The purpose of this investigation is to analyze the relationship between Chile and Bolivia with respect to the issue of natural gas exportation and importation. For various historical, political and cultural reasons, Bolivia chooses not to export any of its large natural gas reserves to its neighbor, Chile. This paper will demonstrate and analyze the current energy situation of both countries, the obstacles that prevent cooperation, the efforts being made to correct them, and suggestions for resolving the issue to the benefit of both countries in the context of regional integration.

Connected Lives And Embeddedness: Reading Zelizer With Granovetter – A Review And Critique, Deirdre Caputo-Levine, Alwyn Lim, Celine. Wills

Our concern is to read Viviana Zelizer’s Purchase of Intimacy inrelation to Mark Granovetter’s embeddedness framework. We compare Zelizer’s connected-lives approach to the embeddedness literature in orderto tease out the similarities, differences, and improvements in the wayseconomic sociologists examine the intertwining of economic and socialbehavior. We argue that although Zelizer and Granovetter both focus onthis intermeshing of socioeconomic action, their perspectives reflect theirdiffering starting points: economic transactions or intimate relationships.We believe Zelizer’s connected-lives approach gives fresh insight to thenew economic sociology but we have some reservations regarding hertreatment of reciprocity and power in intimate relationships.

About 10 years ago the Singapore Government realized that entrepreneurial spirit was lacking in its general population. These conclusions were confirmed by an empirical survey, the Global Entrepreneurship Monitor (GEM), an annual assessment of the national level of entrepreneurial activity. The paternalistic and authoritative approach of the government contributed to the general population's averseness to participating in risk-oriented ventures. Removing impediments to entrepreneurship is a key challenge for the government and the business sector if the island republic is to maintain its national competitiveness. This paper establishes a simple model of long run economic and political development, which is driven by the inherent technical features of di¤erent production factors and the political con‡icts among factor owners on how to divide the outputs. This paper endogenizes the market structure of an economy with heterogeneous agents who want to form bilateral matches in the presence of search frictions and when utility is nontransferable. There exist infinitely many marketplaces, and each agent chooses which marketplace to be in: agents get to choose not only whom to match with but also whom they meet with. Perfect segmentation is obtained in equilibrium, where agents match with the first person they meet. All equilibria have the same matching pattern. Although perfect assortative matching is not obtained in equilibrium, the degree of assortativeness is greater than in standard models.

From Governance To Political Economy: Insights From A Study Of Relations Between Corporations And Workers, Harry W. Arthurs, Claire Mumme

This study explores four postwar attempts to re-imagine the role of workers within the corporation and especially their relation to the processes of corporate governance. Employees have been variously conceptualized as "citizens at work," whose rights of association, speech, assembly, and due process can be secured through collective bargaining; as "stakeholders," whose interests are entitled to consideration analogous to those of corporate shareholders; as "human capital," worth preserving and enhancing through enlightened employment policies and practices; and as "investors"-actual holders of corporate equity through pension funds and other vehicles. This article examines the public–private partnerships' (PPPs') processes, governance structures, financing, and promotion strategies through tax increment reinvestment zones' (TIRZs') provision in various projects and their impacts in the City of Houston, Texas. In conclusion, the analysis delineates the policy implication of using PPPs or TIRZs as a government reinvention tool in public service delivery in the 21st century and recommends how to implement successful partnerships.

The Wealth of Nations is a treasured classic of political economy. First published in March of 1776, Adam Smith wrote the book to influence a special audience - the British Parliament - and its arguments in the early spring of that year pressed for peace and cooperation with Britain's colonies rather than war.
Smith's message was that economic exploitation, through the monopoly trade of empire, stifled wealth-creation in both home and foreign lands. Moreover, protectionism preserved the status quo, and privileged a few elites at the expense of long run growth.

There is no doubt that India’s democracy has become stable, yet economic change could create distributional conflicts and stresses on its democratic institutions. Economic change and liberalization have served to reinforce and further stabilize democracy rather than undermining it. This has happened partly because of the nature of economic and social transition, which has allowed the rich many options in the private, urban, and global economy. Simultaneously, the poor are divided and seek redress through electoral and democratic channels. Weak coalition governments in the 1990s have responded to claims from the poor contributing to the continuing stability of Indian democracy.

Forensic Accounting: Hidden Balance Of Payments Of The Philippines, Edsel L. Beja Jr

An examination of the available data between 1990 and 2005 reveals that the balance of payments of the Philippines does not record large amounts of international transactions. Unrecorded international transactions for this period amount to US $192 billion (in 1995 U.S. dollars). The results suggest a serious problem in the government’s macroeconomic management of the Philippines, and expose a weak or weakening capacity in the governance of international transactions.Edsel Beja, Jr. is a PERI Research Scholar. The conventional approach to analyzing the economics of copyright is based on the premise that copyrightable works constitute pure public goods, which is generally modeled by assuming that such works are non-excludable and that the marginal cost of making additional copies of them is essentially zero. These assumptions in turn imply that markets systematically produce too few copyrightable works and underutilize those that are produced. Moreover, any attempt to alleviate the problems of underproduction necessarily exacerbates the problems of underutilization and vice versa. Estimating Guard Labor, Arjun Jayadev

As a background paper to Jayadev and Bowles (2006), this paper provides details on our measure of guard labor as we measure these in labor units. Data from the United States indicate a significant increase in its extent in the U.S. over the period 1890 to the present. Cross-national comparisons show a significant statistical association between income inequality and the fraction of the labor force that is constituted by guard labor, as well as with measures of political legitimacy (inversely) and political conflict.

The Class Content Of Preferences Towards Anti-Inflation And Anti Unemployment Policies, Arjun Jayadev

This paper assesses class based preferences towards anti-inflationary and anti-unemployment policy. Using a consistent cross-country social survey, I find that the working class broadly defined, and those with lower occupational skill and status are more likely to prioritize combating unemployment rather than inflation. The result is robust to the inclusion of several plausible controls. The idea that the working class is less ‘relatively inflation averse’ is consistent with earlier predictions coming from large body of political economy research in the 1970s. The finding that inflation and unemployment aversion have a distinct class character has implications for current debates on the …

The International Monetary Fund spends most of its time monitoring its member states’ economic performance and advising on institutional change. While much of the literature sees the Fund as a policy enforcer in ‘emerging market’ and ‘frontier’ economies, little attention has been paid to exploring the Fund’s bilateral surveillance of its Western member states. This article proposes that ‘seeing like the IMF’ provides a dynamic view of how the Fund frames its advice for institutional change. It does so through ‘associational templates’ that do not blindly promote institutional convergence, but appeal for change on the basis of like-characteristics among economies. …

W artykule analizie poddana została dynamika stóp bezrobocia na poziomie powiatów w Polsce w latach 1999-2006. Wykorzystano miesięczne dane rejestrowe. Celem badania jest zweryfikowanie, do jakiego stopnia zachodzą procesy konwergencji regionalnych stóp bezrobocia. Zbadana została zarówno konwergencja typu beta, czyli zależność między dynamiką stopy bezrobocia a jej poziomem wyjściowym, jak i konwergencja typu sigma polegająca na analizie dyspersji rozkładu i jej zmian w czasie. Zastosowane zostały również metody pozwalające zbadać dynamikę pełnego rozkładu analizowanej zmiennej – macierze przejścia oraz nieparametryczna metoda estymacji jądrowej.
