Farmers in regions experiencing water stress or drought conditions can struggle to balance their crop portfolios. Periods of low precipitation often lead to increased, unsustainable reliance on groundwatersupplied irrigation. As a result, regional water management agencies place limits on the amount of water which can be obtained from groundwater, requiring farmers to reduce acreage for more water-intensive crops or remove them from the portfolio entirely. Real-time decisions must be made by the farmer to ensure viability of their farming operation and reduce the impacts associated with limited water resources. The National Airspace System (NAS) is comprehensively described by five functions derived from big-picture goals: (1) conflict detection and resolution, (2) controlling aircraft states, (3) traffic flow management, (4) controlling passenger states, and (5) controlling company resources. It can be reasonably assumed that these functions interact in some way; this interaction is currently unknown. A model of the entire NAS would be helpful in discovering these interactions, yet no such comprehensive model exists. To address this problem an agent-based state-based model was created in MATLAB. The control of multiple unmanned aerial vehicles (UAVs) in a swarm or cooperative team scenario has been a topic of great interest for well over a decade, growing steadily with the advancements in UAV technologies. By 2025 the FAA plans to have fully implemented its NextGen Airspace design. NextGen takes advantage of modern positioning technologies as well as automation, data sharing, and display technologies that will allow more efficient use of our ever busier National Airspace (NAS). A key element of NextGen is the transition from surveillance RADAR providing aircraft separation and navigation to the use of the GPS and Automatic Dependent Surveillance Broadcast (ADS-B). The employment of Small Unmanned Aerial Systems (SUAS) for reconnaissance and surveillance missions is a vital capability of the United States military. Cooperative control algorithms for SUAS can enable tactical multi-vehicle configurations for communications extension, intelligent navigation, and a multitude of other applications. Past research at AFIT has designed and simulated a cooperative rover-relay algorithm for extended communications and has investigated its implementation through various modem configurations. Air traffic controllers are responsible for directing air traffic based upon decisions made from traffic activity depicted on 2Dimensional (2D) radar displays. Controllers must identify aircraft and detect potential conflicts while simultaneously developing and executing plans of action to ensure safe separation is maintained. With a nearly 100% increase in traffic expected within the next decade (FAA, 2012a), controllers' abilities to rapidly interpret spacing and maintain awareness for longer durations with increased workload will become increasingly imperative to safety. In order to facilitate a significant overhaul of the civilian National Airspace System (NAS), the Federal Aviation Administration (FAA) has partnered with many federal agencies, such as the departments of Transportation (DOT), Defense (DoD), Homeland Security (DHS), and Commerce (DOC) and the National Aeronautics & Space Administration (NASA) through a consolidated Joint Planning and Development Office (JPDO) that was established by Congress in 2003 in the VISION 100 – Century of Aviation Reauthorization Act (JPDO, 2012). Space debris growth and an influx in space traffic will create a need for increased space traffic management. Due to orbital population density and likely future growth, the implementation of a slot architecture to Sun-synchronous orbit is considered in order to mitigate conjunctions among active satellites. This paper furthers work done in Sun-synchronous orbit slot architecture design and focuses on two main aspects. First, an in-depth relative motion analysis of satellites with respect to their assigned slots is presented. Then, a method for developing a slot architecture from a specific set of user defined inputs is derived.

Seven flying robot “fairies” joined human actors in the Texas A&M production of William Shakespeare’s A Midsummer Night’s Dream. The production was a collaboration between the departments of Computer Science and Engineering, Electrical and Computer Engineering, and Theater Arts. The collaboration was motivated by two assertions. First, that the performing arts have principles for creating believable agents that will transfer to robots. Using a new implementation of a NASA flight simulation of the Quiet Short-Haul Research Aircraft, autopilots were designed to be capable of flying both straight in (ILS) approaches, and circling (SNI) approaches. A standard glideslope coupler was sufficient for most conditions, but a standard Proportional-Integral-Derivative (PID) based localizer tracker was not sufficient for maintaining a lateral track on the SNI course. To track the SNI course, a feed-forward system, using GPS steering provided much better results.

This research effort develops a hybrid large-scale modeling and simulation frame- work that defines the requirements for a program to evaluate radar-aircraft-turbine- clutter interactions. Wind turbines and other moving structures can interfere with a radar’s ability to detect moving aircraft because radar returns from turbines are comparable to those from slow flying aircraft. This interference can lead to aircraft collisions or crashes, reducing the safety for air traffic. Two radar applications, INSSITE and IMOM, were investigated to determine which of the subsystems, in the proposed architecture, are currently available and which need additional development. A collision avoidance algorithm is developed and implemented that is applicable to different types of unmanned aerial systems ranging from a single platform with the ability to perform all collision avoidance functions independently to multiple vehicles performing functions as a cooperative group with collision avoidance commands computed at a ground station. The collision avoidance system is exercised and tested using operational hardware and platforms and is demonstrated in representative missions similar to those planned for operational systems. Recent technological developments have moved these aircraft from remote operation roles to more active response missions. The present study examines the effect of foreign accent interference with the ability to execute commands presented in speech format. The objective of this study was to demonstrate that a foreign accent influences performance. Participants were between 18 and 40 years of age. Half of the participants were native speakers of Spanish who began learning English as a second language via the classroom setting. The other half were native English-speaking with little or no exposure to the Spanish language. Aerial refueling will extend the range, shorten the response times, and extend loiter time of UAVs. The Air Traffic Selection and Training (AT-SAT) test battery is the selection tool for applicants for Air Traffic Control Specialist (ATCS) positions within the Federal Aviation Administration (FAA) who have not previously been employed as an air traffic controller. AT-SAT is an aptitude test developed to predict the likelihood of successfully learning ATCS skills. Before operational use, however, concerns were raised about the low passing rate of incumbent (who are fully trained and certified) ATCS personnel (who participated in the initial research) and score differences between groups, which could result in adverse impact (possible unfair discrimination). This research investigates the impacts of realistic wireless communications upon a group of unmanned aerial vehicles (UAVs) utilizing a distributed search algorithm. The UAVs are used to survey an area for mobile targets and they require communication to cooperatively locate the targets. The mobile targets do not continually radiate energy, which exacerbates the search effort; a UAV could fly directly over a target and not detect it. The purpose of this study was to analyze the performance effects of gender and regional dialect on air traffic control statement recall. Sixty-one student volunteers participated in the experiment. Thirty-one participants held a pilot’s license and 30 participants had no flight experience. Each participant listened to one CD with 60 ATC statements each representing a male and female voice and New England, Southern, and General American dialect. Participants were asked to recall exactly what they heard. If the participant could not understand what they heard, they requested a repeat. Prospective memory, or memory for future intents, is an important part of everyone's daily life. Air traffic controllers whose jobs are based in an environment that taxes their memory resources for extended periods of time rely on this type of memory.
