ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). For decades educational researchers have attempted to find links between school funding and student achievement. These attempts have generated many contradictory viewpoints and have produced many unanswered questions. Ever increasing accountability on states, districts and schools combined with severe financial strain has made measuring school fiscal efficiency a valuable tool for school leaders looking to get more student achievement with fewer resources.

In an effort to improve educational opportunities for all students, Arkansas policymakers have made education reforms in many areas since 2003, such as increasing school funding by nearly 30 percent, consolidating both districts with enrollments below 350 students and inefficient schools, and strengthening accountability measures designed to raise academic achievement. However, there is little empirical evidence about how any of these reforms have impacted districts, schools, and students across the state, so policymakers have no way of knowing whether such reforms have the potential to improve student achievement and help close the achievement gap between disadvantaged students and their more …
