This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assessing their geopolitical significance. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. Reconstruction and development in poor, fragile countries present a double challenge: tackling the issues of poverty and underdevelopment as well as the constraints posed by instability, poor governance, and weak capacity. This context generates a range of problems that include: insecurity, insufficient planning, inadequate implementation capacity, poor financial management, misprocurement, corruption, a volatile fiscal environment, ineffective donor coordination, and negative environmental and social impacts.
