The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This study represents an attempt to trace the early history and development of just such an organization, the New Mexico Cattle Growers' Association. Founded in 1914, the Association had just finished its primary stage of development when it was forced to struggle, as were its remembers, through the early 'twenties, which were hard years for the cattle industry in New Mexico. The industry then revived and from 1926 to 1930 the Association prospered in the light of this revival.
