Deregulation And Trade Liberalization: The Indonesia Reform Program, Scott Fausti, Rony Bishry
Economics Staff Paper Series (1969 - 2017)
Beginning in the early 1980s, Indonesia embarked on the most comprehensive trade liberalization program in its history. The long-term goal of the reform program is to replace Indonesia's industrial development strategy of import substitution industrialization with one of export oriented industrial growth. The issues to be discussed in this paper are: 1) the historical context from which the current liberalization program evolved, 2) the recent reform measures implemented by the Indonesian government, 3) the pattern of liberalization with respect to the sequencing and speed of reforms, and 4) the successes and failures of the new trade regime.

Extending the seminal work of Bhagwati and Hansen (1973) on smuggling, Pitt (1981) developed a joint export smuggling model to investigate the welfare effect of illegal transactions. This paper develops an extension of Pitt's original model which allows many of the interesting features of the Bhagwati and Hansen model to be reexamined within a joint product model of smuggling framework. The extension is made through the following modifications to Pitt's assumptions: 1) firms that export are free to engage in joint product smuggling or strictly legal trade; and 2) uncertainty is introduced into the model via active government enforcement. This paper summarizes the important features of the Hungarian ALPs (active labor market programs) and reports on the system to assess the effectiveness of ALPs which is now being implemented in Hungary. The system being introduced in Hungary is an example of "entrepreneurial government" in the sense of Osborne and Gaebler (1992). The paper lists performance indicators (PI) used for each program, and explains how they are used with administrative and follow-up data. The system of PI is designed to monitor performance while allowing decentralized decision making and avoiding adverse incentives. The system is designed to promote superior performance through …

The delay reflects the turmoil and disruptions of a global recession, termination of the Cold War, and political turnover among some of the major trading nations. Foreign Direct Investment In The United States: Issues, Magnitudes, And Location Choice Of New Manufacturing Plants, Jan Ondrich, Michael J. Wasylenko

What effect does foreign direct investment (FDI) have on job creation, wages, and productivity in the U.S.? How does FDI impact the budget deficit? How do changes in states' fiscal policy affect plant location choices? Ondrych and Wasylenko address these and other politically-charged questions concerning FDI. Provided is empirical evidence drawn from a pooled cross-section and time-series data set that identifies the criteria foreigners use to make location decisions. The authors also develop a model, against which they compare their findings, and review policy options available at the state and federal levels. In International Economics, conventional wisdom suggests that devaluation improves the trade balance for a country. This is possible because, by worsening the terms of trade for a country, devaluation leads to import substitution and enhanced competitiveness in the export sector. The trade balance is expected to improve via the J-curve, where the trade balance worsens first, until a country is able to adjust to the contractual problem.
This project sought to identify the presence of the J-curve or a lack thereof in Malawi, a country in South Central Africa, within the contextual frame work of the IMF's structural adjustment programs. …

In 1992, Nigeria's economy faced significant pressures but showed resilience, with rapid growth in output and economic liquidity. The Central Bank of Nigeria (CBN) intensified efforts to achieve inflation and exchange rate stability while improving the efficiency of the financial sector. The financial sector experienced rapid growth and structural changes, with the strongest growth occurring in common unity banking and mortgage finance institutions. Monetary and credit aggregates expanded at unprecedented rates, matching the all-time highs of the oil boom era of the mid-seventies. More than a decade has passed since China's communist party endorsed major economic reform at the Third Plenum of the Eleventh Central Committee in December 1978. The reforms have addressed many problems, but efficiency has been the focus of concern. To improve efficiency, China has introduced market mechanisms and reversed its import substitution policies. The purpose of this article is to investigate whether industrial productivity has increased as a result, using Jiangsu Province as a case study.

Deregulation And Trade Liberalization: The Indonesian Experience, Scott Fausti, Rony Bishry

From 1950 to 1965, Indonesia followed an import substitution industrialization development strategy. From 1966 to the present, Indonesia has moved toward an export oriented development strategy. This paper tests the predictions of the Heckscher-Ohlin-Samuelson(HOS) model of international trade by comparing Indonesia's economic performance under two contrasting development strategies. The paper concludes that Indonesia• s economic performance under the opposing development strategies supports the predictions of the HOS model. Furthermore, the Indonesian experience under the two development strategies supports the "trade as an engine of growth" hypothesis.

The hypothesis of unbiasedness of the forward exchange rate as a predictor of the future spot rate has been subjected to extensive empirical testing. some researchers use the level form specification in which the actual spot rate is regressed on the k-period forward rate k periods age. While other use the percent change specification in which the k-period log change in spot rate is regressed on the forward premium /discount. The Empirical Issue Of Smuggling: A Discussion Of Methodology, Scott Fausti
Economics Staff Paper Series (1969 - 2017)
The theoretical results attained from the literature on Illegal Transactions in International Trade suggest: 1) a positive link between the duty levied and the level of smuggling effort; 2) a nonnegative domestic relative price effect; and 3) an ambiguous social welfare effect. The theoretical results predict the generation of some type of distortion. The literature labels these distortions "disparities" and divides them into three categories: price, value, and quantity. These distortions represent the empirically measurable effects of smuggling on the domestic economy. This paper makes the proposition that the "price disparity" distortion is the variable that empirical studies should examine …

Exchange Rate And Income Effects On South Korean Exports: The Us Case, Heather M. O'Neill, William Ross

This paper analyzes econometrically the effects of direct and cross exchange rates as well as US income and Korean supply developments on the volume of Korean exports to the US. The results suggest that US demand has been the most important factor in the growth of Korean exports to the US in recent years. However, direct exchange rate effects are also important; the estimates suggest that for 1989-90, a yearly 10% real appreciation of the won against the dollar would have lowered export volume by about 10% per year relative to a baseline case. Smuggling And Parallel Markets For Exports, Scott Fausti

This paper proposes a model of smuggling consistent with the coexistence of firms involved in strictly legal trade with firms involved in smuggling. A framework is presented in which a firm's degree of risk aversion and the level of government enforcement are the determining factors in the decision of the firm to smuggle or not to smuggle. The model demonstrates that smuggling must be welfare enhancing or all smuggling activity will end. This paper also provides a theoretical analysis of the effect enforcement has on smuggling and welfare. Increased enforcement is shown to have a negative effect on welfare. Government …

The American social welfare state is approaching a crisis because of the global economy. Survival in a new world economy requires corporations to become more efficient, a strategy which leads to a rapidly changing technology, plant shutdowns, and industrial reorganization. To aid corporations, government often curbs taxes to make capital available for investment. These policies can lead to governmental debt, reduced welfare services, a deterioration in the infrastructure, and myriad social problems. This article investigates the effects of the global economy on the American welfare state.
