Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not better represented …

The Central Bank of Nigeria (CBN) Annual Report and Statement of Accounts for the Year Ended 31st December, 2009 revealed that the country's Gross Domestic Product (GDP) grew by 6.7% YoY, compared to 6.0% in the previous year. This growth was driven by the non-oil sector, with the non-oil GDP growth rate of 8.3%. Within the non-oil sector, the agricultural sub-sector grew by 6.2%, while the whole-sector and retail sectors recorded growth rates of 11.5 and 10.5 per cent, respectively. This chonicle is a diary of the Regiment's daily operations and actions as it progressed across Europe during 1944 and 1945. The chronicle is portrayed from the vantage point of Richard B. Kann (father of the author) and Dale E. Smith, who served as medics in the 39th Infantry Regiment during that time.

Early childhood education (ECE) in Australia will soon experience a ‘radical makeover.’ In 2008, all Australian governments made a commitment through the Council of Australian Governments (COAG) that by 2013, all children in the year before formal schooling will have access to high quality early childhood education programs delivered by degreequalified early childhood teachers, for 15 hours per week, 40 weeks of the year, in public, private and community-based preschools and child care. While he was excavating on a signal by a pick, he hit the mine and it caused to the accident. Major electric utilities are deciding whether to build nuclear power plants. How will their decision affect ecological processes and systems, both in the United States and globally? The article makes three arguments: (1) if nuclear power plants are not built, the gap will be filled by more coal-fired power plants; (2) the impact of coal-fired power plants on ecological processes and systems is likely to be increasingly disastrous; and (3) nuclear power’s ecological impacts are likely to be neutral or even positive.

Managing Small-Medium Cities In A Time Of Globalization: Experiences And Evidence From Florida’S Public Managers, Nadine V. Wedderburn

This study examines how public management practitioners in small and medium-sized Florida cities perceive globalization and its impact on public management practice. Using qualitative analysis, descriptive statistics and factor analysis methods, data obtained from a survey and semi-structured interviews were studied to comprehend how public managers view the management and control of their municipalities in a time of globalization. The study shows that the public managers’ perceptions of globalization and its impact on public management in Florida’s small-medium cities are nuanced. Whereas some public managers feel that globalization has significant impacts on municipalities’ viability, others opine that globalization has no …

The deminer was instructed by his Section Leader to move the UXO and place the item concerned in the demolition pit, which was located 21 metres away from the deminer’s working area / lane. On the way to the demolition pit the deminer accidentally dropped the UXO and according to the Section Leader, the deminer dropped the UXO directly on to stone that was in the ground and subsequently the UXO detonated. This study will examine the evolution of the field of venture philanthropy since the late 1990s and will provide an updated guide to the types of organizations utilizing venture philanthropy strategies across the United States and internationally. Challenges In Language Services: Identifying And Responding To Patients' Needs, Marsha Regenstein, Holly Mead, Kathryn E. Muessig, Jennifer Huang

Objective: Identify characteristics of hospitalbased language services (LS), and describe practices of identifying patients with limited English proficiency (LEP) and interpreter training.
Participants: Seventy-one hospitals applied to participate in a national initiative. Applicants were non-federal, acute care hospitals with substantial LEP populations, at least 10,000 discharges, and in-person interpreters.
Methods: Descriptive statistics were generated on language, collection of language data, LEP volume and service utilization, staffing and training requirements and organizational structure. The relationship between admissions and encounters was analyzed.
Results Ninety percent of hospitals collect primary language data. Spanish is the most common language (93% of hospitals). …

In fall of 2009, Boise State University Radio aired a series of stories highlighting the impacts of the changing economy on ordinary Idahoans. The stories were part of a larger project funded in part by the National Center for Media Engagement. The project culminated in a community roundtable held in September of 2009 at which advocates and policy makers discussed the stories, the larger context of poverty here in Idaho, and made policy recommendations. Members of minority groups have higher rates of disease, poorer health, and more limited access to care than their white counterparts. They account for half of the uninsured population and 58% of the low-income uninsured population. Even when they have coverage, minority patients are at risk for receiving lower-quality medical and surgical care than white patients. The factors underlying these inequities are complex and go far beyond the health care system,but any meaningful reform must, at a minimum, confront disparities in care. While Medicaid and the Children's Health Insurance Program (CHIP) have become increasingly important sources of health coverage for low-income children in all racial and ethnic groups, the program plays an especially large role for children of color, who are more likely than white children to be low-income. In 2007, Medicaid and CHIP covered nearly one in five white children, but roughly two in five African American and Hispanic children.
As policymakers engaged in health reform consider the merits of public and private approaches to expanding coverage, this report provides an assessment of Medicaid's relative impact on racial and ethnic disparities …
