Fossil fuels are the major source of global emissions, with the Asia-Pacific region being the climate biggest polluter. As ecological crises intensify, scholars and activists increasingly question the sustainability of economic growth. Yet, the dominant growth-oriented paradigm remains foundational to advanced capitalist societies and cannot be altered without significant social disruption. The resulting tension between ecological limits and the imperative for continuous growth generates “climate anxiety.” This article advances the concept of perverse climate disavowal: a mode of climate denial that acknowledges climate threats while maintaining faith in the illusion of infinite economic expansion. Specifically, this paper investigates the environmental crises facing Charleston, South Carolina, and New York City. The geographical location of these cities places a more severe threat upon their environment, as opposed to urban collectives removed from the immediate effect of rising sea levels. Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. This dissertation empirically examines three issues related to renewable energy and international development: 1) The Political Economy of Solar Initiatives in the Sunshine State; 2) Climate Change, Natural disasters, and Institutional Integrity; and 3) Institutional Integrity and Carbon emissions.

In Chapter 2, I empirically examine the outcomes of two solar energy amendments that were on the ballot in Florida in 2016. One amendment exempts solar energy devices from ad valorem taxation of real estate property, effectively decreasing the cost of solar energy for those who adopt solar photovoltaic panels. This chapter explores the domestication of Marx’s critique of political economy within Marxist-oriented environmental sociology, and treadmill of production (ToP) theory, in particular. The aim is to explicate the theoretical resources for a rigorous critique of capital-induced planetary degradation. Shortcomings of ToP theory pertaining to the conceptualization of capital and value are identified. The reasons for these shortcomings, including how they might be addressed, are elaborated by reconsidering key aspects of Marx’s critical theory of modern capitalist society. The aim of neoliberal environmentalism was to unleash the market to protect the environment; but as it turns out, things are getting worse on our way to catastrophe. Despite persistent failures, neoliberal environmentalism remains prevalent—and apparently without alternative. This paper directs focus on an often-overlooked dimension of this apparent stasis: the nexus of self and society in advanced capitalism, as shown in the linkage between neoliberal environmentalism and the autonomous ecoconsumer. This chapter situates Moishe Postone's critique of traditional Marxism in relation to the present moment of the Great Acceleration. We engage a close reading of Postone reinterpretation of Marx's mature theory of capital with specific focus on the linkage between economic growth and ecological degradation, and how this linkage is necessary connected to social domination in modern capitalist society. Postone's Marxian theory is significant because, as we demonstrate, it allows one to grasp societally induced environmental degradation following WWII in a critical and reflexive manner. The economic outlook of the United States is dire. According to the U.S. Census Bureau, poverty has not lessened even as U.S. Gross Domestic Product (GDP) has rebounded following the Great Recession. This paper explores the development potential of joint worker-community cooperative structures during the current economic downturn by analyzing the “Cleveland model,” a network of worker-owned cooperatives supported by local education/healthcare "anchor" institutions and financed and organized by a non-profit community development corporation.
