Increasingly standardized and assessment-driven educational systems are failing to meet the needs of many students, replacing their love of learning with a fear of failure. Importantly, the fear of failure is a common mindset of not only students but also teachers, administrators, and policymakers. This qualitative, action research study is situated in a design thinking/growth mindset conceptual theory that posits that the design thinking process can serve as a meaningful growth mindset opportunity for teachers and students. The prototyping mindset inherent in design thinking may mitigate the fear of failure by focusing on rapid iteration rather than striving for perfection. …

Critical approaches to policy suggest that policy, even in the most apparently democratic polity or institution, codifies and extends the interests of those who disproportionately wield power (Levinson et al., 2009). While many people are involved in conversations and decisionmaking processes related to the implementation of grade retention or promotion policies, the final decision is made at the school level. This single case study examined the perceptions of William L. “Bill” Phillis, the Executive Director of the Ohio Coalition for Equity and Adequacy of School Funding, concerning an unconstitutional funding model, subsequent sociopolitical barriers, and their impact on students and school districts from underprivileged socioeconomic background within the context of the DeRolph v. State of Ohio legal battle. This research adds to the extant literature on the educational implications of the property tax and foundation model of school funding. In contrast with recent decades of economic growth and stability, today's education funding landscape appears to be entrenched in a pattern of diminishing financial resources that may persist for a number of years. This is occurring also amid unprecedented efforts by lawmakers and public officials to intervene in school reform work. Policy analysis helps to develop a greater understanding of societal problems and provide possible solutions for elected and non-elected government decision makers. Ultimately, the product of analysis is advice relating to public decisions and informed by social values. In light of the pressures placed on education by policy-makers concerning implementation of educational reform there are surprisingly few studies concerning the changing role of the federal government from a historical perspective. Looking at the past, with the present in mind, reminds us that the current shape of education was not inevitable.
