The U.S. National Institutes of Health (NIH) rolled out its revised Public Access Policy on July 1, 2025, in accordance with the 2022 Office of Science and Technology Policy Nelson Memo. The Nelson Memo calls on all U.S. federal funders to implement a policy requiring immediate public access to published articles and supporting datasets resulting from federal grants. On the surface, NIH’s new policy is a public good, ensuring that federally funded research outputs will no longer be held back from public access for 12 months after publication. This chapter traces the evolution of archival appraisal theory and practice in the United States, situating it within shifting technological, social, and intellectual contexts from the late nineteenth century to the present. In this roughly chronological account, the chapter underscores continuity and disruption in selecting and appraising archival records. It highlights the influence and ongoing critiques of Theodore Schellenberg’s evidential and informational values, as well as subsequent expansions by Maynard Britchford and others. With the overturning of Roe v. Wade in June 2022, the author saw a need for an assessment of her institutional library’s collection of resources about reproductive and sexual health, especially on topics related to abortion and birth control. The author worked as a cataloging librarian in Texas at the time and anticipated that patrons would turn to the library for information about reproductive matters and thought a project concerning the reproductive and sexual health collection was vital for her library. Hermann Hospital, as it was originally known, has been a cornerstone of Houston’s medical community for more than a century. Over the years, the institution experienced major expansions, several name changes, and even a few scandals, all while shaping the growth of the Texas Medical Center. The photographs featured in this exhibit, taken between 1947 and 1976, highlight both the hospital’s transformation and the evolving Houston skyline. They also capture milestones such as the launch of Life Flight, which forever changed emergency medical care.

To help navigate complex issues caused by changes in technology, regulations, and user expectations, SeamlessAccess is producing a toolkit that gives librarians a framework for auditing their resource access. Structured into four key areas—Usability, Privacy, Reliability, and Security—the toolkit enables library staff the ability to identify the risks and opportunities that inform decision-making and advocate for future investment. Collectively, the Texas Medical Center is the largest employer in Houston and the 8th largest business district in the United States. The TMC includes 50 medicine-related institutions, including 21 hospitals and two specialty institutions, two medical schools, six nursing schools, and schools of dentistry, public health, and pharmacy.
