Critics of legalization of gambling maintain that gambling revenue is at best stagnate or will eventually fall as a source of revenue. The stagnation of Lottery proceeds and casino revenue as sources of revenue seemed validate this criticism. But a new source of gambling revenue has recently been championed, namely sports gambling. The so-called Polish “gambling affair” of 2009 resulted in the adoption of a new Act on Gambling. The regulation significantly changed the legal environment in Poland. It was also the starting point of what we identified as the search of equilibrium - a number of further legislative changes aimed at creating a sustainable environment for gambling. Some market segments became delegalized, some monopolized, and others liberalized. The Polish Ministry of Finance and the parliament tried to find the right balance between consumer protection, business growth, and government revenue. A goal that is still to be achieved.

The federal government spends more than $600 billion or 17 percent of its budget each year on grants to states and localities. Nevada consistently ranks at the bottom among states in its allocation of federal dollars per capita. This presentation will examine the reasons for Nevada’s “donor state” status including state demographics, federal funding formulas, and state policy decisions. The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. Abstract

This study examines the association of neighborhood environment, as measured by housing factors, with physical activity among older African Americans. Context is provided on the effects of structural inequality as an inhibitor of health enhancing neighborhood environments. The study population included African Americans participating in the UAB Study of Aging (n=433). Participants demonstrated the ability to walk during a baseline in-home assessment. The strength and independence of housing factors were assessed using neighborhood walking for exercise as the outcome variable. A complex network of values and regulations was developed for this purpose after the October Revolution of 1917. They were best articulated in the "political economy of socialism" which purported to present a scientific picture of the country's economic life. Objectives. The purpose of this study was to assess the health effects of high home foreclosure rates in an area of the United States of America and the utility of hospital discharge data for this purpose. Methods.We analyzed hospital discharge data from three postal zip codes using the principal diagnosis for 25 Diagnostic Related Groups associated with stress. Descriptive statistics were used to characterize hospital discharge rates for each condition by year and zip code. To test for differences across time, the Cochran-Armitage trend test was performed. This thesis examines the current media environment through the use of adaptation theory, political economy theory, and media ecology theory. More specifically, this thesis is an autoethnography of this author‟s attempts to release content into the mass-media.

This thesis expects to find that in the current conglomerate controlled media environment content that has multi-media potential is preferred. Vertical integration is the standard in these massive media corporations. Consequently, the adaptation of content into multiple media is no longer an afterthought to creation, it is forethought.
