Why are some free trade agreements (FTAs) in the western hemisphere successfully negotiated and implemented while others seem to stagnate during negotiations? FTAs are more likely to develop when there is an asymmetrical power relationship and potential partners are satisfied with projected trade patterns. The European Union (EU) and United States have been successful in negotiating agreements with the Caribbean and Central American (CCA) countries. However, current bilateral and multilateral trade talks between the EU, the Common Market of the South (MERCOSUR), and United States are at a standstill. In the view of the Bank, redenomination policy for Nigeria was not to translate to revaluation, as market forces were to continue to determine the prices, including interest rates and exchange rates, with the expectation that inflation will be low while exchange rate will appreciate. This thesis examines the current media environment through the use of adaptation theory, political economy theory, and media ecology theory. More specifically, this thesis is an autoethnography of this author‟s attempts to release content into the mass-media.

This thesis expects to find that in the current conglomerate controlled media environment content that has multi-media potential is preferred. Vertical integration is the standard in these massive media corporations. Consequently, the adaptation of content into multiple media is no longer an afterthought to creation, it is forethought.

Conformism And Turnout, Massimiliano Landi, Mauro Sodini

This paper proposes a model of turnout in which citizens have a preference for conformism, which adds to the instrumental preference for the electoral outcome. Under this environment multiple equilibria arise, some that generate a (more realistic) high level of turnout, for a wide rage of parameter values. It is also shown that high levels of turnout are robust to the introduction of asymmetry and heterogeneity in the parameter governing the preference for conformism and with respect to the reference group for conformism.

Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination. The Margins Of Multinational Production And The Role Of Intrafirm Trade, Alfonso Irarrazabal, Andreas Moxnes, Luca David Opromolla

In this paper we provide a quantitative analytical framework for analyzing trade and multinational production (MP), consistent with a set of stylized facts for trade and MP, among them that both exports and MP adhere to a gravity model. We propose a heterogeneous firm trade model where firms choose endogenously whether to serve foreign markets through MP or exports, where headquarters and affiliates are vertically integrated, and where firms face stochastic entry and demand shocks in each market. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The competing ideals of international human rights and global economic neoliberalism come into conflict when developing countries try to enforce socio-economic rights. This paper explores the intersection of economic globalization and the enforcement of 2nd generation human rights. The focus of this exploration is the right to water in South Africa, specifically the recent Constitutional Court case Mazibuko v City of Johannesburg. While a right to water can be constructed at the international level, the right disappears in the face of neoliberal development measures such as those that are instituted by democratic governments in developing nations faced with limited resources.

Are Conditions On Cash Transfers Necessary To Improve Rural Education Outcomes? Evidence From Nicaragua, Zachary Mcdade

Across Latin America, conditional cash transfer programs (CCTs), in which governments pay poor families conditional on their children attending school, have successfully increased enrollment and attendance rates. No empirical evidence supports the need for costly conditionality, however, and I compare the effect of Nicaraguan unconditional remittances to the effect of CCTs to determine which more strongly influences educational investment. I test the outcomes of school enrollment and attendance and find that unconditional transfers more strongly impact enrollment, while conditional transfers more strongly increase attendance.

Agricultural tariffs and price supports are the last bastion of US and European protectionism. While all other areas of commerce have embraced change and welcomed open-market international commerce, agriculture has remained the lone holdout.

The small farmers for whom these support programs were designed no longer exist. Yet governments appropriate billions of dollars annually for the continued support of these outdated programs.

The fact that these governmental agencies resist change, even in an age of economic crises, record national debt, and one of the highest negative trade balances in history, is testimony to American civic indifference.

Between Apprehension And Support: Social Dialogue, Democracy, And Industrial Restructuring In Central And Eastern Europe, Aleksandra Sznajder Lee

This article explores the attitudes of trade union organizations to restructuring and privatization of their enterprises to strategic foreign investors in Central and Eastern Europe's biggest steel producers: Poland, Czech Republic, Romania, and Slovakia. Contrary to advocates of insulating technocratic decision-makers from social partners, this article argues that higher quality of democracy and concomitant social dialogue carried out at the level of the sector with union organizations that are autonomous of the government in power (as was the case in the Czech Republic and Poland), are associated with greater restructuring and with support for privatization to strategic foreign investors. How can market failure interact with choice of institutional reform made by an electorate? We study this question in the framework of occupational choice where agents are endowed heterogeneously with wealth and talent. In our model, market failure due to unobservability of talent endogenously creates a class structure that affects vote on institutional reform. We find that the preferences of these classes may be highly nonmonotonic in wealth and are often aligned in ways that creates a tension between institutional reforms that are growth maximising and those that are politically feasible. Although much has been published on China's economic transition, less research has focused on how Chinese culture and the Communist political system have interacted to shape the new Chinese economy. In this paper, we argue that China's post-command economy period reflects not only the 'new' infusion of neo-liberal ideology into the country, but also the consistent filtering of economic practices through a historical and complex institutional arrangement of cultural and political norms. The tensions between neo-classical free market principles and the overarching authority of the Communist state explain the variety of institutional constraints on actual economic practices in China.
