Critical approaches to policy suggest that policy, even in the most apparently democratic polity or institution, codifies and extends the interests of those who disproportionately wield power (Levinson et al., 2009). While many people are involved in conversations and decisionmaking processes related to the implementation of grade retention or promotion policies, the final decision is made at the school level. Amid the disruptions of COVID-19 are opportunities to reimagine schooling and education. Taking a historical perspective, this article analyzes education policy following an earlier pandemic, the influenza pandemic of 1918-19, to explore if and how educational change might be possible. Drawing on primary source analysis of Missouri education policy, I argue that influenza-related policy talk was practically non-existent, and the talk that was present mainly focused on how the flu disrupted, but not changed, school operations. Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). In this brief, we assess the relationship between being identified as gifted and academic growth among students who scored at or above the 95th percentile on state assessments in third grade. We follow five independent cohorts of these high-achieving students through eighth grade. Using regression analysis controlling for student and district characteristics, we find that students who received gifted services demonstrated statistically significantly greater academic growth on mathematics and literacy achievement across the time period examined than similarly high achieving peers that were not identified as gifted.

Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The model guidance reflects substantive changes in procedure, language, and data collection as compared to prior sanctions based codes of conduct. During the COVID-19 pandemic, Virginia Governor Ralph Northam required all schools to close their doors from March 13, 2020, through the remainder of the school year, causing districts in the Commonwealth to create distance learning plans for PreK-12 education within a matter of weeks. The continued fluctuation of COVID-19 positive case numbers throughout the spring and summer led to several school districts choosing to open the 2020-2021 school year using a 100% virtual model for all students. An organization’s volunteer development program can serve as a useful tool in the P-20 framework to address transitional gaps preventing smooth and consistent movement of individuals from traditional education to career attainment. Utilizing Maslow’s Theory of Motivation and Maslow’s Hierarchy of Needs, this qualitative study revealed volunteer motivation effectively resolved needs that work toward Self-Actualization. Unaccompanied youth are migrant children who travel by themselves to the United States, mostly from Central America and Mexico. Since 2014, more than 200,000 unaccompanied youth have entered the United States, with approximately 28,000 residing in Los Angeles, California (U.S. Customs and Border Protection [CBP], CBP 2018, 2019, 2020, 2021a, 2021b). Hundreds of these young migrants have enrolled in public schools (Pierce, 2016). Schools seek adequate and effective ways to support these students’ complex needs and aspirations. Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. The purpose of this research study was to examine how novice teachers make sense of the realities of their chosen profession, given their initial motivations for entering the profession. My research into teacher motivation and retention provided evidence that teachers did enter the field for altruistic reasons and that as many as 50% of all new teachers in urban schools did not last beyond five years. When they begin teaching, they find a field that is heavily impacted by strict accountability standards and required mandated testing. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. English Learners represent 18.6% of the entire California public school population or 1.1 million students; 81.4% speak Spanish (California Department of Education [CDE], 2021b).
