The goal of this study is to demonstrate the use of the Dempster-Shafer Theory of evidence as a decision aid to predict aircraft maintenance times during wartime operations using expert judgment elicitation. Increased precision in time estimation enables the jet engine aircraft maintenance facility commander to make more accurate decisions for the Air Force's wartime tactical operations allowing the commander to gain a decisive advantage. A questionnaire was designed to elicit judgments from experts in the Aircraft Maintenance Facility (AMF) to investigate maintenance times of the major failure modes (Ignition, Fuel, and Electrical). For the past fifty years, U.S. Air Force reparable inventory has been allocated based on an analytic model developed by Dr. Craig C. Sherbrooke. Although versions of his model can be implemented easily with the help of a computer, the analytic approach fundamentally lacks the flexibility to address numerous logistics issues. This body of research will offer a novel alternative approach that will enable researchers to investigate currently unsolved logistics problems such as quantifying the benefits of lateral resupply.

The primary purpose of the research was to evaluate whether there was a significant difference in housing values of those affected by the noise of USAF aircraft. The secondary purpose was to evaluate whether there was a significant difference in housing values located near USAF bases with and without aircraft noise and to evaluate whether type of aircraft changed the results created by the aircraft noise. This research effort found that homes located within the 65 dB DNL contour of US Air Force installations showed a significant negative impact due to the presence of aircraft noise when studied with the …

The United States Air Force and many of its Coalition partners have extended the original service life of some of their aging aircraft due to fiscal constraints. This life extension often requires increased periodic and in-depth inspections; increasing maintenance costs and resulting in longer periods of aircraft downtime. A structural health monitoring system for aging aircraft could reduce the current inspection burden, and thus decrease costs and system downtime. The focus of this research is using system dynamics modeling to evaluate the impact of missed scheduled maintenance due to budgetary constraints. Missed maintenance cannot be made up and the benefit to the facility's serviceability is lost. The cumulative effect on an entire facility's life span is that it is unable to reach its designed life expectancy. Replacement construction costs are hundreds, thousands, or millions times more than the annual maintenance repair costs. The United States Air Force is developing its next generation aircraft and is seeking to reduce the risk of catastrophic failures, maintenance activities, and the logistics footprint while improving its sortie generation rate through a process called autonomic logistics. Vital to the successful implementation of this process is remaining lifetime prognosis of critical aircraft components. Complicating this problem is the absence of failure time information; however, sensors located on the aircraft are providing degradation measures. This research explores forecasting techniques to estimate the Cost per Flying Hour (CPFH) for Navy rotary aircraft. Three separate forecasting techniques were evaluated to better predict the CPFH for better estimating and budgeting by the U.S. Navy. The process begins by empirically analyzing Operating & Support cost categories for each helicopter. Trends were examined in CPFH. For forecasting purposes, actual CPFH figures were compiled from 1997 to 2003 for the CH-46D, the CH-53D, the MH-53E, the SH-60F, the UH-1N, and the UH-3H helicopters. The Logistics Composite Model (LCOM) is the tool of choice for many MAJCOM's (ACC, USAFE, AFMC) in determining maintenance manpower requirements. The LCOM is a simulation program capable of modeling the manpower, equipment, supplies, and facilities required to conduct aircraft maintenance activities, Manpower studies conducted with the LCOM result in manpower estimates that end up in Unit Manning Documents (UMD) as "LCOM earned," authorized positions. For the C-17 Globemaster III cargo aircraft, these costs could exceed $64 billion dollars. The Autonomic Logistics System Simulation (ALSim) model was developed to provide decision makers a tool to make informed decisions regarding the Joint Strike Fighter's (JSF) Autonomic Logistics System (ALS). The ALS provides real-time maintenance information to ground maintenance crews, supply depots, and air planners to efficiently manage the availability of JSF aircraft. During the 1990's the Air Force experienced severe declines in serviceable inventory levels and a rise in their TNMCS rates. Air Force predictions of TNMCS hours during this time period did not account for the upward trend in TNMCS rates. The Air Force uses a regression equation, consisting of possessed hours, flying hours, and sorties, to predict TNMCS hours. This research, through simple linear regression, found a significant relationship between serviceable inventory levels and TNMCS rates for 8 of the 10 aircraft studied. The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Prior to 1992, organizational maintenance was aligned under a - separate maintenance organization. In 1992, the Air Force restructured into Objective Wings with organizational maintenance aligned under the flying squadrons. This study looks at the impact of this reorganization on maintenance performance factors. The researchers developed maintenance performance models using regression and principal component analysis. Mission Capable Rate and Total Not Mission Capable Maintenance Rate are used as dependent variables. A comparison of key maintenance performance indicators and model predictions before and after the reorganization is accomplished.
