This research was performed to study the effects of automation on Air Force records management productivity prior to widespread implementation of Document Librarian. Document Librarian is a software tool developed for Headquarters Air Force Materiel Command HQ AFMC to manage records in accordance with Air Force, Federal, and National Archives and Records Administration NARA regulations, and is currently undergoing developmental testing. This study reflects the development and demonstration of the Metric Assessment Tool. The purpose of the tool was to provide individuals the means to assess metrics and make improvements to the process measurement. The tool was developed using two critical attributes. customer satisfaction and process improvement. Once the tool was developed, a metric assessment process was designed to demonstrate the tool. Two metrics were selected from the Aeronautical Systems Center (ASC) and individuals with a working knowledge of the metric and process were selected for the demonstrations. The focus of this thesis was on product team characteristics in the systems acquisition environment. This research investigated the characteristics of the Saturn Corp product team organizational structure and also reviewed literature relevant to this area. The characteristics identified by Saturn that contribute to the success of their product team were incorporated into a product team effectiveness survey and administered to personnel in the F-22 System Program Office (SPO) located at WPAFB. The results of the F-22 SPO survey were then compared to the Saturn product team characteristics in order to identify achievements and possible weaknesses. Overall, it appears that …

In an effort to improve the management feedback in operational contracting squadrons, this research concentrated on the development of an alternate method to measure operational contracting performance. Specifically, the research investigated the use of Data Envelopment Analysis (DEA) to measure the productive efficiency of 45 operational contracting squadrons. Operational contracting managers were surveyed to identify critical resources to and outputs from the contracting process. Based on this survey, four inputs and five outputs were included in the DEA model. The DEA was executed for each contracting squadron under study. A McDonald’s training program for the positions of grill and counter was evaluated in order to identify recommendations for curriculum refinement or enhancements. The methodological approaches developed by Ford and Wroten (1984) and Bownas, Bosshardt, and Donnelly (1985) were applied. Three evaluation assessment inventories were developed: The Job task Inventory, The training Emphasis Inventory, and The Training Effectiveness Inventory. These inventories were constructed with the assistance of 49 managers, trainers, and employees with six or more months of service. This study investigated the effects of mechanical aptitude and job experience on the job performance of 204 Air Force Aerospace Group Equipment (AGE) mechanics. Job performance was expressed as productive capacity (PC), which is derived from estimated performance times on job tasks. PC measures were derived for 50 tasks typically performed by airmen in the specialty. Aptitude measures took the form of Mechanical percentile composite scores on the Armed Services Vocational Aptitude Battery (ASVAB). A second-order logistic model was used to regress PC on aptitude and experience at the task level and at the overall job, or aggregate, level. Model …
