Racial discrimination in school discipline for students of color is steeped within the history of educational institutions throughout the United States. Despite the federal law Title VI, which prohibits discrimination in schools based on race, color, or national origin, discriminatory school discipline outcomes persist and perpetuate educational inequities and continued marginalization of students of color. The issue of disparate school discipline is attributed to implicit and explicit adult biases, cultural dissonance between teachers and students, and systemic issues in school discipline policies, such as subjective and vague definitions for minor discipline infractions and wide-sweeping zero-tolerance policies. How Principals Influence, Facilitate, And Support Instructional Coaching Programs, Nadine Y. Norris

This qualitative, multicase study examined how principals perceived the role of instructional coaches and how they facilitated, influenced, and supported teachers’ professional learning through the instructional coaching program. Including the researcher as a participant, 16 participants from three suburban school districts—including district-level administrators, principals, instructional coaches, and teachers—engaged in semistructured interviews. This study was framed by Desimone’s core conceptual framework for professional development and Spillane’s distributed leadership model. Data analysis revealed principals viewed instructional coaches as their partners in instructional leadership and professional learning facilitators. This case study evaluating three high schools’ blended online credit recovery programs spanned the course of three years. The first part of the study examined the student demographics and outlined the basic structure of the programs. The demographics showed a disproportionate number of students of color and students receiving Free/Reduced Lunch in the online credit recovery programs at each school when compared to the school population. The enactment of Senate Bill 100/Public Act 099-0456 (SB100) in 2016 compelled school districts throughout Illinois to evaluate student discipline policies. This dissertation examines the impact SB100 had on middle and high schools throughout the state and within a large suburban K-12 school district. This dissertation is organized into three separate papers. Paper 1 provides a historical context for disciplinary practices used for students in public schools both in Illinois and throughout the country and explores new discipline practices that have emerged since the passing of SB100.
