This study describes the prioritization schemes utilized in the Air Force logistics reparable pipeline. The reparable pipeline is defined and illustrated with flowcharts. A literature review examines previous research conducted on the reparable pipeline, including analytic and conceptual pipeline models, and pipeline management studies. In addition, the topic of prioritization as defined in the production/operations management academic discipline is reviewed. Prioritization schemes of the reparable pipeline are reported in tabular format in addition to descriptions of the various prioritization schemes. Recommendations for pipeline improvement and further research form a basis from which pipeline operation may be improved. p9

This research investigated the deployment footprint of a developing dual-role fighter, the Joint Strike Fighter (JSF). This thesis documents the creation of a point estimate linear equation and a spreadsheet model for deployment footprint analysis and provides three example applications of the spreadsheet model for the JSF. The development of the model focused towards direct application in the JSF acquisition process, however, this research also serves as a proof of concept for modeling any future weapon system's deployment footprint. The purpose of this thesis was to undertake a systematic, scientific study of the accuracy of Air Force published fuel factors to estimate fuel costs at MAJCOM level by mission, design, and series (MDS) since the implementation of the Fuels Automated Management System (FAMS) under the current environment of decentralized aviation fuel (AVFUEL) funding. The research found that, at MAJCOM level, the use of USAF published AVFUEL factors in estimating out-year costs would have overstated costs in both fiscal year (FY) 1994 and FY 1995 by $2.5 M (FY 1994), by $.25 M (FY 1995), and may potentially understate costs …

This study evaluated the value of the Civil Reserve Air Fleet (CRAF) program to the DoD and explored the amount that could be spent to remove potential obstacles to participation with aviation insurance and lost market share. In comparing the value of the CRAF and the cost of current incentives, it was determined that up to $1.4 million could be spent on additional incentives, annually. For multiple aircraft losses and liability claims, the Air Force would need to tap into the Defense Business Operating Fund. The purpose of this study is to investigate the relationship between the angles of mental rotation when attempting to spatially orientate and the resulting response times and levels of accuracy. By means of a computer program, participants were presented with 64 mental rotational trials. The mental rotational trials consisted of a triangle placed in the center of the screen with a standard stick symbol of an aircraft appearing at various headings and orientations around the triangle. A number of airlines have been chosen to evaluate the effectiveness of privatization. An overview of Saudia regional performance was conducted. This was done to show the Saudia position among other regional carriers. The last chapter includes a regression analysis and empirical findings.

These changes have intensified competition in both domestic and international air transport market. As the market becomes more competitive, the ultimate ability of a carrier to survive and prosper depends greatly on its cost competitiveness. This paper measures and compares the unit cost competitiveness of the world's major airlines, using the yearly panel data of 23 major airlines over the 1986-93 period. Aircraft require high cognitive quality aircraft attitude information. Evidence will be presented on aircrew decision-making performance on an unusual attitude recovery task using three different types of attitude displays. Results indicated that among a sample of low-flight time student pilots attending Embry-Riddle Aeronautical University, mean reaction times were significantly faster and error rates significantly lower using an outside-in pictorial display than with either an outside-in symbolic display or an attitude gyro. This is attributed to the pictorial display being a more intuitive display by providing a more natural or realistic representation of aircraft orientation than the other two displays. The …

This research evaluated the effects of perturbations in time phased force deployment data (TPFDD) on airlift system performance. Four characteristics of two TPFDD files were perturbed according to a 2(4-1) fractional factorial experimental design and then fed into the Airlift Flow Module (AFM) simulation. Specifically, small, constrained perturbations were made to the specified locations, the timeline, the amounts of cargo and passengers, and the proportion of outsize and oversize cargo categories. The effects these perturbations had on AFM output were interpreted using factor analysis. The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Three separate modeling techniques are investigated with the goal of reformulating the AAM as a mathematical programming model that provides a comparable solution and a capable tool for the conduct of sensitivity analysis. In an effort to provide a timely and reasonably accurate methodology for determining C-130 intratheater airlift requirements, this research concentrated on a rough-cut capacity approach using a straight forward linear programming spreadsheet model. To provide more detailed analysis, a more sophisticated linear program was investigated. Specifically, the spreadsheet model calculated the minimum number of C-130s required to carry required cargo, passenger, and aeromedical loads based on user-defined daily requirements. For a given scenario, inputs include the daily requirements and the expected capacity for C-130 aircraft, trucks, and 22-car trains. Included in the capacity inputs are the number of daily cycles …

Previous research has provided the basis for the relationship between what an individual accomplishes and personality traits. The individual performance of 30 students were evaluated by two different techniques during an observer flight. One was an evaluation form developed by the researcher and the other, the flight instructor's (P.I.C.) evaluation. Unites States Air Force acquisition environmental planning has changed significantly since the passage of the National Environmental Policy Act in 1969. This research examined the role of environmental planning in weapon system acquisition. It focused on environmental planning performed for the C-17 Globemaster III prior to its beddown at Charleston Air Force Base. The case study of the C- 17 beddown included interviews, archival record reviews, and direct observations at the base. Evidence was collected to determine what environmental impacts occurred during the beddown. The purpose of this study is to accurately and reliably determine what factors are most important to airport security screeners that effect job satisfaction and excessive employee turnover. Using survey items generating in a previous study, job satisfaction and job dissatisfaction survey scales for this population were developed and validated. A modified version of the Rensis Likert Scale of Organizational Climate was also developed. These surveys, including a demographic questionnaire, were administered to a large nationwide sample of airport security screeners. Lean Logistics is an innovative proposal designed to reduce the costs associated with reparable inventory management. The purpose of this thesis is to determine whether a wartime lean logistics pipeline can maintain acceptable aircraft availability rates in response to induced variations of order and ship time (OST) and flying hours for deployed forces. The Dyna-MEIRIC Version 6.4 simulation program was used to evaluate nine different factor-level combinations. Current Air Force demand forecasting systems, DO41 and REALM, assume reparable demand is solely flying hour driven. The purpose of this study is to evaluate the relationship between demands, flying hours, and number of sorties at the work unit code level and improve reparable demand forecasting. A three phase methodology is used to analyze the demand, flying hour, and sortie relationship. The first phase uses multiple regression to determine a relationship at various work unit code levels.
