The implicit acceptance among educators and in institutions of learning that discussions around LGBT (lesbian, gay, bisexual, transgender) issues are off limits perpetuates the marginalization of these identities and those who inhabit them. In K-12 schools and college classrooms the prevailing silence sends disturbing messages about the treatment of adults and children when their sexual orientation fails to fit neatly into prescribed binary classifications. For low-income minority and marginalized communities, American democracy’s educational mission remains unfulfilled. Student voices have provided insight into ways that schools disserve and serve students and how schools can improve in promoting academic achievement; however, academically successful low-income students’ voices—particularly those at the elementary school level—are largely excluded from the literature. Providing a platform for student voices, this qualitative, intrinsic critical case study explored six high achieving low-income students’ views of their academic success and how that success was achieved. As districts attempt to achieve higher accountability for student results while making complex decisions to balance budgets, it has become increasingly more common to restructure or reorganize educational delivery systems in ways that affect children and their families. Understanding how families and, in particular, mothers translate their experiences with structural and other changes enacted by the schools serving their children can assist in defining a new strategic direction of renewal, growth, and revitalization.

The El Dorado Promise is a scholarship program that provides approximately $7,818 per year toward college tuition - for up to five years - to public high school graduates in El Dorado, Arkansas who have attended El Dorado schools since at least the ninth grade. The program was announced in January 2007, and students were able to use the college scholarships in the fall of 2007. School leaders in El Dorado hoped that the enhanced access to college would increase student interest, engagement, and achievement throughout the school district. There is little doubt of public school’s role in the enculturation of youth into American democracy. This study examined teachers’ (a) perceptions of the impact of policy on their teaching and professional development, (b) knowledge of policy initiatives and the protocols their schools have in place to support them, (c) perceptions of policy, and (d) self-efficacy for literacy instruction and professional development’s impact on it. The investigation focused on three policy initiatives: Response to Intervention, the Common Core State Standards, and the Annual Professional Performance Review program, New York State’s teacher evaluation system. This exploratory study compares organizational configurations of principal autonomy in Finland and New York State. Evidence from Finnish school site visits and surveys distributed to principals in New York State and Finland is utilized to compare principal autonomy in two distinct educational settings.
