2011 Symposium on Data-Driven Approaches to Droughts
Climate monitoring is one component of the mission of the Regional Climate Centers, and the Midwestern Regional Climate Center (MRCC) has created web pages to provide near real-time monitoring of the weather and climate of the Midwest. A dedicated drought monitoring page was developed by the MRCC to provide a snapshot of current moisture conditions in the region using a number of specialized maps and products. Users are able to drill down to state and local conditions and impacts through links to the respective state climate offices and water resources agencies.

NOAA through the National Integrated Drought Information System (NIDIS) supports planning and early warning preparedness amongst communities and states. Since the inception of NIDIS in 2006 there have been a series of regional drought projects across the United States that have begun to help different groups renew or begin to plan for drought. This presentation will briefly touch upon some of the successes those pilot projects have achieved and where they are headed. In addition and overview of NIDIS and the drought portal will be included.

2011 Symposium on Data-Driven Approaches to Droughts
The SPI Blend is a modified Standardized Precipitation Index (SPI) created for use in a newly developed, high-resolution drought monitoring tool, assessing drought using precipitation data on multiple time scales. Unlike the traditional SPI, the SPI Blend uses a linear weighting system that places a higher importance on recent precipitation within a time period. At each time scale, the MPE precipitation data are divided into several periods and the precipitation total from the most recent period is given the highest weight, with a linear decrease in the weights for succeeding periods. The response to wave forcing of finite duration comprises a transient forerunner and the steady state signal (or simply the signal). It is the latter that carries information on the spectral content of the forcing, and the signal velocity is the velocity at which wave energy flows. To the extent that group velocity is a good measure of the energy flow velocity, the ray‐tracing formalism is a valid description of signal propagation. We have examined vertical group velocities as a measure of vertical energy flow velocity for gravity and acoustic waves propagating into the dissipative lower thermosphere. We find that …

Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

The appropriateness of the approximate error calculated by the Regional Ocean Modeling System (ROMS) is analyzed using Four-Dimensional Data Assimilation (4DVAR) performed on a numerical model of the San Luis Obispo Bay. An effective method of sampling data to minimize the actual error associated with the assimilated numerical model is explored by using different data sampling methods. An idealized state of the SLO bay region ("Real Run") is created to be used as the real ocean, then a numerical model of this region is created approximating this Real Run; this is known as the "Simulated State". During the mid-sixties, shipping lines operating on most of the world's main trade routes have abandoned the break-bulk handling methods employed since 1900. The two main drawbacks that are association with traditional handling methods are: too much time is spent by vessels in port because of the limited speed of manual handling systems; and high labor costs. Containerization is one means to permit vessels to spend much more time at sea earning revenue; and it also reduces the dependencies of the vessel on dockside work forces.

Remote Characterization Of Seafloor Adjacent To Shipwrecks Using Mosaicking And Analysis Of Backscatter Response, Giuseppe Masetti, Roberto Sacile, Andrea Trucco

The paper’s aim is to evaluate mosaicking and analysis of backscatter angular responses as adequate techniques to quickly characterize the seafloor adjacent to shipwrecks, extending the results of a limited number of grabs. Both techniques have been applied to the casestudy of the VLCC Haven shipwreck site, applying the approach known as Geocoder among the available methods. From these results, the development of the research activities will attempt to improve techniques and to generalize a methodological approach for the analysis of backscatter coming from an area of seafloor with the presence of one or more anthropic objects.

The first step in managing large-scale (national) collaborations and networks is to consider and address how a group and a potential partnership may match up (Luther, 2005). To explore this concept and many other collaborative concepts, the National Integrated Drought Information System (NIDIS) hosted a workshop, “Building a Sustainable Network of Drought Communities,” which was facilitated by the National Drought Mitigation Center (NDMC) in Chicago, IL, June 8-9, 2011.

As supplies of fossil fuels are becoming depleted, it is necessary to look for alternative sources of energy. The ocean is a vast, largely untapped source of renewable energy. This project attempts to design a device which can cheaply and reliably convert the energy from ocean waves into usable electrical energy. Computer simulations and oceanographic knowledge are utilized to develop a working design for an entirely submerged wave energy conversion device.

The Massachusetts Ocean Management Plan (Plan) completed in 2009 recognized recreational boating as an activity with “significant actual and prospective conflicts among multiple waterway uses in Massachusetts” and included the economic value of recreational boating as a key socio-economic indicator that will be used to inform coastal management. At the time of Plan completion, statistically robust recreational boating data were identified as an important need for comprehensive ocean planning.

Numerical simulations for severe downslope winds as well as trapped lee waves in Nevada’s Las Vegas Valley were performed in this study. The goal of this study was to improve model forecasts of downslope wind- event intensities. This was measured by assessing different planetary boundary layer (PBL) schemes in the mountain–valley region. The Weather Research and Forecasting Model was adopted for this research. The numerical experiments were constructed using two nested domains, with 4- and 1-km grid resolution. Because secretive marsh birds are difficult to detect, population status and habitat use for these birds are not well known. We conducted repeated surveys for secretive marsh birds across 264 sites in the Upper Mississippi River and Great Lakes Joint Venture region to estimate abundance, occupancy, and detection probabilities during the 2008 and 2009 breeding seasons. We identified species groups based on observed species co-occurrences. Two species, least bittern Ixobrychus exilis and American bittern Botaurus lentiginosus, co-occurred with other species less often than expected by chance, and two species groups, rails (Virginia rail Rallus limicola and sora Porzana carolina) and …

A hybrid background error covariance (BEC) model for three-dimensional variational data assimilation of glider data into the Navy Coastal Ocean Model (NCOM) is introduced. Similar to existing atmospheric hybrid BEC models, the proposed model combines low-rank ensemble covariances B(m) with the heuristic Gaussian-shaped covariances B(0) to estimate forecast error statistics. The mesosphere and lower thermosphere displays a wide range of dynamical phenomena resulting in a complex and variable regions. Governed primarily by fluid dynamics, the motion of the upper atmosphere is modulated by a number of atmospheric waves propagating upward from various sources in the lower atmosphere. Among these are atmospheric gravity waves which have been recognized as a major source of momentum and energy in the mesosphere and lower thermosphere as well as a major factor in the dynamic coupling between the troposphere and lower thermosphere.
