Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

Chronic absenteeism is a fairly new concept in education. Many schools have only started tracking chronic absenteeism with the start of Every Student Succeeds Act. The following research studied chronic absenteeism at an Arkansas High School, which answered the two research questions in this study. The first research question studied the demographics of the chronically absent student which included grade level, race/ethnicity, Special Education and English Language Learner status, and free or reduced lunch status. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. African American students are disciplined in schools at disproportionately higher rates than White students. This trend was first reported in 1975 in a report by the Children’s Defense Fund and since that time, has been highly studied. Using survey data collected from 893 public school teachers in Pulaski County, Arkansas, this study looks for differences in traditional public school teachers and charter school teachers on their (1) backgrounds and teacher characteristics; (2) motivations for entering the teaching profession; and (3) attitudes towards school and teaching. A multivariate analysis of the data revealed that few differences exist between the two groups of teachers on their backgrounds, teacher characteristics, and motivations to enter the teaching field. Scholars of education policy are increasingly aware of the independent role that noncognitive skills (e.g., self-regulation, Social skills, and other personality or character traits) play in long- and short-run student well-being. However, little is known about how these skills are effectively developed. One theory is that noncognitive skills are developed through role modeling by teachers. The El Dorado Promise is a scholarship program that provides approximately $7,818 per year toward college tuition - for up to five years - to public high school graduates in El Dorado, Arkansas who have attended El Dorado schools since at least the ninth grade. The program was announced in January 2007, and students were able to use the college scholarships in the fall of 2007.
