In this thoughtful and intricate cross-disciplinary debate, Professors Eric W. Orts, of Penn’s Wharton School, and Cary Coglianese, of Penn’s Law School, discuss the benefits and disadvantages of collaborative public policy decision making in the environmental context. It is no exaggeration to say that each year the world grows ever more aware of the nature of the environmental problems we face, and yet critical policy solutions continue to remain beyond the grasp of even the most interested parties. In 2006, the Office of Elder Services requested the assistance of the Muskie School in developing an assessment of long term care service use in Maine. This report provides baseline information on the demographic characteristics, participant characteristics and service use trends for people accessing long term care services in this State.
For purposes of this report, we have excluded people with MR/DD. Long term care services do not include community support services for people with mental illness.

This report, prepared for the Maine Hospice Council and funded by the Carpenter Foundation, presents findings of a qualitative study of barriers to hospice utilization. This study includes the perspectives of all 26 Medicare certified hospice providers in Maine. Significant findings of the qualitative study include: A continuing need to educate the general public about hospice and the Medicare benefit. Maine health care providers have low referral rates to the hospice programs and often misunderstand the regulations and guidelines of the hospice benefit. The referral process to hospice programs is based on fragile systems of communication, fraught with potential miscues, …

Public Health Campaigns To Change Industry Practices That Damage Health: An Analysis Of 12 Case Studies, Nicholas Freudenberg, Sarah Picard Bradley, Monica Serrano

Industry practices such as advertising, production of unsafe products, and efforts to defeat health legislation play a major role in current patterns of U.S. ill health. Changing these practices may be a promising strategy to promote health. The authors analyze 12 campaigns designed to modify the health-related practices of U.S. corporations in the alcohol, automobile, food and beverage, firearms, pharmaceutical, and tobacco industries. The objectives are to examine the interactions between advocacy campaigns and industry opponents; explore the roles of government, researchers, and media; and identify characteristics of campaigns that are effective in changing health-damaging practices. The deminer was investigating the signal and excavating by sitting/squatting position and his prodder/bayonet detonated the PMN mine. The evidence on site shows that the excavation of the signal started from the first mark, and not 30cm back from the indication. The bayonet directly touched the mine causing a detonation. This indicates he was not conducting operations with the correct procedure.

On 10/12/2007 as the team was busy with normal demining activities, suddenly a dog of the villagers run harshly into the minefield and as the dog reached to 6m distance from a deminer's clearance lane, suddenly an explosion happened to the dog which perished it on the spot. As a result of the explosion [the Victim] deminer who was busy on marking of his cleared lane got slight injuries on his both hands and as he was dressed fully with the PPE, he did not receive any more injuries to other parts of his body.

After the routine break at 1140 – 1150 hrs, the deminer was advised by his Section Leader (SL) to mark his lane clearly so that the SL could conduct his own QC checks. Just prior to the detonation the deminer was observed by the SL and another deminer to be preparing paint for the painting of rocks (for the next week). At 1155 the deminer stepped onto an anti-personnel mine with his left foot while in the squatting position. She introduced Yusif Barakat, who led the group in a Native American Blessing: Prayer of the Six Directions. The many members and visitors then enjoyed a fabulous International themed buffet, with delicious dishes made by members. After enjoying the diverse selection of foods, Colleen shared a DVD clip of the Live Earth concert featuring Melissa Etheridge singing a very inspiring song – “Imagine That”.

There is a strong connection between deliberation and dialogue and commons theory Deliberative activity generally takes place within group settings that approximate the defining conditions of a commons. In addition, social capital, in the form of trust and a sense of mutuality, and construction of a new or reconstituted normative outlook typically result from successful deliberation and dialogue efforts. This poses several lessons for the practice of the practice of such discussions.

This report highlights travel corridors and characteristics of Montana vacationers. Seven distinct groups of people based on their entry and exit points to Montana emerged from the data. Each group is described in terms of demographics, attractions to the state, activities engaged in while visiting and how many of each group visited Montana by quarter.

School Choice Demonstration Project
On January 23, 2004, President Bush signed the DC School Choice Incentive Act into law. This landmark piece of legislation included $14 million in funding for what would become the DC Opportunity Scholarship Program (OSP). The OSP is the first federally-funded K-12 scholarship program in the country and was designed to provide approximately 1,700 children from low income families with tuition scholarships worth up to $7,500. The scholarships cover the costs of attending nonpublic schools within the District of Columbia that agreed to participate in the Program. It is well-documented that people with disabilities have a significantly lower rate of employment than people without disabilities (36% versus 74% according to the 2006 American Community Survey (ACS). Less is known about the types of work they do. Using the occupational classification system within the ACS, researchers explored the prevalence of people with disabilities within occupational groupings and discuss its relationship to occupational growth. Future analysis will address variation across disability groups.

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Disaster Recovery Planning: What Section 404 Audits Reveal, Dana R. Hermanson, Daniel M. Ivancevich, Susan H. Ivancevich

This article summarizes U.S. Sarbanes-Oxley Act section 404 internal control reports that reveal material weaknesses due to inadequate disaster recovery planning. According to the authors, Section 404 applies to public companies with over $75 million in public float. They advise that auditors evaluating internal control over financial reporting must consider key information technology-related risks and controls that affect financial reporting, including issues related to disaster recovery planning.

The maintenance of a “moderate mainstream” Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern post-September 11. In light of the global concern—and often paranoia—with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilization” between the Muslim world and the modern world. Having declared itself a terrorist's “iconic target,” Singapore has taken a broad-based community approach in advancing inter-religious tolerance, including a subtle initiative to include the “Muslim civil society” in …
