The purpose of this study was to investigate the behavioral training programs/frameworks and Professional Development (PD) delivery methods that certified staff - including teachers, speech-language pathologists, school psychologists, occupational therapists, and teachers on special assignment - as well as administrators, believe to be necessary to address the academic, social, emotional, and behavioral needs of students exhibiting challenging behaviors. This national study used survey methods to explore the views of US K-12 public school educators on the PD needed to support student behavior effectively. Reform creation and implementation tends to focus on the mechanics needed to ensure intended outcomes are achieved. School relationships are affected by the tension caused by reform implementation. Research suggests trust among teachers and between teachers and their administrator affects the way teachers make sense of, implement, and use new reform efforts. Given the demands reforms place on schools, trust has the potential to impact and encourage the implementation of reform and the maintenance of relationships. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR).
