A study restates and then extends a thesis about the performance appraisal process first published almost 15 years ago - that the public manager's performance in the face-to-face encounter of the appraisal interview itself is the Achilles' heel of the entire process. This 1983 article held that many public managers experience discomfort approaching the actual performance appraisal interview and difficulty in conducting it. They are usually untrained and may even be unaware of the scholarly work that has identified the skills that make for more effective face-to-face communication. Prior research suggests that goal setting and an emphasis en meeting tight budget targets may influence the extent of subordinates' performance and slack creation. This study hypothesizes that other accounting controls may moderate these relationships. Specifically, it hypothesizes that: (i) budgetary performance is increased and (ii) budgetary slack creation is decreased when an emphasis on setting and meeting tight budget targets is complemented with a high extent of cost control. The speed at which individuals and organizations learn and develop is a vital contributor to organizational change and organizational effectiveness. This study postulated the notion of "rapid developers”, those persons who learn and acquire job competence more quickly than their peers. The purpose of this study was to identify, define, and differentiate the factors associated with "rapid development."

The success of the assessment center method in predicting job performance has been one of the most researched efforts in personnel psychology (Thornton, 1992). However, there is little reported evidence showing that assessment center procedures produce scores that serve as valid representations of separate constructs (Klimoski & Brickner, 1987). It is perhaps ironic, then, that despite the success stories, we still do not understand why assessment centers "work," (i.e., predict performance).

It is generally accepted that everyone puts off or delays doing tasks to some extent; however, little is known about how different styles affect job performance. Individual differences in goal orientation (tendency to set goals and objectives), conscientiousness (thoroughness and carefulness in performing a task), autonomy (freedom, independence, and discretion in scheduling work), and temperament (manner of thinking, behaving, and reacting) may have an influence on how efficiently and effectively people prioritize their tasks (or avoid tasks), and thus have an effect on job performance. The purpose of this research was to develop a classification system of team leadership through the empirical process of numerical classification. Although the value and importance of leadership have been recognized in the team literature, few empirical studies have been conducted to understand the phenomenon of team leadership. A thorough review of the relevant literature was conducted to identify the various behaviors, functions, traits, and KSAOs associated with team leadership. Measurement provides factual information which is necessary for effective control of business processes. Implementing a Total Quality Management (TQM) philosophy is a common process in many organizations today. The United States Air Force is using the Malcolm Baldrige National Quality Award criteria to measure organizational performance in implementing the Quality Air Force (QAF) initiative. Unfortunately, the Baldrige-based unit self-assessment (USA) process is an inconsistent measure due to its subjectivity, and is also time consuming to use. The focus of this thesis was on product team characteristics in the systems acquisition environment. This research investigated the characteristics of the Saturn Corp product team organizational structure and also reviewed literature relevant to this area. The characteristics identified by Saturn that contribute to the success of their product team were incorporated into a product team effectiveness survey and administered to personnel in the F-22 System Program Office (SPO) located at WPAFB. In an effort to improve the management feedback in operational contracting squadrons, this research concentrated on the development of an alternate method to measure operational contracting performance. Specifically, the research investigated the use of Data Envelopment Analysis (DEA) to measure the productive efficiency of 45 operational contracting squadrons. Operational contracting managers were surveyed to identify critical resources to and outputs from the contracting process. Based on this survey, four inputs and five outputs were included in the DEA model. The DEA was executed for each contracting squadron under study. A McDonald’s training program for the positions of grill and counter was evaluated in order to identify recommendations for curriculum refinement or enhancements. The methodological approaches developed by Ford and Wroten (1984) and Bownas, Bosshardt, and Donnelly (1985) were applied. Three evaluation assessment inventories were developed: The Job task Inventory, The training Emphasis Inventory, and The Training Effectiveness Inventory. These inventories were constructed with the assistance of 49 managers, trainers, and employees with six or more months of service. Predicting The Productive Capacity Of Air Force Aerospace Ground Equipment Personnel Using Aptitude And Experience Measures, Robert S. Faneuff

This study investigated the effects of mechanical aptitude and job experience on the job performance of 204 Air Force Aerospace Group Equipment (AGE) mechanics. Job performance was expressed as productive capacity (PC), which is derived from estimated performance times on job tasks. PC measures were derived for 50 tasks typically performed by airmen in the specialty. Aptitude measures took the form of Mechanical percentile composite scores on the Armed Services Vocational Aptitude Battery (ASVAB). A second-order logistic model was used to regress PC on aptitude and experience at the task level and at the overall job, or aggregate, level. Model …
