวงหาผลประโยชน์ในประเทศต่างๆ โดยเฉพาะในภูมิภาคเอเชียตะวันออกเฉียงใต้ที่มีความอ่อนแอทางด้านเศรษฐกิจและการบังคับใช้กฎหมาย จึงเป็นการช่วยเพิ่มการเติบโตของธุรกิจที่ผิดกฎหมายของ ทุนจีนสีเทาโดยไม่ได้เอื้อประโยชน์ให้กับประเทศต้นทางอย่างแท้จริง อีกทั้งยังนำมาซึ่งปัญหาอาชญากรรมอีกมากมาย ในสารนิพนธ์ฉบับนี้จึงมุ่งให้เห็นปัญหาอาชญากรรมข้ามชาติทางด้านยาเสพติดรวมถึง การฟอกเงิน ผ่านกรณีศึกษาที่เกิดขึ้นจริง

การศึกษางานนี้ต้องการชี้ให้เห็นนโยบายต่างประเทศของจีนในสมัยประธานาธิบดีสี จิ้นผิง ที่ดำเนินการต่อกรณีพิพาททะเลจีนใต้ ว่าสหรัฐอเมริกาเป็นปัจจัยหลักหรือไม่ ที่ทำให้จีนเลือกดำเนินนโยบายต่างประเทศต่อกรณีพิพาททะเลจีนใต้ดังเช่นที่ผ่านมา โดยเลือกพิจารณาเหตุการณ์ตั้งแต่ นายสี จิ้นผิง เข้ารับตำแหน่งประธานาธิบดีของจีนจนถึงปัจจุบัน นโยบายต่างประเทศจีนต่อกรณีพิพาททะเลจีนใต้ ในสมัยประธานาธิบดีสี จิ้นผิง พบว่าบทบาทของสหรัฐในฐานะเป็นประเทศภายนอกภูมิภาค ที่ไม่ได้มีความเกี่ยวกับข้องกับข้อพิพาททะเลจีนใต้โดยตรง แต่สหรัฐเลือกที่จะเข้ามามีส่วนร่วมในภูมิภาค ทั้งทางด้านความร่วมมือทางการทูต ทางทหาร เป็นต้น เป็นสาเหตุหลักที่ทำให้จีนมีปฏิกิริยาที่ตอบโต้ในข้อพิพาททะเลจีนใต้ก้าวร้าวมากขึ้น และจีนมองว่าสหรัฐเป็นปัจจัยหลักที่จะเข้ามาแทรกแซงการขยายอำนาจในภูมิภาคเอเชียแปซิฟิกของจีน และลดความเชื่อมั่นในของประเทศในภูมิภาคเอเชียแปซิฟิกที่มีต่อจีน จีนจึงเลือกที่จะเพิ่มกำลังทหารในทะเลจีนใต้ แสดงความเป็นมหาอำนาจในพื้นที่ทะเลจีนใต้โดยการสร้างเกาะเทียม และฝึกซ้อมรบต่างๆ เพื่อแสดงศักยภาพในภูมิภาค และเพื่อลดทอนอำนาจของสหรัฐอเมริกาในภูมิภาคเอเชียแปซิฟิกด้วย เพื่อจุดประสงค์สุดท้ายแล้วของจีนคือก้าวขึ้นมาเป็นมหาอำนาจคนใหม่ ดังนั้น ความสัมพันธ์ระหว่างประเทศที่ประเทศมหาอำนาจจะแสวงหาโอกาสที่จะให้ได้มาซึ่งการมีอำนาจเหนือคู่แข่งของตน และรัฐมีเป้าหมายสูงสุดอยู่ที่การครองความเป็นเจ้า ความเป็นมหาอำนาจ (hegemony) หรือผู้ที่แข็งแกร่งที่สุด เพื่อให้เป็นอิสระจากรัฐอื่น และความสัมพันธ์ระหว่างประเทศมหาอำนาจจึงถูกกำหนดให้เป็นรูปแบบของการแข่งขันด้านความมั่นคงอยู่ตลอด รัฐจึงต้องขยายอำนาจทางการทหาร เศรษฐกิจและภูมิศาสตร์เพื่อเพิ่มความมั่นคงของรัฐ จึงสามารถที่จะอธิบายเหตุผลที่จีนเลือกดำเนินนโยบายต่างประเทศดังกล่าวได้ด้วยทฤษฎี offensive realism เพื่ออธิบายการแสดงออกของชาติมหาอำนาจและรัฐอื่นๆ ในระบบการเมืองระหว่างประเทศ

การศึกษางานชิ้นนี้ต้องการนำเสนอให้เห็นถึงการดำเนินนโยบายต่างประเทศของจีนที่นำโครงการข้อริเริ่มสายแถบและเส้นทาง (Belt and Road Initiative - BRI) มาใช้ในการเชื่อมจีนกับนานาประเทศทั่วโลก ผ่านการพัฒนาโครงสร้างพื้นฐานในประเทศต่าง ๆ ทั้งทางบกและทางทะเลเพื่อพัฒนาเศรษฐกิจ รวมถึงขยายการลงทุน โดยใช้โครงสร้างพื้นฐานในการส่งออกกระจายสินค้าไปยังภูมิภาคต่าง ๆ ขณะเดียวกันจีนก็ได้พัฒนาขีดความสามารถทางทหาร รวมถึงอาวุธยุทโปกรณ์ เห็นได้จากงบประมาณด้านกลาโหมที่เพิ่มขึ้นอย่างต่อเนื่องทุกปี แสดงให้เห็นถึงการผงาดขึ้นเป็นมหาอำนาจของจีนทางเศรษฐกิจและการเมืองความมั่นคงควบคู่กันไป โดยเฉพาะอย่างยิ่งโครงสร้างพื้นฐานที่จีนไปสร้างตามจุดยุทธศาสตร์เส้นทางการเดินเรือ ด้วยการออกแบบทำให้สามารถรองรับการใช้ประโยชน์ได้สองทางทั้งในเชิงพาณิชย์และการทหาร ทั้งนี้ โครงการดาราสาครของกัมพูชาเป็นหนึ่งในโครงการ BRI ที่สำคัญ ตั้งอยู่ในจุดภูมิรัฐศาสตร์ที่สามารถเข้าถึงทะเลจีนใต้ซึ่งเป็นพื้นที่ที่มีความขัดแย้งอ้างสิทธิ์ทับซ้อนกันระหว่างจีนและประเทศสมาชิกในอาเซียน แม้ว่าโครงการดังกล่าวจะถูกสร้างขึ้นโดยมีวัตถุประสงค์ในเชิงพาณิชย์และเป็นศูนย์กลางการท่องเที่ยวเป็นหลัก แต่ก็ไม่สามารถมองข้ามมิติด้านความมั่นคงไปได้ เนื่องจากภายในมีทั้งท่าเรือน้ำลึก สนามบิน และสิ่งอำนวยความสะดวกครบครัน ซึ่งมีศักยภาพในการรองรับกองทัพจีน โดยเหมาะแก่การเป็นจุดยุทธศาสตร์ในการวางกองกำลังทหารและใช้สถานที่ดังกล่าวไปในภารกิจปกป้องเส้นทางการเดินเรือได้ ที่สำคัญ หากในอนาคตกัมพูชามีการแก้ไขรัฐธรรมนูญให้สามารถมีกองทัพต่างประเทศตั้งอยู่ภายในประเทศได้ โครงการดาราสาครอาจกลายเป็นฐานทัพแห่งที่สองในต่างประเทศของจีน นอกจากฐานทัพต่างประเทศแห่งแรกของจีนที่ประเทศจีบูติ

สารนิพนธ์ฉบับนี้ ศึกษาความพยายามหลุดจากประเทศกับดักรายได้ปานกลางของเวียดนามผ่านมุมมองทฤษฎีระบบโลกของอิมมานูเอล วอลเลอร์สไตน์ สำหรับการวิเคราะห์ว่าเพราะอะไรเวียดนามยังไม่สามารถขยับไปสู่การเป็นประเทศรายได้ปานกลางระดับสูงได้ แม้เวียดนามจะมีการกำหนดแผนพัฒนาเศรษฐกิจที่ตั้งเป้าหมายไว้อย่างชัดเจนเพื่อยกระดับสู่การเป็นประเทศรายได้ปานกลางระดับสูง จากการศึกษาพบว่าเวียดนามมีนโยบายส่งเสริมการลงทุนจากต่างชาติเพื่อเพิ่มอัตราการเติบโตของจีดีพี ซึ่งเป็นตัวชี้วัดสำคัญในการยกระดับสู่ประเทศรายได้ปานกลางระดับสูง อย่างไรก็ตามการเข้ามาลงทุนของต่างชาติส่งผลให้เวียดนามมีบทบาทเป็นฐานการผลิตให้แก่ผลิตภัณฑ์ของบรรษัทข้ามชาติของประเทศมหาอำนาจหรือประเทศที่พัฒนาแล้ว นำไปสู่การมีบทบาทของนายทุนในระบบเศรษฐกิจของเวียดนามก่อให้เกิดระบบทุนนิยม การเกิดชนชั้นนายทุนและแรงงาน การขูดรีดผลประโยชน์ ความเหลื่อมล้ำ และการได้รับผลประโยชน์ที่ไม่เท่าเทียมกันตามบทบาทการแบ่งงานกันทำในระบบโลก ซึ่งนายทุนย่อมได้รับผลประโยชน์สูงสุดในการลงทุน ดังนั้น บทบาทของประเทศมหาอำนาจที่เข้ามาลงทุนในเวียดนามทำให้เกิดความท้าทายและความตึงเครียดต่อการพัฒนาศักยภาพของเวียดนามให้หลุดออกจากรายได้ปานกลางระดับต่ำ

สารนิพนธ์นี้ศึกษาการใช้การฝึกร่วม/ผสมกองทัพอากาศไทยเป็นเครื่องมือในการกระจายความเสี่ยงทางทหารในบริบทของความขัดแย้งระหว่างมหาอำนาจ โดยมีจุดมุ่งหมายเพื่อศึกษาวิธีการที่กองทัพอากาศไทยดำเนินการฝึกร่วม/ผสมกับสหรัฐอเมริกาและจีน ภายใต้เงื่อนไขที่ทั้งสองชาติมีความขัดแย้งกัน และสำรวจว่ากลยุทธ์ดังกล่าวมีผลกระทบต่อความมั่นคงของประเทศไทยอย่างไร ในบริบทที่ทั้งสองมหาอำนาจพยายามที่จะขยายอิทธิพลในภูมิภาคอินโด-แปซิฟิก การศึกษาใช้ทฤษฎีทางเลือกอย่างสมเหตุสมผล (Rational-Choice Theory) และการทูตทางทหาร (Defense Diplomacy) เพื่อวิเคราะห์การดำเนินการด้านการฝึกร่วม/ผสมในฐานะเครื่องมือกระจายความเสี่ยงทางทหาร ผลการศึกษาชี้ให้เห็นว่าการฝึกร่วม/ผสมช่วยให้ประเทศไทยสามารถรักษาความสมดุลทางอำนาจและลดความเสี่ยงจากความขัดแย้งของมหาอำนาจได้ แต่ในทางกลับกัน การดำเนินการดังกล่าวอาจส่งผลกระทบเชิงลบได้หากขาดความระมัดระวัง ดังนั้นกองทัพอากาศไทยจึงต้องพิจารณาให้รอบคอบตามปัจจัยและบริบทความมั่นคงของไทยนับแต่อดีตจนถึงปัจจุบันเพื่อหลีกเลี่ยงผลกระทบและการสูญเสียผลประโยชน์ในระยะยาว
