An Evaluation Of The Implementation Of Two-Levels Of Maintenance At Strategic Air Command Intercontinental Ballistic Missile Bases, Alan H. Russell

As a result of the 1979 Defense Management Review, Headquarters, Strategic Air Command has initiated programs of alternative levels of maintenance in order to trim excess costs. This study investigates the suitability of the SAC program which changed selected base-level strategic missile maintenance tasks from three to two-levels of maintenance. Using an opinion oriented questionnaire, this research surveyed a sample of missile maintenance personnel on their perceptions of the SAC program which implemented an alternative to intermediate-level maintenance. Analysis of survey results show respondents tended to believe the SAC program has not added benefit to their mission effectiveness. Other studies …

This research investigated the life cycle costs of three alternative electrical power systems for a planned electrical system upgrade to the C-130 transport aircraft. Research identified the contractors as (1) Sundstrand, (2) Westinghouse, and (3) Leland. The literature review included discussions on the C-130, electrical power systems and the proposed alternatives, and the elements of life cycle cost analysis. In the discussion on supportability issues, this research evaluated changes in mission capable rates and the needed fleet size to perform the current mission. This study investigated what the potential cash flow condition of the Reparable Support Division of the Air Force Stock Fund might be after final implementation of the procedures outlined in Defense Management Review Decision 904, Stock Funding Depot Level Reparables. The operation of the future Reparable Support Division was modelled using the General Purpose Simulation Software (GPSS/H) package and future cash flow conditions were projected through use of this model. Recommendations were then made based on the results of these projections and based on other data gathered during the course of the research process.

The purpose of this study was to determine whether there are any significant decreases in the safety and effectiveness of pilots by age 60. The data for this study came from records of general aviation accidents (i.e., for private pilots, commercial pilots, and air transport pilots), and airline accidents (Part 121). These accident data were acquired from many specialized aviation data banks; these include: NTSB, AOPA, FAA, and the COMSIS Research Corporation. This study developed a fully automated formulation control system, capable of controlling a number of like or dissimilar aircraft in maneuvering formation flight. C-130 fixed wing aircraft and H-53 helicopters were modelled in various formulations and simulated through a mix of maneuvers. External formation guidance was assumed as a single data burst of nominal function guidance commands and separation distances for each wing aircraft in the formation. No communication was assumed between formation aircraft. Wing aircraft track lead aircraft maneuvering with an ideal on-board sensor, maneuvering to maintain relative position. This study attempted to build statistical models which could possibly be used to help predict an individual's final outcome of pass or fail from Undergraduate Navigator Training (UNT). Also, the research tried to develop models to help place a potential trainee into one of the three training tracks at UNT. The variables studied were test scores from a computerized testing device which measured psychomotor and cognitive skills of individuals entering training. This thesis develops both metrics and flight test techniques to measure agility. During development of both the agility metrics and the flight test techniques, previous work conducted by the agility community and the Flight Test Center at Edwards Air Force Base was used as a lessons learned tool to insure favorable results. Both simulator and flight testing was performed to validate the flight test techniques. During simulator testing several problems with the original flight test techniques were noted. The Air Force Institute of Technology (AFIT) supports on-going research in application of robotic technology to enhance assembly tasks. As a testbed, AFIT supports the ground-based aerial refueling project, with an emphasis on visual servoing techniques and compliant motion control. This thesis focuses on compliant motion control. Previous research developed the testing environment, which includes a PUMA-560 industrial manipulator, and a half scale mock-up of an aerial refueling system. This effort corrected and expanded the existing two degree of freedom (DOF) compliant controller to three DOF. The integration of the low-cost head-mounted display (HMD), an inexpensive graphics workstation-based flight simulator, and a communications network was investigated to determine if the prototype of an inexpensive multi- aircraft Virtual Flight Simulator could be built. Previous research efforts have coupled HMD technology and flight simulation; however, the cost of these systems has been high. This thesis effort emphasized the use of joystick devices to emulate pilot control, the implementation of a fully enclosed virtual flight simulator, and the utilization of low-cost NTSC-based television technology to produce a prototype. As a result of expansion and acquisition, USAir has experienced major growth in flight operations. In an effort to accommodate this expansion, a major construction project, called the Midfield Terminal project, is underway at USAir's major hub, Greater Pittsburgh International Airport (PIT). The Midfield Terminal will result in a 60 percent increase in gate capacity for USAir and lower operating costs due to its location. However, increased gates infer increased flight frequencies. This study deals with the development of scheduled passenger traffic between the USA and selected countries in the ICAO Asia/Pacific region from 1977 to 1987. Among the significant trends are the growth in scheduled passenger traffic volume and the increase in both the percentage share of US citizens and foreign flag carriers. This study focuses on United Airlines' acquisition of Pan Am's Pacific Division in 1985. This study investigated the impact of birthdate biorhythm on aviation accidents involving Hellenic Air Force fighter pilots. A list of names, birthdates, and the dates of accidents was compiled from accidents involving pilots who had flown fighter aircraft and have reacted improperly even though they had sufficient time to implement the proper procedures. The list was acquired from the History Office of the Hellenic Air Force. A computer program was acquired for the specific purpose of tracking the pilot's birthdate biorhythm cycles. The purpose of this study was to investigate the effect of computer aided flight planning on flight planning errors. Subjects were selected from the introductory flight courses at Embry-Riddle Aeronautical University. After the subjects completed a conventional VFR navigation log, they were asked to plan the return trip of the flight using a computer aided flight plan. It was initially expected that the computer aided flight plans would have fewer flight planning errors than those calculated using conventional methods. The results supported the hypothesis that flight planning errors are greatly reduced when computer aided flight planning techniques are used.

Wind tunnel tests were conducted to deter- mine the aerodynamic forces generated on aircrew flight helmets. Three helmets were tested: two used by aircrews flying ejection seat aircraft in the U.S. military, the Navy HGU-33/P and the Air Force HGU-53/P; and one prototype helmet of significantly different shape and volume. Axial and normal forces were measured through a range of pitch and yaw angles. It was found that large forces exist tending to promote helmet loss during ejection, and that simple modifications to the current helmet configurations can reduce those forces by as much as 40%. Multidimensional Scaling Analysis Of Simulated Air Combat Maneuvering Performance Data, Donald J. Polzella, Gary B. Reid

This paper describes the decomposition of air combat maneuvering by means of multidimensional scaling (MDS). MDS analyses were applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The results of these analyses revealed that the performance of expert pilots is characterized by advantageous maneuverability and intelligent energy management. It is argued that MDS, unlike simpler metrics, permits the investigator to achieve greater insights into the underlying structure associated with performance of a complex task.

Multidimensional Scaling Analysis Of Simulated Air Combat Maneuvering Performance Data Ii: A Follow-On Study, Donald J. Polzella, Gary B. Reid

Multidimensional scaling (MDS) was applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The analyses revealed the principal performance dimensions to be TACTICAL POSITION (offensive versus defensive), TACTICS ("energy" versus "angle"), and TYPE OF MANEUVERING (low energy versus high energy). High-skilled combat performance was found to be dependent on the interaction between position advantage, intelligent management of kinetic and potential energies, and maneuverability.
