Hunt Institute Working Paper Series

This chapter offers an alternative approach to the public interest theory of central banking.Instead of interpreting the history of central banking as attempts to solve market failures, we suggest that central bank behavior can be best explained by studying the constraints faced by members of various interest groups, including members of the central banks themselves. Instead of looking uniquely at how private decisions in commercial markets shape central banks’ decisions, we argue that central bank behavior is best predicted when applying the tools of economics to politics, i.e., when using Public Choice.

Privatization of environmental resources is a promising approach for mitigating the tragedy of the commons. The present paper focuses on the impact and theoretical underpinnings of privatization within economic structures. The first part lays out a strong ethical case against state ownership, rooted in the belief that the state's claim to ownership inherently involves coercion, which likens taxation to theft due to its compulsory nature. The second part provides evidence that privatization leads to enhanced profitability and efficiency across sectors. Germany’s Climate Foreign Policy Strategy, released in December 2023, is the first of its kind anywhere. The document elevates a set of climate objectives to the highest level of Germany’s foreign policy. This paper examines Germany as a case study of how a consistently ambitious climate actor may shift its policy preferences over time. Party policy shifts are traced within government documents, campaign manifestos, and coalition contracts to consider the viability of three potential explanations: the demands of a “green” political constituency, a structural reaction to reduce energy dependencies, and feedback effects from international institutions. We study the institutional impact of 21st-century left-leaning populist regimes in Latin America. Looking at the representative left-leaning populist regimes in Argentina, Bo-livia, Ecuador, Nicaragua, and Venezuela, we find that these types of populist regimes impose a significant undermining on the liberal-democracy institutional quality of their countries. The institutional cost is both significant and long-lasting, and our synthetic counterfactual suggests that liberal democratic institutions would have im-proved if not for these populist regimes.

Using the Americans with Disabilities Act (ADA) as a unifying text, my dissertation explores the relationship between cultural production and the neoliberal crafting of humanity, the term I use to describe how social dimensions—including the construction of the textual and material body—become reorganized and governed through market relations. While many disability scholars and activists frame the ADA’s failures through social misunderstandings of disability, few have seriously attended to the limits of the ADA as a neoliberal fusing of economic governance and classical liberal individualism.

Thinking Blue/Writing Red interrogates contemporary culture across a range of texts, from the pandemic (‘Covid’ and ‘Trump Speak’) to high theory (Melville's narratives) and popular culture (Beyoncé's ‘Formation’ and Super Bowl performance, Twin Peaks , metamodern ‘cli-fi’ films). Do politicians target the benefits of social programs to party loyalists or to swing voters? Traditional tests of this question are clouded by an identification problem caused by the simultaneity of politician and voter choices to participate in the exchange of assistance for votes. I use the holding of an unanticipated repeat gubernatorial election in the Venezuelan state of Barinas in 2022 as a natural experiment to identify the effects of elections on the distribution of government assistance. I estimate that the holding of the election led to an increase in the probability of voters in Barinas receiving food packages …

Do sanctions actually have an impact on their intended targets? This paper seeks to fill a gap in the existing literature on the effectiveness of sanctions by measuring potential impacts on the trade relationships of targeted states after the imposition of sanctions. To do so, it turns to a comprehensive dataset that combines all trade and sanctions data for each of 229 states, arranged in 23,132 dyads, from 2000 through 2019. Scholars have explored the factors responsible for shaping people’s attitudes towards economic inequality. Yet, this research has focused almost exclusively on Western countries. This is an important limitation: only by looking at the different world regions, scholars can fully elucidate the major factors involved. To address this, the paper examines data from the World Value Survey, a database of representative samples drawn from more than one hundred countries. The analyses reveal that people tolerate economic inequalities more when they have higher salary, are better educated, are male, and live in poorer countries. This study aims to explore the cognitive development differences between left-behind and non-left-behind children in rural China, specifically in the rural villages of Ya'an City, Sichuan Province. Utilizing cross-sectional data from 570 children aged 0-3 years, the children were categorized based on parental presence into four groups: non-left-behind children (both parents present), left-behind children (both parents absent), left-behind children (mother present), and left-behind children (father present). The cognitive development of these children was assessed using the Bayley Scales of Infant Development's cognitive subscale. On the state level, the ideological divide appears muddled. State attorneys general, who are mostly elected officials, are responsible for initiating lawsuits. Hong Kong was on a 99-year lease to the United Kingdom from China before being handed back over July 1^st, 1997.
