This thesis examines how neoliberal transformation of social protection policy influences gender dynamics within the care economy. Care is necessary for well-being, but traditionally excluded from economic thinking. This thesis completes a historical overview of how care has been incorporated or excluded by different economic paradigms and is anchored in feminist political economy that emphasizes care as a central consideration. A comparative analysis across California, Texas, and Sweden demonstrates how social protection, specifically access to paid parental leave, varies across regimes and results in inconsistent care outcomes. Among industrial activities in Brazil, the automotive sector generates some of the most significant and multifaceted multiplier effects on the country’s gross domestic product (GDP). The sector integrates activities ranging from raw materials to high-tech services, incorporating advanced technologies that influence innovation and positioning in global value chains (GVCs). Remarkably, this industry has been structured over time by public policies that have decisively shaped incentives for its participants. Using the Americans with Disabilities Act (ADA) as a unifying text, my dissertation explores the relationship between cultural production and the neoliberal crafting of humanity, the term I use to describe how social dimensions—including the construction of the textual and material body—become reorganized and governed through market relations. While many disability scholars and activists frame the ADA’s failures through social misunderstandings of disability, few have seriously attended to the limits of the ADA as a neoliberal fusing of economic governance and classical liberal individualism.

Do politicians target the benefits of social programs to party loyalists or to swing voters? Traditional tests of this question are clouded by an identification problem caused by the simultaneity of politician and voter choices to participate in the exchange of assistance for votes. I use the holding of an unanticipated repeat gubernatorial election in the Venezuelan state of Barinas in 2022 as a natural experiment to identify the effects of elections on the distribution of government assistance. Given the increased transnationalization of borders and economic interdependence between countries in the Global North and South, it is imperative to address how these trends impact the health and well being of the populations involved. The conventional neoliberal economic framework, however, falls short in explaining these dynamics due to its overemphasis of proximal determinants of health as direct consequences of commodification and free market activities. In 2013, a non-profit, Re:Vision, established the Ubuntu Farm to work with the local Somali Bantu refugee population. It was supposed to improve access to fresh produce, offer educational opportunities, skill training and more. Early on in 2014, it became clear Re:Vision was not delivering on its promises, and by 2015 the farm had ceased to exist. Using participant observation, interviews with farm participants and staff and a review of publicly accessible financial documents, I argue that Re:Vision maintained a conflict of mission, which contributed to their farms' failings, despite their ability to grow plenty of vegetables. Kristof and WuDunn provide a vivid panoramic view of problems faced by women (primarily in the “developing” world), what has been done and what more could be done to help them achieve dignity and autonomy in their lives, and how vindication of their rights could contribute to the broader social development of their societies. In this they provide us with important insights into how human rights might be effectively proclaimed and successfully implemented. In reviewing their considerable contributions, I shall also suggest some limitations on both their analysis and their policy recommendations.

A 122 mile-long border separates the Dominican Republic and Haiti on the Caribbean island of Hispaniola. Of the two countries, Haiti’s human rights abuses are much more somber than the emerging developments of the Dominican Republic. Haiti’s stagnant economic situation has contributed to perennial political instability and lack of infrastructure, having a particularly confounding affect on the rights and labor conditions of Haitian citizens. In contrast to historical views of slavery that are associated with Chattel Slavery, numerous forms fall under the umbrella term of contemporary slavery. The United Nations (U.N.) Working Group recognizes such radically new forms as: child labor, children in conflict, trafficking in persons, sexual exploitation, and the sale of children.
