This letter dated July 14, 1952, from United States (US) Senator William Langer to Three Affiliated Tribes Tribal Chairperson Martin Cross, acknowledges Cross's message of congratulations to Langer. Langer also thanks Cross for sending a copy of the resolution adopted by the Three Affiliated Tribes Tribal Business Council which Cross has requested to be part of the record for US Senate Bill 2424 (S. 2424). Langer thanks him for the information.

This study shows that the school census is dropping rapidly in rural areas. It must be remembered that with the introduction of more labor saving farm machinery and the consolidation of small farms that the end is not in sight.
A greater percentage of children are enrolled in our schools. The percentage of attendance is higher and will continue to slowly improve. As consolidation of small schools progresses, school plants and physical equipment will improve.
Over one-half of the children in average daily attendance are transported. Percentage of enrollment and percentage of attendance are much better in the transported group. …

Our question does not simply ask in what way Christ speaks through the minister's sermon, but in what way Christ speaks through the ministry: Hence our first thesis treats of this office (diakonia), the ministerium ecclesiasticum. It is neither possible nor necessary to adduce a locus classicus for the institution of this office: we have such only for the Apostolic office. But Gospels and Epistles alike reveal the same factual situation - the "office" is there! Word and Sacrament require it and, as it were, create it as their own instrument.
