The question of whether higher–lifetime income households save a larger fraction of their income was the subject of much debate in the 1950s and 1960s, and while not resolved, it remains central to the evaluation of tax and macroeconomic policies. We resolve this long‐standing question using new empirical methods applied to the Panel Study of Income Dynamics, the Survey of Consumer Finances, and the Consumer Expenditure Survey. We find a strong positive relationship between saving rates and lifetime income and a weaker but still positive relationship between the marginal propensity to save and lifetime income. The impetus behind this project stems from an incident in February 1998 when several "gay" cruises originating from Europe and the U.S. were refused docking privileges in various parts of the Caribbean, invoking responses from British Prime Minister Tony Blair and U.S. officials, both insisting on the egregious violation of human rights. The on-going dilemma over the docking of gay cruise ships led me to ask questions about the constructions of community created through and against such encounters and the production of a global gay identity that is contested by postcolonial situations. A Rejoinder To Abraham Hirsch, Samuel Hollander, Sandra J. Peart

The dispute between Hollander and Peart, and Hirsch, turns on the nature and role of verification in Mill’s perception of the appropriate method for Political Economy. Professor Hirsch maintains against us that, for Mill, the models constructed by political economists are insulated from verification. His case is based on two counterclaims. First, that when Mill writes of “verification” in Book III of the Logic, he has in mind a procedure differing from that appropriate for Political Economy, which allows only “indirect verification” (outlined in Book VI).
