California High-Speed Rail (CHSR) will largely change transportation cost across the state after it starts operating. Past studies show that only Fresno and Merced among station cities in the Central Valley would attract more future activities with the CHSR. The establishment of active CHSR also implies a new daily living sphere for all the station cities, and, therefore, accessibility to work and residential amenities should be reviewed to inform planners of future land-use and transportation developments. By examining the impact of the commitment problem between the FARC and the Colombian government, this paper seeks to answer the following question: What led the government and the FARC to finally agree to end the conflict through a peace accord? This research addresses a notable gap in the literature by examining the pivotal role of power-sharing arrangements and hierarchical structures on negotiation dynamics. I conducted in-depth interviews with public officials in Colombia, complemented by the utilization of secondary data. Left-moving (LM) supercells, though rarer than right-moving (RM) supercells, may produce significant severe weather. However, there are very few existing studies on LM supercells, particularly polarimetric radar analyses. The upgrade of the nationwide Weather Surveillance Radar-1988 Doppler (WSR-88D) network to polarimetric capability and subsequent studies vastly improved understanding of RM supercells, but similar efforts have largely not been made for LM supercells. This study employs an automated polarimetric radar signature detection algorithm to examine a dataset of significant severe (hail ≥ 2.00”, wind ≥ 65 kts) LM supercells to quantify their polarimetric signatures. Supercells have been researched extensively since they were first described over 50 years ago. They are prolific severe weather producers, responsible for the most severe hail, severe wind gusts, and tornadoes. These rotating thunderstorms require attention from forecasters to protect life and property from their threats, most effectively done with Doppler radars. While extensive amounts of radar-based investigations have been completed, they focused almost exclusively on right-moving (RM) supercells, resulting in a knowledge gap surrounding their counter-rotating (left-moving, LM) partners. The National Association of Geoscience Teachers (NAGT) has listed the inaccessibility of research related to misconceptions in atmospheric and climate science as a Geoscience Education Research Grand Challenge (Cervato et al. 2018). This project was a direct response to this call for research and consisted of three distinct steps: 1) data gathering, which included reviewing the literature for relevant misconception data, 2) a qualitative analysis, which included compiling, organizing, and categorizing the data collected, and 3) a quantitative analysis, which included determining the prevalence of each misconception across topic categories, demographic categories, and over time. Global climate change poses a substantial threat to cities in the United States, particularly through increases in flooding and extreme heat. Cities must adapt to these threats to preserve their residents’ livelihoods and prevent economic loss. One adaptation strategy is the implementation of green infrastructure (GI). In a post-9/11 world, hostile actors are using vehicles as weapons to inflict civilian casualties. Pedestrians, vulnerable road users, military personnel, and police may be targeted using a vehicle as a weapon. The United States Department of Defense (DoD) also utilizes Entry Control Facilities (ECFs) which are carefully designed transportation corridors to manage how threat vehicles are able to access military facilities. In 2004, DoD started to upgrade all ECFs using both passive and active barriers. A burgeoning literature on ‘left behind’ places has emerged that captures the backlash against globalisation and highlights the locales that lag world cities. This paper integrates the ‘left behind’ and world cities literatures through the lens of discontent in the context of Singapore, using sentiment analysis and topic modelling as well as interviews with local professionals to unpack the multidimensional aspects of discontent. Focusing on the Singapore–India Comprehensive Economic Cooperation Agreement that spurred discontent directed at foreign Indian professionals, we show that the worlding generated by transnational flows has accentuated intra-urban inequality through racialisation and spatialisation of financial business and …

Risk Perception, Dread, And The Value Of Statistical Life: Evidence From Occupational Fatalities, Perry Singleton

In a model of occupational safety, biased perceptions of risk decrease welfare, which may justify government regulation. Bias is examined empirically by the correlation between subjective and objective risk, the former measured by self-reported exposure to death on the job. The correlation is negligible among workers with no high school diploma, consistent with underestimating risk in more dangerous occupations, and strongest among more educated workers when objective risk is specific to harmful and noxious substances, which in psychological studies rank high in dread. Biased perceptions of risk may also lead to biased estimates of value of statistical life. VSL estimates …

In 2021, the military of Myanmar launched a coup in response to their overwhelming defeat in the 2020 elections, resulting in an end to the country’s tentative move towards democracy and in intense violence to suppress opposition to the coup. Anti-junta forces quickly formed in the aftermath to directly oppose the military and return the country to democratic rule, and began collaborating with long-standing ethnic militias in their efforts. This review discusses climate hazards and specific risks associated with existing and new nuclear power plants under global warming level futures, with an emphasis on water-based risks for plants that rely on traditional water-cooling processes. Projected hazards, including extreme heatwaves, sea-level rise, and altered precipitation patterns pose significant challenges to the safe and efficient operation of nuclear plants. Additional risks include reduced water-cooling system efficiency, clogging due to biological contamination of water streams, water access issues in reactors during droughts, disruptions from extreme storms, and coastal sea level rise. The study aimed to replicate the factor structure of the KidCOPE in children from military families (N=2256, ages 7–12). However, no prior factor structure could be replicated. Exploratory and confirmatory factor analyses revealed a 2-factor model, but it was not confirmed. This suggests limitations of the KidCOPE as a valid measure of coping style among military children.

The 2022 National Survey of Military-Affiliated Entrepreneurs provides detailed insights into the experiences and challenges of military spouse entrepreneurs. In this brief, “military spouse” includes spouses/partners of active duty, National Guard, and Reserve servicemembers, as well as spouses/partners of veterans and retirees. However, we acknowledge that the differences between all of these groups are great, and their unique circumstances vary greatly. These findings are based on the data collected from 243 current business owners who self-identify as a military spouse. Drug overdoses surged in the U.S. during the COVID-19 pandemic. Public health experts raised concerns in the pandemic’s early months about how the pandemic and the policies enacted to stem it might increase overdose risk. This brief summarizes the findings of a paper that used national data to identify how states’ COVID-19 policies affected drug overdose rates among U.S. adults ages 25-64 during the first year of the pandemic. Results show that counties located in states that adopted more aggressive in-person activity restrictions experienced larger increases in 2020 than counties located in states with fewer limitations. The one-year extension of the 2018 Farm Bill until September 30, 2024, has extended several government programs for the 2024 crop year including those in Title I: Commodities. This analysis looks at three different financial scenarios and analyzes five different alternatives for a case farm to select the optimal farm program decision for the operation by evaluating net farm income. Since 2021, eligible producers have been able to elect either Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) for their operation on an annual basis. We compare social welfare, consumer surplus and profits in two different institutional settings in which an item whose quantity is fixed and controlled (vehicle registration permit) is allocated to the buyers of a complementary good (car). In the first setting, which resembles the way in which vehicle registration permits are allocated in Singapore, the central planner runs a uniform price auction for permits in which the consumers who bid the highest receive the permits and pay the highest losing bid. Then each winning consumer purchases a car from a seller. In the alternative setting, the central planner first allocates the …

The Santa Clara Valley Transportation Authority (VTA) partnered with a Mineta Transportation Institute (MTI) research team and San José State University (SJSU) students for assistance in developing the equity framework for the agency’s proposed Equitable Vehicle Miles Traveled (VMT) Mitigation Program. The goal of the program is to reduce the amount of driving generated from new developments in Santa Clara County through transportation solutions with equity and cross-jurisdictional collaboration in mind. A single report of child maltreatment has a rapid and negative effect on school attendance and causes serious, long-term effects on school performance. Nearly 250,000 U.S. military members transition out of service each year. The Transition Assistance Program (TAP) provides information, tools, and training to prepare service members for their transition to civilian life. However, nearly half of veterans say the military did not adequately prepare them for their transition from service. This issue brief highlights the shortcomings of veteran transition programs, like TAP, and provides recommendations for improving transition outcomes through more holistic programs.

The Supplemental Nutrition Assistance Program (SNAP) is a critical safety net program that helps reduce food insecurity among low-income households in the United States. However, many eligible households do not participate in SNAP due to burdensome administrative requirements. To make it easier for more older adults and people with disabilities to participate in SNAP, many states have adopted the Standard Medical Deduction (SMD) to simplify administrative requirements. This brief summarizes findings from a study that examined the associations between state SMD adoption and SNAP participation and benefits from 2004 to 2019.
