Remembering The 1918 Influenza Pandemic: Missouri Education Policy And Lessons For Covid-19, Phi Nguyen

Amid the disruptions of COVID-19 are opportunities to reimagine schooling and education. Taking a historical perspective, this article analyzes education policy following an earlier pandemic, the influenza pandemic of 1918-19, to explore if and how educational change might be possible. Drawing on primary source analysis of Missouri education policy, I argue that influenza-related policy talk was practically non-existent, and the talk that was present mainly focused on how the flu disrupted, but not changed, school operations. Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). In this brief, we assess the relationship between being identified as gifted and academic growth among students who scored at or above the 95th percentile on state assessments in third grade. We follow five independent cohorts of these high-achieving students through eighth grade. Using regression analysis controlling for student and district characteristics, we find that students who received gifted services demonstrated statistically significantly greater academic growth on mathematics and literacy achievement across the time period examined than similarly high achieving peers that were not identified as gifted.

Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The model guidance reflects substantive changes in procedure, language, and data collection as compared to prior sanctions based codes of conduct. Utilizing Maslow’s Theory of Motivation and Maslow’s Hierarchy of Needs, this qualitative study revealed volunteer motivation effectively resolved needs that work toward Self-Actualization. Unaccompanied youth are migrant children who travel by themselves to the United States, mostly from Central America and Mexico. Since 2014, more than 200,000 unaccompanied youth have entered the United States, with approximately 28,000 residing in Los Angeles, California (U.S. Customs and Border Protection [CBP], CBP 2018, 2019, 2020, 2021a, 2021b). Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. The purpose of this research study was to examine how novice teachers make sense of the realities of their chosen profession, given their initial motivations for entering the profession. My research into teacher motivation and retention provided evidence that teachers did enter the field for altruistic reasons and that as many as 50% of all new teachers in urban schools did not last beyond five years. When they begin teaching, they find a field that is heavily impacted by strict accountability standards and required mandated testing. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. This study examines the case of one large urban school district’s implementation of Positive Behavioral Interventions and Supports (PBIS) to review competing needs and challenges encountered over a four-year period. There are encouraging results supporting the finding of a successful PBIS implementation and plans for continued implementation of Tier I practices and expand Tier II supports. Reducing the continuing disparity between the percentages of African American and White students receiving disciplinary consequences remains a challenge for Middleton ISD. In addition, work remains to reduce the disproportionate number of students receiving special education services who receive higher levels of disciplinary consequences.

This qualitative case study examined one school superintendent’s handling of a sociopolitical crisis event over the course of its phased unfolding. A review of literature in the fields of both crisis management and social justice educational leadership supplied a conceptual lens for viewing the case. Key concepts from the crisis management literature included staged intervention, organizational learning, and transformative leadership.
