State Integrity And Democratic Governance: The Security Implications Of Liberalization Policies In Africa, Earl Conteh-Morgan

Journal of African Policy Studies

This article examines the levels of security/insecurity-related issues in Africa within the context of political and economic liberalization policies. It is argued that the interactive effects of internal and external systemic developments that characterize globalization processes have had serious "security" implications for governance in Africa. The indicators of insecurity and immiseration imply that Africa needs to reevaluate its approach to development in relation to the combined effects of national and international imperatives.

This paper attempts to provide a succinct background to the origins of the conflict in Western Sahara, a former Spanish colony, between the Kingdom of Morocco and nationalists of the territory. It identifies the broad regional and international ramifications of the continuing conflict, which began in 1975, and describes efforts made by the Organization of African Unity [OAU] and the United Nations to resolve the conflict. It focuses most of its analysis on the major obstacles to the conflict's resolution, particularly the policy of the United States. All states in Africa now have Internet access, although the continent is still characterized by a lack of infrastructure, resources, and technology. We examine the many initiatives underway in Africa aimed at enhancing information and communication technologies. The African Network Initiative, the African Information Society Initiative, and UNESCO's Regional Information Network for Africa are only a few of the many that are trying to increase the continent's connectivity. Since the end of the Cold War, the nature of conflict has changed. A disturbing trend that has emerged with that change is warlords/rebel movements, resources, and greed. Today most conflicts are not driven by "loud discourse of grievance" but by the "silent voice of greed." While it is evident that most warlords rely on the resources they capture, they also rely on external governments to finance their war effort. This paper examines the civil war in the Congo since the late 1990s through regional and national lenses. It contends that Congo's problems are not unique; instead, they reflect a larger phenomenon of the lack of synergy between geography and politics in the Great Lakes region. The stabilization of power in geographical spaces is the puzzle of building institutions not just in the Congo, but also among its equally weak neighbors.

In business ethics, insider trading has gone untouched by scholars, as the consensus is that insider trading is morally indefensible, however, questions have emerged regarding the moral responsibility of insiders. This paper engages with Analyzing Insider Trading from the Perspectives of Utilitarian Ethics and Rights Theory by Robert McGee to evaluate the relationship between applied ethics and insider trading. A satisfactory anti-insider trading account must be able to economically or philosophically explain why insider trading is morally wrong. Hearing Caste: Dalit Resistance Through Folk Music In West Bengal, India, Antara Bhattacharyay

Caste—a graded structure of hierarchy—has historically shaped identities in South Asia and persists to this day. In opposition, Dalits (caste-marginalized communities) have utilized diverse mediums to communicate their resistance. In this thesis, I analyze the role of music in Bengali Dalit resistance through the work of Dalit singer-songwriter Smritikana Howlader (b. 1960). Based on ethnographic research, I investigate how folk music becomes a mode of Dalit historiography. In particular, I explore how Howlader aims to transcend caste boundaries through song, evoking shared humanity. I argue that Howlader’s performances combat dominant caste discourse and Dalit erasure, furthering Bengali Dalit resistance.

Sociolinguistic research on Japanese regional dialects has generally found that regional dialects are assimilating to Standard Japanese, but that recently an increase in the popularity of dialects has led to reverse trends of “de-standardization” as well. This paper aims to utilize quantitative and qualitative analysis of a corpus of Osaka dialect interviews in order to observe how usage of the dialect differs across generations. The quantitative results find that some dialect features are falling out of use among younger generations, while others stay consistent, and some features are actually used more by younger speakers than middle-aged generations. The novel, published with her own savings, was the first abolitionist piece ever written in the country in which Black enslaved characters were treated as equals to white ones. Tragically, the book disappeared from shelves in Brazil for almost a century. There is a strong need for novel treatment approaches for adolescents with problematic sexual behavior (PSB), considering that historically, treatment approaches for adult sex offenders have been blindly applied to youth. Adolescent boys with PSB are at risk for poor treatment outcomes when they engage in anti-social behaviors and group hostility.
